ATTACHMENT 3 Continued M67854-22-R-7904 Item 10.a: Contractor is authorized access to Government furnished cryptographic equipment and information. Access to COMSEC information, per National Security Agency Industrial Communications Security (COMSEC) Manual (NSA Manual 90-1) and the NAVY EKMS 1_, requires a final U.S. Government clearance and special briefings at the appropriate level. Subcontracting COMSEC information by a contractor requires prior approval from the COR and CG, MCCDC (C 054).

Item 10.j: Except where directed by the COR, Controlled Unclassified Information (CUI), CUI includes For Official Use Only (FOUO) by definition, Information generated and/or provided under this contract shall be safeguarded and marked as specified in DoDM 5200.01-V1 through V4. Additionally non-government owned electronic storage media become the property of the U.S. government upon disposal, replacement, or turn-in per DON CIO message attached, (the COR must include language that pertains to what will become of the items created as mentioned in the DON CIO).

Item 11.c: The contractor requires access to classified source data up to and including the classification levels identified in Item 1 of this DD 254 in support of this work effort. Any extracts or use of such data requires the contractor to apply derivative classification. Documentation generated as a result of this contract will be classified in accordance with source material provided by a certified derivative classifier and will carry the most restrictive downgrading and/or declassification instructions, warning notices and control markings applicable. A listing of source material is to be included as a part of the document prepared by the contractor.

Use of PDA’s, cellular phones, hand-held radios, cordless telephones, cordless microphones, personnel cameras and computers are forbidden in all facilities or Area’s where classified information is being processed or stored.

Item 11.g: DTIC services required. DD Form 1540 will be prepared and processed in accordance with the NISPOM, contracting activity will be involved in certifying need-to-know to DTIC. Information extracted from classified reference material shall be classified according to the markings on such material. The DD Form 1540 prepared under this contract shall be forwarded through CG MCCDC (C 054).

Item 14: In addition to the reporting requirements directed by the NISPOM, the contractor will provide a concurrent report of loss or compromise of classified and CUI information to:

CG MCCDC (Attn: C054) 3300 Russell Road Quantico, VA 22134-5001

And

DSS, CSO identified in item 6.c.

or, The Government organization identified in Item 15 as having inspection oversight carved-out and the DSS, CSO identified in item 6.c.

Visit requests to activities not listed in the contract, SOW/PWS or this DD254 should not be accepted at any additional worksites until the “Need to Know” and authorization for such a visit has been certified in writing by the COR or Project Officer. All requests shall contain the information required by the NISPOM and shall not exceed a 12 month visit period.

All Government CAC, access badges, and tokens issued under this contract will be returned immediately upon termination of the contract, or individual termination. When an individual contractor is terminated, for any reason, it is the responsibility of the Facility Security Officer to immediately notify the Command Security Manager, MCCDC (C 054) and to recover and turn in all Government items issued.
