SolicitationSubmission InstructionsRequest instructions for submitting electronic copies of our response. Page 46 of the RFP instructs us to submit the SF1449 to the contracting officer but does not say specifically what to do with the rest of the response. Page 48, #14 instructs us to submit two electronic copies of the full proposal but does not provide instructions where to send them.Per the sam.gov solicitation description, primary point of contact is Michael Richards, michael.a.richards@usmc.mil, and secondary point of contact is Dwight Michael, dwight.michael@usmc.mil. According to page 46 thru page 49, and per block 7a on the SF1449 in the solicitation, SF1449 and proposal documentation should be sent to Michael Richards via email. Any physical product samples shipped should be sent to the following address:

SolicitationSubmission InstructionsShall we provide COTS documentation with the bid samples in hard copy, CD, or both, format?Preferred method would be to send digitally with the proposal submission. A hard copy (submitted with the bid sample) would suffice, in the event a soft copy could not be obtained.
SolicitationSmall Business Participation PlanIs a commercial small business plan acceptable instead of an individual plan?A commercial small business subcontracting plan would be acceptable to meet the small business participation plan objective. Per FAR 19.704(d), a commercial small business participation plan and commercial small business subcontracting plan, as defined in FAR 19.701, is preferred and follows the regulations listed in the FAR reference. Should the commercial subcontracting plan not meet that objective, an individual plan would be required.

Please provide a copy of the referenced document or assistance locating it.DOD 4120.24 is the most current document. The solicitation will be updated to reflect DOD 4120.24.

Solicitation CDRL list Attachment 13.10.1 Pages 10-14 Page 2 - Applicable DocWhat is the governing standard for Technical Manuals? There is a wide range of reference call outs in the SOW, CDRL, and Attachment 1 that overlap, and some have conflicting requirements.All references in the SOW, CDRLs, and Attachment 1 are applicable. Where conflicting information in references occur, the MIL-STD 40051-2C listed in Attachment 1 will take precedent.
Solicitation3.13.1Can the government provide a copy of Form MC-ALB- 4423/15?The Government is removing requirement for using Form MC-ALB-4423/15. Format for the Provisioning Performance Schedule (PPS) will be agreed upon at the Provisioning Guidance Conference (PGC). The Government is providing a Provisioning Performance Schedule attachment as an initial guidance for formatting but a final format will be agreed upon at the PGC.
SolicitationPart II - Technical VolumeDoes the Line by line requirements table mentioned in the Technical Capability section count towards the page count of the Technical Capability section?The Line by Line table does not count towards the total page count of the Technical Capability section.
