Document/ Section Paragraph/ Reference
Question/Issue/Concern
Government Response
1
Performance Specification
3.4.6.2
Steady state noise level during operation is required to be less than 85 dB(A). Historically it has been common place for specifications to allow for exceeding the 85 dB(A) and incorporating the appropriate noise hazard signage. We have pursued procedures for noise suppression, however, size and weight requirements make these options impractical. Given the application and the systems proximty to operational aircraft, it is assumed that hearing protection will be required during normal operations. Question: Will the Government allow for system noise levels beyond 85 dB(A), provided the system has appropriate noise hazard signage?
No, Steady state noise level during standard operation of the system shall be less than 85 decibels in accordance with MIL-STD 1474E as stated in Performance Specification Paragraph 3.4.6.2.

Performance Specification
The problem is if the filters have to be rated based on the most current E1581 standard, which is the 6th Edition. Long story, but in the 5th Edition, as test was inserted that feeds fuel with a “huge” amount of free water in it. This would mean someone upstream really screwed up and it was not caught. Facet, from a legal liability standpoint, has to derate the filters we use to 21 GPM to comply with the standard, from the 50 GPM they have been for 20+ years. We would have to add 6 more filters to our system, on that basis. If the testing is going to be on that basis we are going to have a problem. If the testing will start with fuel that is reasonably close to what we can expect in the field, that is a different matter.
In accordance with the Performance Specification paragraph 3.4.8.2 the filters shall be qualified to Energy Institute (EI) 1581 current edition (T=O). The current edition is the 6th Edition.
