Subject paragraph states requirement for “Maintenance (Field and Depot) Electronic Technical Manual . . . “

SOW 3.5.2.2 describes scenario for Depot Maintenance wherein Government would develop a Depot Source of Repair Analysis with interim Depot level maintenance performed by the contractor. In this scenario, a Depot level TM would not be required.

Preliminary analysis of our TAGRS solution indicates that no Depot (Sustainment) maintenance will be recommended, i.e., not economical to repair at the depot level. This analysis will of course be refined under contract.

Please clarify that a Depot level TM is not required as implied by the Subject paragraph in the TMCR.

Depot maintenance for the system is not anticipated. However, if, as a result of, the LORA and other Maintenance Analysis determine that Field Level Maintenance can’t conduct the repairs, then Depot will have to be used. This would require all depot repairs to be captured within the TM.

MIL-STD-40051-2C does not include -12&P or -35&P TMs in its Publications Types and Titles, Appendix A, Table A-I.

Believe the requirement should be:

-13&P Operator and Field Maintenance with RPSTL (preferred)

Or

-10 Operator and -23&P Field Maintenance with RPSTL (if required by page count of -13&P exceeding 750 pages)

Please clarify ETM manual types in TMCR 6.2.

The levels of maintenance for the TMs will be determined upon completion of the LORA and other maintenance analysis. If no Depot requirement is determined for the system, then the Program Office will update the PCN to properly reflect the appropriate level of maintenance for the TMs.
