PERFORMANCE SPECIFICATION
FOR
TACTICAL AVIATION GROUND REFUELING SYSTEM

1.0 SCOPE
1.1. Scope. This specification describes the performance requirements and identifies verification procedures for the Tactical Aviation Ground Refueling System (TAGRS).
1.2. Requirement levels. This specification lists two values for certain performance parameters. The threshold (T) is the minimum acceptable level. The objective (O) is the desired level at which performance of the TAGRS results in an operationally significant increase in capabilities. When only one requirement is stated, it is the threshold requirement, unless otherwise noted.
2.0 APPLICABLE DOCUMENTS
2.1 General. The documents listed in this section are specified in sections 3 and 4 of this specification. This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 3 and 4 of this specification, whether or not they are listed.

2.4. Order of Precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption is obtained.
3. SYSTEM REQUIREMENTS
3.1. Design verification. When specified (see Table 2 and 6.2), a prototype shall be subjected to design verification in accordance with 4.1.
3.2. First article inspection. When specified (see Table 2 and 6.2), a prototype shall be subjected to first article inspection in accordance with 4.2.
3.3. Conformance inspection. When specified (see Table 2 and 6.2), a prototype shall be subjected to conformance inspection in accordance with 4.3.
3.4. Performance requirements. The below performance requirements categories consist of Key Performance Parameters (KPP), Key System Attributes (KSA), Additional Performance Attributes (APA), and Derived, which are defined in Section 6.
3.4.1. Physical Characteristics.
3.4.1.1. Gross Weight (KSA). The TAGRS trailer and all its mounted components (Pump, Hoses, Collapsible Fabric Tank, Pump Filter Separator, Fire Extinguishers, etc.) shall weigh no more than 2,500 lbs (T), 1,900 lbs (O). Gross Vehicle Weight (GVW) shall include all components of the system and engine fluid levels at their maximum capacity.
3.4.1.2. Brakes (KSA). The TAGRS braking system shall comply with Federal Motor Vehicle Safety Standards and Society of Automotive Engineers safety standards at the time of contract award (T=O).

3.4.1.2.1. Electronic Brake (Derived). The TAGRS trailer shall have electronic brakes controlled through a standard trailer seven (7)-pin male connection to stop, hold, and control the trailer at GVW (T=O).
3.4.1.2.2. Emergency Brake (Derived). The TAGRS trailer shall have emergency brakes in accordance with Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) Title 49 Volume 5 Chapter 3 Part 393, which shall be capable of stopping the trailer at GVW in the event it becomes accidentally disconnected from the ULTV while in motion (T=O).
3.4.1.2.3. Parking Brake (Derived). The TAGRS trailer shall have a mechanical parking brake capable of holding the trailer stationary at GVW when disconnected from the ULTV (T=O).
3.4.1.3. Paint (KSA). The TAGRS trailer and its mounted metallic components (excluding hoses, fire extinguishers) shall be painted in accordance with the TAGRS Finish Specification and MIL-DTL-53072F, Chemical Agent Resistant Coating (CARC) System Application Procedures and Quality Control Inspection, and shall be a green camouflage color as specified in SAE-AMS-STD-595, Colors Use in Government Procurement (T=O).
3.4.1.4. Tongue.
3.4.1.4.1. Tongue Weight (KSA). The TAGRS tongue weight at GVW shall be no more than 250 lbs (T), 190 lbs (O).
3.4.1.4.2. Trailer Coupler (Derived). The TAGRS coupler shall be a standard 2.5 inch lunette ring (T=O).
3.4.1.4.3. Adjustable Tongue (Derived). If required for internal air transport, the tongue shall be adjustable to reduce the overall system footprint (T=O).
3.4.1.5. Tires (KSA). The TAGRS trailer shall use the same all terrain run flat tires as the Ultra-Light Tactical Vehicle (ULTV) (T=O).
3.4.1.6. Dimension (KSA). To support internal air transport in the MV-22B and CH-53K the TAGRS maximum transport dimensions shall be as described below and be capable of navigating a maximum ramp angle of 18.5 degrees with internal ceiling height of 66 inches (T=O).
• Width: 59.5”; Length: 81”; Height: 60” (T).
• Width: 59.5”; Length: 52”; Height: 60” (O).
3.4.1.7. Interoperability (KSA). All components of the TAGRS shall be certified to meet the applicable specifications in Section 2 (T), or be already part of the USMC inventory as listed in SL-3-07391B (O). The TAGRS shall have components that are compatible/interoperable with all Naval/joint tactical aircraft and the following systems (T):
• Helicopter Expedient Refueling System (HERS).
• Tactical Airfield Fuel Dispensing System (TAFDS).
• Fuel SIXCON.
• Flatrack Refueling Capability (FRC).
• MK970 refueling truck.
• MV22B/CH-53K/CH-47: Tactical Bulk Fuel Delivery System (TBFDS)/ Expedient
Refueling System (ERFS).
• KC/MC-130/C-17/C-5: Aerial Bulk Fuel Delivery System (ABFDS).
• Expeditionary Mobile Fuel Additive Capability.
TAGRS shall be operated in accordance with MIL-HDBK-844C, NAVAIR 00-80T-109, and TM 3835-O1/1B.
3.4.1.7.1. Minimum Common Components (Derived). To support simultaneous refueling and interoperability the TAGRS shall have at a minimum the common components or equivalent listed in Table 1 (T=O).

3.4.1.8. Hoses (Derived). Hose diameter shall be 2 inches minimum and 4 inches maximum. Suction hose section length shall be 25 feet, and discharge hose section length shall be between 25 and 50 feet. Total combined minimum hose length shall be 50 feet of suction and 300 feet of discharge. The hose design shall conform with Technical Manual 3835-OI/1B Marine Corps TFS, as well as with MIL-PRF-370J, Performance Specification: Hose and Hose
Assemblies, Nonmetallic: Elastomeric, Liquid Fuel (T=O).
3.4.1.9. Collapsible Fabric Tank (CFT) Capacity (KSA). The TAGRS shall come with and be capable of carrying an empty CFT(s) with a fuel capacity from 6,000 gallons (T) to 10,000 gallons (O). The CFT(s) shall be in accordance with MIL-PRF 32233C, Performance Specification for Tank, Collapsible, 3,000, 10,000, 20,000, 50,000, & 210,000 U.S. Gallons, Fuel (T=O).
3.4.1.10. Suspension (Derived). The trailer shall have a suspension capability to absorb the impact of shock and vibration imposed by being towed over the terrain listed in section 3.4.3 (T=O).
3.4.2. Transportability (KPP). The TAGRS shall be capable of being transported by land, air and sea as defined in the following transportation requirements documents:
• Military Standard (MIL-STD)-209K, Interface Standard for Lifting and Tie-down Provisions.
• MIL-STD-1366E, Interface Standard for Transportability Criteria.
• MIL-STD-1791, Designing for Internal Aerial Delivery in Fixed Wing Aircraft.

3.4.2.1. Land (KPP).
3.4.2.1.1. Common Rail Carrier (KPP). The TAGRS shall be transportable as cargo by common rail carrier (T=O).
3.4.2.1.2. Commercial Truck (KPP). The TAGRS shall be transportable as cargo by commercial truck (T=O).
3.4.2.1.3. Tactical Vehicles (KPP). The TAGRS shall be transportable as cargo by tactical vehicles (T=O).
3.4.2.2. Air Transportability.
3.4.2.2.1. Internal Air Deliverable (KPP).
3.4.2.2.1.1. MV22B and CH53K (KPP). The TAGRS shall be internally transportable by the MV22B (T). The TAGRS shall be internally transportable by the MV22B when configured with the ULTV (2-seat variant with 2 jump seats or 4 seat variant) as the prime mover (O). The TAGRS shall be internally transportable by the CH53K when configured with the ULTV (2-seat variant with 2 jump seats or 4 seat variant) as the prime mover (T=O).
3.4.2.2.1.2. C-130, C-17, and C-5 (KPP). The TAGRS shall be internally transportable by the C-130, C-17, and C-5 when configured with the ULTV (4 seat variant or 2-seat variant with 2 jump seats) as a prime mover (T=O).
3.4.2.2.2. External Air Deliverable (APA). The TAGRS shall be able to be air delivered by Helicopter Sling Load (HSL) and parachute (O).
3.4.2.3. Sea (KPP). The TAGRS shall be transportable by U.S. Navy amphibious assault ships, ship to shore connector, Maritime Prepositioning Force (MPF), and commercial shipping (T = O).
3.4.3. Towable (KSA). The TAGRS shall be towable by the ULTV (4 seat variant or 2 seat variant with 2 jump seats) over any combination of the following (T=O):
3.4.3.1. Primary (Hard Surface) Roads (KSA). The TAGRS shall be towed over primary (hard surface) roads at an average speed of 35 Miles per Hour (MPH), maximum speed not to exceed 45 MPH. The time of this mission shall be 10 percent of a four-hour event (24 minutes) (T=O).
3.4.3.2. Secondary (Gravel/Dirt) Roads (KSA). The TAGRS shall be towed over secondary (gravel/dirt) roads at an average speed of 25 MPH, maximum speed not to exceed 30 MPH. The time of this mission shall be 30 percent of a four-hour event (72 minutes = 1 hour and 12 minutes) (T=O).
3.4.3.3. Off Road (Cross-Country) Terrain (KSA). The TAGRS shall be towed over off road (cross-country) terrain at an average speed of 5 MPH, maximum speed not to exceed 10 MPH. The time of this mission shall be 60 percent of a four-hour event (144 minutes = 2 hours and 24 minutes) (T=O).
3.4.3.4. Towed On Slopes (KSA). The TAGRS shall be towed on side slopes up to 30 percent and towed up/down ramps with up to 40 percent longitudinal slope (T=O).
3.4.3.5. Towed While Fording (KSA). The TAGRS shall be towed while fording in a depth of up to 20 inches of water without causing water damage to functional components or requiring maintenance prior to performing pumping operations (T=O).
3.4.3.6. Braking On Slopes.
3.4.3.6.1. Electronic Brake (KSA). The TAGRS trailer electronic brakes in conjunction with the ULTV brakes shall be able to stop, hold, and control the trailer at GVW when ascending and descending grades on dry concrete, to a maximum of 40 percent longitudinal slope (T=O).
3.4.3.6.2. Parking Brake (KSA). The TAGRS parking brake in conjunction with the ULTV parking brakes shall have the ability to hold the trailer at GVW on ascending and descending 40 percent longitudinal slope (T=O). The parking brake shall not require electrical power from the ULTV or TAGRS to remain engaged (T=O). The TAGRS parking brake shall hold the detached trailer at GVW ascending and descending on a 30 percent longitudinal slope (T=O).
3.4.4. Lights.
3.4.4.1. Standard Lights (Derived). The TAGRS trailer shall have brake lights, turn signals, and backup lights that are in compliance with DOT FMCSA Part 393 regulations, and controlled through a standard 7 pin male trailer plug (T=O).
3.4.4.2. Blackout Lights (KSA). TAGRS shall have blackout lights to eliminate all overt light from tail lights, brake lights, controls, switches, and gauges (T=O).
3.4.4.3. Infrared (IR) Light (Derived). The TAGRS trailer shall be equipped with IR lights at a wavelength of 940nm for tail, signal, and brake lights. The IR lights will be controlled through a switch on the ULTV via a standard 4 pin trailer plug (T=O).
3.4.5. Environmental.
3.4.5.1. Temperature (KSA). The TAGRS shall be capable of operating in austere environments and temperatures ranging from -25 degrees Fahrenheit (F) to 125 degrees F (T=O).
3.4.5.2. Sand (Derived). The TAGRS shall be capable of operating in sand environments without degrading performance, effectiveness, reliability, and maintainability in accordance with MIL-STD 810H Method 510.7, Procedure II (T=O).
3.4.5.3. Dust (Derived). The TAGRS shall be capable of operating in dust environments without degrading performance, effectiveness, reliability, and maintainability in accordance with MIL-STD 810H Method 510.7, Procedure I (T=O).
3.4.5.4. Rain (Derived). The TAGRS shall be capable of operating in rain environments without any sign of deterioration and penetration of water. This requirement shall be in accordance with MIL-STD 810H Method 506.6, Procedure I (T=O).
3.4.5.5. Salt Fog (Derived). The TAGRS shall be capable of operating in salt environments without deterioration to protective coatings and finishes in accordance with MIL-STD-810H Method 509.7 (T=O).
3.4.5.6. Storage Temperature (Derived). The TAGRS shall be capable of being stored in temperatures ranging from -60 degrees Fahrenheit (F) to 160 degrees F in accordance with MIL- STD-810H Method 501.7 Procedure I and Method 502.7 Procedure I (T=O).
3.4.6. Safety.
3.4.6.1. Safety (KSA). The TAGRS shall not have any unmitigated risks exceeding the
High category. This requirement shall be in accordance with MIL-STD-882 (T=O).
3.4.6.2. Noise (Derived). Steady state noise level during standard operation of the system shall be less than 85 decibels in accordance with MIL-STD 1474E (T=O).
3.4.6.3. Grounding and Bonding (KSA). Where possible, all TAGRS fixed metallic components shall be electrically grounded and the pump shall contain a grounding lug (T). The hoses shall have the capability of being grounded (T), or be constructed with a bonding wire (O) in accordance with MIL-STD-188-124B.
3.4.6.4. Four (4)-Person Lift (Derived). The pump and filter separator shall be lifted by a maximum of four persons in accordance with MIL-STD-1472H (T=O). The pump and filter separator shall incorporate the appropriate number of lifting points and be labeled with the appropriate number of lifters per MIL-STD-1472H (T).
3.4.6.5. Jack Stands (Derived). The TAGRS shall be equipped with a minimum of two jack stands with pneumatic tires for stabilization of the front and rear of the trailer during operation and storage when disconnected from the ULTV (T=O).
3.4.6.6. Human System Integration (KSA). The TAGRS devices, components, and storage containers shall comply with MIL-STD 1472H (T=O).
3.4.7. Sustainment.
3.4.7.1. Reliability (KPP). The TAGRS has two mission essential functions: to dispense fuel and to rapidly displace by being flown internally via MV22B/CH53K (or other air assets) or towed by the ULTV (T = O). Mean Time Between Failures (MTBF) of a TAGRS shall not be less than 80 non-continuous hours of operation at 80 percent confident level (T=O). A failure shall be defined as a malfunction that stops a mission essential function from being performed and which cannot be corrected within 30 minutes.
3.4.7.2. Maintainability.
3.4.7.2.1. General Purpose Tools (KPP). The TAGRS maintenance and repairs shall be made using general purpose tools and not require any special tools (T=O).
3.4.7.2.2. Major Assemblies (KPP). The TAGRS major assemblies and installed attachments shall be accessible for maintenance, repair, and replacement without the removal of other major assemblies and installed attachments not normally removed (T=O).
3.4.7.2.3. Accessibility (KPP). Covers, plates, or mounting brackets that must be removed for component repair, replacement, or maintenance shall be equipped with quick-disconnect fasteners. Drain outlets shall be located for accessibility (T=O).
3.4.7.2.4. Corrosion Prevention (KPP). Corrosion resistance preventive maintenance shall be limited to routine washing, periodic inspection and repair of accidental damage in accordance with MCO 4790.18C and SAE-AS12500 (T=O).
3.4.7.2.5. Operator's Preventive Maintenance Checks and Services (KSA). The TAGRS shall be designed to allow the operator/crew to conduct Operator's Preventive Maintenance Checks and Services (PMCS) (before, during, and after) in 60 minutes (T); 30 minutes (O) in accordance with Marine Corps Order 4790.25.
3.4.7.2.6. Mean Time To Repair (APA). The TAGRS Mean Time To Repair (MTTR) shall be less than or equal to 1 hour (T=O).
3.4.7.2.7. Dissimilar Metals (Derived). Dissimilar metals shall not be used in intimate contact with each other unless protected against galvanic corrosion as detailed in MIL-STD- 889C (T=O).
3.4.7.2.8. Identification, Markings, Information, and Packaging (Derived). The TAGRS shall be permanently identified, marked, and have information and instruction data plates in accordance with MIL-STD-129R, MIL-STD-130N, and SECNAVINST 4440.34. When required, equipment shall be packaged and marked in accordance with MIL-STD-2073-1E and
MIL-STD-129R (T=O).
3.4.8. Performance.
3.4.8.1. Efficiency (KPP). The TAGRS pump shall consumes no more than five (5) Gallons Per Hour (GPH) of fuel when operating at maximum dispensing rate (T=O).
3.4.8.2. Filter Separator (KPP). Filter separator shall be able to filter and separate particles of contamination and water from fuels in accordance with TM 3835-OI/1B, shall be compatible with military aviation turbine fuels containing additives {Corrosion Inhibitor (CI)/Lubricity Improving (LI), Static Dissipater Additive (SDA), and Fuel System Icing Inhibitor (FSII)}, and shall be qualified to Energy Institute (EI) 1581 current edition (T=O).
3.4.8.3. Filter Separator Accessories (Derived). At a minimum, the filter separator shall be outfitted with a manual water drain valve from the bottom of the water sump, air eliminator valve, and a differential pressure gauge with one psi graduations to adequately measure the pressure differential across the elements (T=O).
3.4.8.4. Pump.
3.4.8.4.1. Dispensing Rate (KPP). The TAGRS pump shall have a flow rate of 100 gallons per minute (GPM) (T), 150 GPM (O) at each of the two (2) dispensing points simultaneously through underwing refueling nozzles, or equivalent, listed in section 3.4.1.7.1 and be capable of four (4) continuous hours of operation (T).
3.4.8.4.2. Priming (KSA). The TAGRS pump shall be self-priming in accordance with TM
3835-OI/1B (T=O).
3.4.8.4.3. Input/Output (Derived). The TAGRS pump shall have a 3” dispensing and suction interface (T). The dispensing interface shall be angled downward to reduce the possibility of hose kinking (O).
3.4.8.4.4. Engine Starting (Derived). The TAGRS pump shall be capable of being manually started (T), electrically started (O).
3.4.8.4.5. Engine Gauges (Derived). The TAGRS engine shall have a minimum of two gages showing total engine operating hours and engine Revolutions Per Minute (RPM) (T=O).
3.4.8.5. Setup/ Displacement.
3.4.8.5.1. Setup (KSA). The TAGRS shall be capable of being set up from its transport configuration to aircraft refueling operations within 1 hour (T), 15 minutes (O), of falling in on a fuel source.
3.4.8.5.2. Displacement (KSA). The TAGRS shall be capable of being reassembled into its transport configuration from its displacement configuration within 1 hour (T), 15 minutes (O) of notification.
3.4.8.6. Night Vision Equipment (KSA). The TAGRS shall be compatible with standard Marine Corps issue night vision equipment that will enable a Marine to operate the components during periods of limited visibility (T=O).
3.4.8.7. Modularity (KSA). The TAGRS pump, filter separator, and hoses shall be capable of being removed with minimal tools (T), no tools (O) and operated individually and independently of the trailer (T).
3.4.8.8. Fuel.
3.4.8.8.1. Aviation Fuel (Derived). The TAGRS shall be capable of pumping JA1, JAA, F35, F24, JP5, JP4, JP8 aviation fuels in accordance with MIL-STD-3004-1 w/CHANGE 1, Quality Assurance for Bulk Fuels, Lubricants, and Related Products (T=O).
3.4.8.8.2. Foraging (Derived). To support fuel foraging operations the TAGRS shall be capable of pumping all aviation fuels in accordance with MIL-STD-3004-1 w/CHANGE 1 (T=O).
3.4.8.8.3. Operating Fuel (KSA). The TAGRS shall utilize the current approved diesel fuel (JP-8/F24), and be able to operate on standard military fuels (T=O).
3.4.8.8.4. Fuel Tank Ports (KSA). The TAGRS shall have fuel tank ports compatible with Marine Corps and North Atlantic Treaty Organization (NATO) dispensing nozzles, and be capable of accepting fuel from a 5-gallon can and other standard means (T=O).
3.4.8.8.5. Fuel Gauge (Derived). The TAGRS pump fuel tank shall contain a fuel gauge that is visible during normal operation (T=O).
3.4.8.8.6. Self-Refueling (Derived). The TAGRS shall have the ability to refuel the system while actively pumping by diverting fuel from the pump into the fuel tank (O).
3.4.8.9. Inline Flow Meter (KSA). The TAGRS shall include two resettable digital flow meters that can track flow rates and total amount dispensed, and be placed at any connection in the refueling layout (T=O). Calibration requirements shall be considered when specifying a flow meter to maximize operational availability.
4 VERIFICATION
4.1. Verification. When specified (see Table 2 and 6.2), design verification of a prototype shall be performed by analysis, demonstration, examination and tests of the performance requirements as specified in Table 2. If a prototype fails to meet any of the specified performance requirements, the design/prototype may be rejected.
4.2. First article inspection. When specified (see Table 2 and 6.2), the first article inspection of a prototype shall be performed by analysis, demonstration, examination and tests of the performance requirements as specified in Table 2. If a prototype fails to meet any of the specified performance requirements, the design/prototype may be rejected.
4.3. Conformance inspection. When specified (see Table 2 and 6.2), conformance inspection of a prototype shall be performed by analysis, demonstration, examination and tests of the performance requirements as specified in Table 2. If a prototype fails to meet any of the specified performance requirements, the design/prototype may be rejected.

4.4. Performance Verification.
4.4.1. Physical Characteristics.
4.4.1.1. Gross Weight (KSA). The Government will verify this requirement through examination by measuring the gross weight of the TAGRS as specified in section 3.4.1.1.
4.4.1.2. Brake (KSA). The Government will verify this requirement by examining that the braking system complies with Federal Motor Vehicle Safety Standards and Society of
Automotive Engineers safety standards at the time of contract award (see section 3.4.1.2).
4.4.1.2.1. Electronic Brake (Derived). The Government will verify this requirement by examining that the trailer has electronic brakes that are controlled through a standard seven (7)-pin connection as specified in section 3.4.1.2.1.
4.4.1.2.2. Emergency Brake (Derived). The Government will verify this requirement by examining that the trailer has an emergency brake which is activated when the trailer becomes disconnected from the ULTV and is capable of stopping the trailer as specified in section 3.4.1.2.2.
4.4.1.2.3. Parking Brake (Derived). The Government will verify this requirement by examining that the trailer has a parking brake which can be mechanically activated, and does not require electrical power to remain engaged as specified in section 3.4.1.2.3.
4.4.1.3. Paint (KSA). The Government will verify this requirement by examining and analyzing the green camouflage paint that is utilized on the TAGRS to ensure that it meets the requirement specified in section 3.4.1.3.
4.4.1.4. Tongue.
4.4.1.4.1. Tongue Weight (KSA). The Government will verify this requirement through examination by measuring the TAGRS tongue weight as specified in section 3.4.1.4.1.
4.4.1.4.2. Trailer Coupler (Derived). The Government will verify this requirement by examining the TAGRS coupler as specified in section 3.4.1.4.2.
4.4.1.4.3. Adjustable Tongue (Derived). The Government will verify this requirement by examining the TAGRS tongue as specified in section 3.4.1.4.3.
4.4.1.5. Tires (Derived). The Government will verify this requirement by examining the tires of the TAGRS as specified in section 3.4.1.5.
4.4.1.6. Dimension (KSA). The Government will verify this requirement through examination by measuring the dimension of the TAGRS and demonstrating the ability to navigate an 18.5 degree ramp angle as specified in section 3.4.1.6.
4.4.1.7. Interoperability (KSA). The Government will verify this requirement by examining the components of the TAGRS as specified in section 3.4.1.7.
4.4.1.7.1. Minimum Common Components (Derived). The Government will verify this requirement by examining the components of the TAGRS as specified in section 3.4.1.7.1.
4.4.1.8. Hoses (Derived). The contractor shall verify conformance to section 3.4.1.8 by providing the Government a Certificate of Compliance (CoC). The Government will verify this requirement by examining the TAGRS hose type, length, and size for conformance as specified in section 3.4.1.8.
4.4.1.9. CFT Capability (KSA). The contractor shall verify conformance to section 3.4.1.9 by providing the Government a CoC.
4.4.1.10. Suspension (Derived). The Government will verify this requirement by testing and analyzing the suspension of the TAGRS while conducting the towable tests in section 3.4.3 (see 3.4.1.10).
4.4.2. Transportability (KPP).
4.4.2.1. Land (KPP).
4.4.2.1.1. Common Rail Carrier Transportability (KPP). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD 209K and MIL-STD-1366E, and performing a rail impact test in accordance with MIL-STD 810H (see 3.4.2.1.1).
4.4.2.1.2. Commercial Truck Transportability (KPP). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD 209K and MIL-STD-1366E, and performing a vibration test in accordance with MIL-STD 810H Method 514.8 (see 3.4.2.1.2).
4.4.2.1.3. Tactical Vehicles Transportability (KPP). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD 209K and MIL-STD-1366E, and performing a vibration test in accordance with MIL-STD 810H Method 514.8 (see 3.4.2.1.3).
4.4.2.2. Air Transportability.
4.4.2.2.1. Internal Air Deliverable.
4.4.2.2.1.1. MV22B and CH53K (KPP). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD 209K and MIL-STD-1366E, and by performing the analysis and demonstration required for NAVAIR internal air transportability certification (see 3.4.2.2.1.1).
4.4.2.2.1.2. C-130, C-17, and C-5 (KPP). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD 209K and MIL-STD-1366E, and by performing the analysis and demonstration required for NAVAIR internal air transportability certification (see 3.4.2.2.1.2).
4.4.2.2.2. External Air Deliverable (APA). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD 209K and MIL-STD-1366E, and by performing the analysis, demonstration, and test required for NAVAIR external air transportability certification (see 3.4.2.2.2).
4.4.2.3. Sea (KPP). The Government will verify this requirement by testing and demonstrating the TAGRS lifting and tie-down provisions are in accordance with MIL-STD
209K and MIL-STD-1366E, and by performing the analysis, demonstration, and test required for MARCORSYSCOM sea transportability certification (see 3.4.2.3).
4.4.3. Towable (KSA). The Government will verify this requirement by testing and demonstrating the TAGRS is capable of being towed by the ULTV (4 seat variant or 2-seat variant with 2 jump seats) in accordance with MIL-STD-810H, Method 514.8, Procedure III (see 3.4.3).
4.4.3.1. Primary (Hard Surface) Roads (KSA). The Government will verify this requirement by testing and demonstrating the TAGRS is capable of being towed on primary (hard surface) roads at an average speed and at a maximum speed as specified in section 3.4.3.1.
4.4.3.2. Secondary (Gravel/Dirt) Roads (KSA). The Government will verify this requirement by testing and demonstrating the TAGRS is capable of being towed on secondary (gravel/dirt) roads at an average speed and at a maximum speed as specified in section 3.4.3.2.
4.4.3.3. Off Road (Cross-Country) Terrain (KSA). The Government will verify this requirement by testing and demonstrating the TAGRS is capable of being towed on off-road (cross-country) terrain at an average speed and at a maximum speed as specified in section 3.4.3.3.
4.4.3.4. Towed On Slopes (KSA). The Government will verify this requirement by testing and demonstrating the TAGRS is capable of being towed on 30 percent side slopes and up and down 40 percent longitudinal slopes per TOP 2-2-610 as specified in section 3.4.3.4.
4.4.3.5. Towed While Fording KSA). The Government will verify this requirement by testing and demonstrating the TAGRS is capable of being towed while fording at a depth of 20 inches of water without causing water damage to functional components or maintenance prior to pumping operations as specified in section 3.4.3.5.
4.4.3.6. Braking On Slopes.
4.4.3.6.1. Electronic Brake (KSA). The Government will verify this requirement by testing and demonstrating the TAGRS electronic brakes can stop, hold, and control the trailer at GVW when ascending and descending 40 percent grades on dry concrete per TOP 2-2-608 as specified in section 3.4.3.6.1.
4.4.3.6.2. Parking Brake (KSA). The Government will verify this requirement by testing and demonstrating the parking brake’s ability to hold the TAGRS at GVW ascending and descending a 40 percent longitudinal slope as specified in section 3.4.3.6.2.
4.4.4. Lights.
4.4.4.1. Standard Lights Derived). The Government will verify this requirement by examining and testing the TAGRS for the presence of lights as specified in section 3.4.4.1.
4.4.4.2. Blackout Lights (KSA). The Government will verify this requirement by examining and testing the TAGRS for the presence of blackout lights as specified in section 3.4.4.2.
4.4.4.3. Infrared (IR) Light (Derived). The Government will verify this requirement by examining and testing the TAGRS for the presence of IR lights as specified in section 3.4.4.3.
4.4.5. Environmental.
4.4.5.1. Temperature (KSA). The Government will verify this requirement by testing the TAGRS at a temperature of -25° F and 125° F in accordance with MIL-STD-810H Method
501.7 Procedure II and Method 502.7 Procedure II as specified in section 3.4.5.1.
4.4.5.2. Sand (Derived). The Government will verify this requirement by subjecting the TAGRS to a sand test as specified in 3.4.5.2 in accordance with MIL-STD 810H Method 510.7, Procedure II.
4.4.5.3. Dust (Derived). The Government will verify this requirement by subjecting the TAGRS to a dust test as specified in 3.4.5.3 in accordance with MIL-STD 810H Method 510.7, Procedure I.
4.4.5.4. Rain (Derived). The Government will verify this requirement by subjecting the TAGRS to a rain test as specified in 3.4.5.4 in accordance with MIL-STD 810H Method 506.6, Procedure I.
4.4.5.5. Salt Fog (Derived). The Government will verify this requirement by testing the TAGRS in a salt fog environment in accordance with MIL-STD-810H Method 509.7 as specified in section 3.4.5.5.
4.4.5.6. Storage Temperature (Derived). The Government will verify this requirement by testing the TAGRS at a temperature of -60° F and 160° F in accordance with MIL-STD-810H Method 501.7 Procedure I and Method 502.7 Procedure I as specified in section 3.4.5.6.
4.4.6. Safety.
4.4.6.1. Safety (KSA). The Government will verify this requirement by examining and analyzing the TAGRS for any unmitigated high risks as specified in section 3.4.6.1 in accordance with MIL-STD-882.
4.4.6.2. Noise (Derived). The Government will verify this requirement by testing the TAGRS to verify the steady-state noise produced is less than 85 dbA as specified in Section
3.4.6.2 in accordance with MIL-STD 1474E.
4.4.6.3. Grounding and Bonding (KSA). The Government will verify this requirement by examining and testing that the TAGRS metallic components are electrically grounded, and the hoses have a grounding capability or contain a bonding wire as specified in 3.4.6.3 in accordance with MIL-STD-188-124B.
4.4.6.4. Four (4)-Person Lift (Derived). The Government will verify this requirement by testing and analysis that the pump and filter separator are able to be lifted by a maximum of 4 persons as specified in 3.4.6.4. in accordance with MIL-STD-1472H.
4.4.6.5. Jack Stands (Derived). The Government will verify this requirement by examining the TAGRS for the presence of two jack stands as specified in 3.4.6.5.
4.4.6.6. Human System Integration (KSA). The Government will verify this requirement by examining and analyzing that the TAGRS devices, components, and storage containers comply with MIL-STD 1472H as specified in section 3.4.6.6.
4.4.7. Sustainment.
4.4.7.1. Reliability (KPP). The Government will verify this requirement by performing a reliability test to determine that the TAGRS MTBF is not less than 80 non-continuous hours of operation at 80 percent confident level as specified in section 3.4.7.1.
4.4.7.2. Maintainability.
4.4.7.2.1. General Purpose Tools (KPP). The Government will verify this requirement during testing by demonstrating that maintenance and repairs can be made utilizing general-purpose tools as specified in section 3.4.7.2.1.
4.4.7.2.2. Major Assemblies (KPP). The Government will verify this requirement during testing by demonstrating that major assemblies can be accessed for maintenance, repair, and replacement without the removal of other major assemblies and installed attachments and drain outlets are easily accessed as specified in section 3.4.7.2.2.
4.4.7.2.3. Accessibility (KPP). The Government will verify this requirement during by examining the covers, plates, and mounting brackets that must be removed for maintenance are equipped with quick-disconnect fasteners as specified in section 3.4.7.2.3.
4.4.7.2.4. Corrosion Prevention (KPP). The Government will verify this requirement by demonstrating that corrosion preventative maintenance can be performed in accordance with MCO 4790.18C and SAE-AS12500 as specified in section 3.4.7.2.4.
4.4.7.2.5. Operator's Preventive Maintenance Checks and Services (KSA). The Government will verify this requirement by demonstrating that the Operator’s PMCS can be performed as specified in section 3.4.7.2.5 in accordance with MCO 4790.25.
4.4.7.2.6. Mean Time To Repair (APA). The Government will verify this requirement by demonstrating that the MTTR can be performed as specified in section 3.4.7.2.6.
4.4.7.2.7. Dissimilar Metals (Derived). The Government will verify this requirement by examining the TAGRS for the presence of dissimilar metals and required protection as specified in 3.4.7.2.7.
4.4.7.2.8. Identification, Markings, Information, and Packaging (Derived). The Government will verify this requirement by examining the TAGRS for the required markings and information and instruction data plates as specified in section 3.4.7.2.8.
4.4.8. Performance.
4.4.8.1. Efficiency (KPP). The government will verify this requirement by testing the fuel consumption rate at the pumps maximum dispensing rate as specified in section 3.4.8.1.
4.4.8.2. Filter Separator (KPP). The government will verify this requirement during testing by measuring fuel samples for their conformity to Technical Manual 3835-OI/1B, and demonstrating fuel additive compatibility as specified in section 3.4.8.2.
4.4.8.3. Filter Separator Accessories (Derived). The Government will verify this requirement by examining the TAGRS filter separator for the presence of the minimum accessories as specified in section 3.4.8.3.
4.4.8.4. Pump.
4.4.8.4.1. Dispensing Rate (KPP). The Government will verify this requirement during testing by measuring the average flow rate at each of the dispensing points over 4 hours of continuous operation as specified in section 3.4.8.4.1.
4.4.8.4.2. Priming (KSA). The Government will verify this requirement during testing by demonstrating that the TAGRS pump is self-priming in accordance with TM 3835-OI/1B as specified in section 3.4.8.4.2.
4.4.8.4.3. Input/Output (Derived). The Government will verify this requirement by examining the TAGRS pump dispensing and suction interfaces as specified in section 3.4.8.4.3.
4.4.8.4.4. Engine Starting (Derived). The Government will verify this requirement by examining the starting capability of the TAGRS engine as specified in section 3.4.8.4.4.
4.4.8.4.5. Engine Gauges (Derived). The Government will verify this requirement by examining the TAGRS for the presence of the minimum engine gauges as specified in section 3.4.8.4.5.
4.4.8.5. Setup/ Displacement (KSA).
4.4.8.5.1. Setup (KSA). The Government will verify this requirement by testing the TAGRS ability to be set up from its transport configuration to aircraft refueling operations within the time specified in section 3.4.8.5.1. Transport configuration is defined as the TAGRS fully connected to the ULTV ready to be towed to or from a Forward Arming Refueling Point.
4.4.8.5.2. Displacement (KSA). The Government will verify this requirement by testing the TAGRS ability to be reassembled into its transport configuration from its displacement configuration within the time specified in section 3.4.8.5.2. Transport configuration is defined as the TAGRS fully connected to the ULTV ready to be towed to or from a Forward Arming Refueling Point.
4.4.8.6. Night Vision Equipment Compatible (KSA). The Government will verify this requirement by demonstrating and analyzing that the TAGRS is compatible with standard Marine Corps issue night vision equipment as specified in section 3.4.8.6.
4.4.8.7. Modularity (KSA). The Government will verify this requirement during testing by demonstrating that the pump filter, separator, and hoses are capable of being used independently from trailer and operated as specified in section 3.4.8.7.
4.4.8.8. Fuel.
4.4.8.8.1. Aviation Fuel (Derived). The Government will verify this requirement by testing and analysis to determine whether the TAGRS is compatible with the fuels specified in section 3.4.8.8.1.
4.4.8.8.2. Foraging (Derived). The Government will verify this requirement by testing and analysis to determine whether the TAGRS is compatible with the fuels specified in section 3.4.8.8.2.
4.4.8.8.3. Operating Fuel (KSA). The Government will verify this requirement during test by demonstrating that the TAGRS can operate on standard military fuel as specified in section 3.4.8.8.3.
