About this file
This document is an amendment to a solicitation for an Alternative Prime Vendor medical supplies contract. The United States Marine Corps Expeditionary Medical Systems Team is seeking to award up to three indefinite delivery/indefinite quantity contracts to service-disabled veteran-owned small businesses for the procurement of medical equipment and supplies contained in Authorized Medical Allowance Lists, an Authorized Dental Allowance List, and medical kits. The scope includes providing an alternative means to procure these items when the Defense Logistics Agency Medical Surgical Prime Vendor Contract is unable to do so in a cost-effective and timely manner. Offerors must submit pricing for a subset of 34 sample items by July 2nd, 2021. The contracts will have a 120-day ordering period and require shipment of ordered materials to a Warehouse Service Support Provider for consolidation and delivery to units.

ADDENDUM TO FAR 52.212-1
The following are specific instructions to offerors that are applicable to this Request for Proposal (RFP):
1. The Marine Corps Systems Command, 2200 Lester Street, Quantico, Virginia 22134, intends to award up to three contracts resulting from this solicitation to the responsible offerors whose offers, conforming to the solicitation, will be most advantageous to the Government.
2. All offerors are required to submit the Marine Corps RFP Standard Form (SF) 1449 to this request to the
Contracting Officer named under Block 7a. Block 17a should be completed with the company name, address, Point of Contact and email, CAGE Code, DUNS number, TINs number, and phone and fax numbers.
3. The Government intends to award a multiple-award, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite
Quantity (IDIQ) contracting vehicle.
4. A single, concise, and comprehensive proposal is required. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects, without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Addendum to FAR 52.212-2.
5. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters, sufficient to define their offer, and provide an adequate basis for evaluation. Likewise, offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the proposal. Statements such as “will comply,” or “noted and understood” without supporting narrative to define compliance may cause an offeror to be evaluated as not acceptable. Moreover, the Government will not assume that an offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal.
6. As prescribed by FAR 52.215-1, the Government may award on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint.
7. This procurement will be conducted as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside under the authority of FAR 19.203(c).
8. The Government will award up to three contracts to the offeror(s) that provides the best value to the
Government. The offeror’s proposal will be evaluated according to: (1) Technical Capability and (2) Price.
9. Offerors shall not submit more than one offer in response to this solicitation.
10. Proposals submitted for consideration for award must address the full scope of the solicitation. Proposals that address only part of the solicitation will be considered unacceptable.
11. The offeror shall not include classified material in any proposal section.
12. Questions regarding the solicitation documents are due by 11:00 AM local time on 2 July 2021 and must be submitted via email to kimberly.a.stone@usmc.mil and tessanna.curtis@usmc.mil using the table format below.
Please do not bundle multiple questions into one. Questions received after the above time and date may not be answered. Government responses will be posted via SAM.gov.

All material submitted shall be single-spaced. Offerors shall ensure that each page provides identification of the submitting offeror in the header or footer. Number all pages sequentially.
14. Each volume shall contain a title page, table of contents, acronym list, and list of tables and figures for that volume. Use page breaks to divide required sections within a volume. Subject: SOLICITATION M67854-21-R-5110 To: Kimberly Stone, kimberly.a.stone@usmc.mil CC: Tessanna Curtis, tessanna.curtis@usmc.mil
16. The following instructions are provided for Parts I and II of the proposal:
Business Volume:
Executive Summary. This section shall include a brief summary of the offeror’s capability to accomplish the requirements of the contract. Any exceptions, deviations, and/or waivers taken to any aspect of the RFP shall be identified in the Executive Summary. This part should include the offeror’s cognizant DCMA, DCAA, and DFAS payment office.
SF 1449 and Model Contract. The Business Volume shall include a completed, signed original copy of the entire solicitation, with all appropriate “fill-ins” completed. This volume shall include all proposed pricing and include one signed and completed copy of the SF 1449, acknowledging any solicitation amendments, signed by a person authorized to enter into the proposed contract on behalf of the offeror. The offerors shall clearly indicate the total price to the Government. All dollar amounts provided shall be rounded to the nearest dollar.
On the first page of the Business Volume, the offeror shall certify that the proposal has been prepared completely consistent with the terms and conditions of the solicitation. Any exceptions, deviations, and/or waivers shall render the offeror’s proposal unacceptable to the Government. Offerors must certify that their respective offer provided in response to solicitation M67854-21-R-5110 does not take any exception to, deviate from, or otherwise request a waiver for any of the requirements delineated in solicitation M67854-21-R-5110.
Pricing. Offerors shall propose prices for a Government-selected subset of the overall list of items to be procured, provided with the Request for Proposal (RFP) as Attachment 2. Because the complete list of possible AMAL, ADAL, and medical kit items to be procured is near 6,500 unique items, and is subject to continual change, the Government has identified 34 items that serve as a sample of the overall items to be procured. The Government reserves the right to order any or all of the items on the Government-selected subset at the prices proposed by the offerors within the first 120 days after contract award.
For bundled costs, the phrase “Not Separately Priced” (NSP) shall be indicated for the corresponding CLIN/SLIN. The term “N/A”, or Not Applicable, shall only be used when the described items in the applicable CLIN/SLIN are NOT being provided.
Price Inconsistencies. The Government assumes a proposal represents the offeror’s best efforts to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance and price, should be explained in the proposal. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror’s understanding of the nature and scope of work required and financial ability to perform the contract.
This may result in the proposal being determined to be unacceptable.
Technical Volume:
Technical Capability. Offerors shall specifically address all requirements contained in the Statement of Work.
Offerors are required to include information regarding any long lead items in Volume II. Please note that the technical volume shall not include any cost or pricing data.
Past Performance. Offerors are advised that the Government may use and evaluate independently obtained past performance data, such as Contractor Performance Assessment Reporting System (CPARS).
