About this file
This is a solicitation for an Alternate Prime Vendor medical supplies contract. The United States Marine Corps is seeking proposals from commercial vendors to procure medical equipment and supplies listed in the Authorized Medical Allowance Lists, Authorized Dental Allowance List, and medical kits when the Defense Logistics Agency is unable to provide those materials in a cost-effective and timely manner. Awarded vendors will ship ordered stocks to the Warehouse Service Support Provider for consolidation and further shipment to Marine Corps units. The period of performance is 60 months from contract award, with ordering periods of 12 months for five CLINs. Proposals are due by 11:00 AM on July 26, 2021 and will be evaluated based on technical capability and price using the Lowest Price Technically Acceptable approach. Awards may be made to up to three small business offerors.

STATEMENT OF WORK
1.0 BACKGROUND
1.1 REQUIREMENT FOR AUTHORIZED MEDICAL/DENTAL ALLOWANCE LISTS AND MEDICAL KITS
The United States Marine Corps deploys Marine Air Ground Task Forces throughout the world to meet operational commitments and must provide health services to maintain the combat effectiveness of the force and safely stabilize and evacuate casualties from the battlefield. The Marine Corps is also required to provide preventive and critical medical and dental care to all its members. Authorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL), and Medical Kits satisfy this need by providing Medical Battalions, Dental Battalions, and unit medical personnel with the equipment, supplies, and medicine required to treat patients in an operational or field environment. The AMALs, ADAL, and Medical Kits are highly specialized capability sets comprised of Class VIII material (medical material, to include medical peculiar repair parts, are classified by the Department of Defense (DoD) as Class VIII material). Certain AMALs contain equipment and supplies to identify and treat Marines attacked with nuclear and biological agents. Other AMALs identify, prevent, and treat for exposure to disease vectors or extreme environmental conditions.
1.2 AMAL, ADAL, AND MEDICAL KIT OVERVIEW
Each AMAL, ADAL, and medical kit is a capability set and consists of Class VIII equipment; supplies; repair parts;
tools; and test, measurement, and diagnostic equipment to deliver and sustain the required capability. There are currently 29 different AMALs, the ADAL, and medical kits fielded to Marine Corps units, including individually issued medical equipment and supplies like the Individual First Aid Kit (IFAK) and the Corpsman Assault Pack (CAP). Each list is controlled (stocked, stored, issued, recovered, and maintained), with few exceptions, by the respective Marine Expeditionary Forces and Marine Forces Reserve Medical Logistics Companies (MEDLOGCOs) Supply Battalions, Marine Logistics Groups, as well as Marine Corps Forces Special Operation Command and Blount Island Command, which manages material sent to the Maritime Pre-Positioning Force and Marine Corps Pre- Positioning – Norway. Those lists not controlled by the MEDLOGCOs are organic to Marine Corps units and are either individually issued to Marines and Sailors (i.e. IFAK and CAP) or fill a specific unit need (i.e. AMAL 652, Chemical Biological and Incident Response Force, and AMAL 660, Marine Special Operations Command).
Attachment 1 is a list of currently fielded AMALs, ADAL, and medical kits.
1.3 EXPEDITIONARY MEDICAL SYSTEMS TEAM (EMS) EQUIPMENT RESPONSIBILITY
The EMS team, Program Manager, Supply and Maintenance Systems (PM SMS) has life cycle management responsibility for all Marine Corps-owned medical equipment and supplies. The EMS team is responsible for procuring all of this equipment and is obligated to do so from a Government source, the Defense Logistics Agency (DLA) Medical Surgical PV Contract. When DLA is unable to provide those materials in a cost effective and timely manner, the EMS Team is authorized to go to independent commercial sources via Alternative Prime Vendor (APV) contracts.
2.0 SCOPE
2.1 GENERAL
The scope of this effort is to provide the EMS team, PM SMS, with an alternative means to procure the medical equipment and supplies contained within the AMALs, ADAL, and medical kits. On occasion, either due to the quantity of items being ordered or long lead times, no single manufacturer, medical/dental provider, or prime vendor is capable of providing all the equipment and supplies that comprise an AMAL, ADAL, or Medical Kit. Because of this, it becomes necessary to award multiple contracts to commercial APVs in order to ensure timely delivery.
Shipments of ordered material shall be shipped to the Warehouse Service Support Provider (WSSP), who then takes the AMAL, ADAL, and Medical Kit components; consolidates them; and ships them to the appropriate unit.
This Statement of Work (SOW) sets forth the work effort required for the APV. A maximum of three APVs will be required to compete against one another for delivery orders (DO). These DOs will consist of items the EMS team needs in order to maintain the readiness and serviceability of the AMAL, ADAL, and Medical Kits. When competing for a DO, the APV must have sufficient levels of the requested items available or is capable of obtaining sufficient levels of the requested items within a timely manner. DOs will be awarded to APVs based on a Lowest Price Technically Acceptable standard at the line item level. The Government reserves the right, during all ordering periods, to place multiple DOs. Each DO will be competed among the awardees, and every line item will be evaluated, so that each vendor has an opportunity to be awarded an entire or partial DO if they provide the lowest price offer for one or more line items. DOs shall be shipped to the WSSP for consolidation and further shipment.
2.2 APV RESPONSIBILITY
APVs are responsible for providing all facilities, material handling equipment, materials, and services necessary to complete the tasks identified in this SOW at no additional cost to the Government.
APVs are required to provide Food and Drug Administration (FDA) approved equipment and material when fulfilling DOs.
APVs are responsible for informing the Contracting Officer’s Representative (COR) of all shipping actions.
2.3 GOVERNMENT POINTS OF CONTACT
The Contracting Officer is the sole Government point of contact authorized to provide technical direction and approval to any questions or concerns relating to this SOW. Any changes to this contract, to include additional work, must be approved by the Contracting Officer.
2.4 BUSINESS HOURS, BUSINESS DAYS, AND HOLIDAYS
APVs are responsible for establishing hours of operation; however, each APV is required to have a Customer Service Representative available from 0800 to 1700 Eastern Standard Time (EST) (or Eastern Daylight Time (EDT), as applicable). Standard operating days are Monday through Friday.
Observed Government holidays are listed below:
New Year’s Day 01 January Martin Luther King Jr. Day Third Monday in January President’s Day Third Monday in February Memorial Day Last Monday in May Independence Day 04 July Labor Day First Monday in September Columbus Day Second Monday in October Veteran’s Day 11 November Thanksgiving Fourth Thursday in November Christmas 25 December
