We were provided with the lengths for the back of wrist webbing (3.4.6) but were not provided lengths for the other trims (3.4.5; 3.4.8; 3.4.10). I imagine this information was included in a pattern project document but as our software could not read those files, I was hoping you may be able to provide that information as well.
3.4.5 ‐ Elastic ‐ there are elastic placement notches provided on the nylon back of hand pattern piece at the wrist (see attached). However, cut lengths are not provided. Due to variations in equipment, stitching, etc, offerors should determine the cut length needed based off of the finished wrist width provided in Table VII ‐ finished dimensions ‐ of MIL‐TFM‐ 003.
3.4.8 ‐ Adjustable lanyard ‐ no cut length provided. Figure 1 of MIL‐TFM‐003 can be used to approximate the length ‐ no specific requirement.
3.4.10 ‐ Elasticized drawcord ‐ no cut length provided. The elasticized draw cord runs through the hem of the mitten cuff so offerors should determine an appropriate length based off of the width of the pattern. As stated in 3.4.10: The elastic shall be sufficient for continuous expansion and relaxation, and when relaxed. The elastic shall allow for comfort on the arm, and provide desired closure over various clothing layers.
We are still unable to procure key specified materials like the shell fabric and the wool liner fabrics.
The Government confirmed with known supplier(s) that materials are now available. 3
Par 3.4.15/Table II addresses 3 different types of seam tape. It covers the widths of the tapes and whether the tapes are 2 or 3 layer tapes. However, 2L and 3L tapes come in many varieties. Do you have any more details on the tapes you are requiring to be used? Did you really mean to require 3 different tapes?
Specification paragraph 3.4.15 has been updated in its entirety to read: "The mitten shell shall be seam taped, providing complete water proofing. All seams and stitch lines shall be seam sealed on the inside seams; seam tape shall be centered over the stitch lines.
Attachment point tabs shall be created by folding the seam seal tape on itself. The cut length shall be 3 inches to form a ¾ inch self‐faced tab with a ¾ inch length of single layer seam seal tape on each side to affix to the specified locations. The mitten shall have a minimum of four attachment point tabs; located at the tip of thumb, the tip of the trigger finger, the top of the mitten section, and at the pinky side of the mitten section."
Additionally, Table II, Seam tape, has been deleted in its entirety. Please see updated specification provided as part of solicitation Amendment 0003.
