I assume this will follow the"9 PTU's to support PPV," but would appreciate clarification. If your company is notified of it's inclusion in the IDIQ Award from the proposal submission in response to the RFP, a delivery order will be provided to your company to produce 100 PTUs for limited testing user evaluation. 38Draft Requirements for Fabric

a. Color Fastness to Laundering Stain Requirements for Multi fibers: The draft requirements is a 4 min for all fibers. Since you are specifying 3 of the 4 fabrics to be 100% polyester and the 4th fabric poly/spandex and all are in dark colors (green or black), will you entertain reducing the staining on nylon requirement from a 4 to a 2 or 2.5?

i. All other fibers are not an issue but achieving a 4 on a nylon is potentially not possible.

b. Stretch: Currently 3 of the 4 fabrics show a requirement to be 100% polyester and the stretch requirement in both directions is listed as 100. This is a very high target when there is no elastomeric fiber present in the blend. Will you consider reducing this 100 requirement?

Fabric requirements will be updated with the solicitation release. Preference will be given to fabrics that meet all or as many of the salient characteristics listed in the Fabric Salient Characteristic Requirements Table. Preference will also be given to fabrics that significantly exceed requirements (e.g., higher burst strength).
39Submissions

a. Since the FABRIC requirements are draft, will you consider end item submissions where the fabric components meet some but not all of the currently listed requirements as long as reported performance is issued or do all of the current listed fabric requirements have to pass in order for the end item to be considered?

Yes, we will consider submissions where the fabric components meet some, but not all listed requirements. Preference will be given to fabrics that meet all or as many of the salient characteristics listed in the Fabric Salient Characteristic Requirements Table. Preference will also be given to fabrics that significantly exceed requirements (e.g., higher burst strength).
40Production fabric

a. Once awards are made to end item producers, will the fabric components supplied to the contract recipients be a 1222 process where a QAR is done on the fabric mill level or will the fabric with 3rd party testing and CoC supplied to the primes be sufficient?

b. On a production basis, how will shade be approved and is there a DE tolerance level already established?

a. Fabric requirements will be verified through testing and CoC's provided by the prime vendor(s).

b. A shade standard for each fabric will be established prior to delivery order one. The standard shade approval process will be used once the shade standards are established. The shade approval process will be a visual assessment conducted at a government lab. additionally, shade tolerances will be established to provide feedback to the suppliers.

41Regarding questions, my team brought up a concern on the Purchase Descriptions, Table VII, End item visual examination table. We see on the classification of various descriptions with an asterisk in addition of the (X). Please advise what they mean. The asterisk is defined in the PD as: Defects marked with an asterisk are major defects if they affect serviceability and minor defects if they do not affect serviceability. Table VII has been updated with this information.
42We were wondering if it would be possible for you guys to share with us a picture of the type of fabric outline in the Pre-Solicitation documents? No. Fabric requirements will be provided in the solicitation and should be sufficient.
43I understand it calls out for reflective heat transfer. Over the past 3-4 years, we have used reflective ink instead of heat transfer because it lasts longer then heat transfer. At the same time it eliminates the risk of the heat transfer pealing off.

Of course we have no issues using a heat transfer. Would it be ok if we sent in one set of samples with each version of the screen print and heat transfer to show?

Section 3.6.2 Reflective Material of 11-PD 20013USMC and Section 3.6.4 Reflective Material of P 11-PD 20013USMC have been updated.
44As indicated in the Draft Purchase Description Short : Physical Training Uniform 11-PD 20017USMC page 4 as follows: 3.6.3.1 Thread (gimp) for reinforcement buttonholes and bartacks. The thread (gimp) for reinforcing the buttonholes and bartacks shall be soft finish, Tex 40 of A-A-50198 Type I. The color shall be a good match to the basic material.

I have included a copy of Commercial Item Description A-A-50198A THREAD, GIMP, COTTON, BUTTONHOLE. Please note on page 2 section 3.2 Physical requirements of thread under TABLE I.

This item (under Type I = Soft) does not come in a TEX 40 as required by the Purchase Description. It is only available in Tex sizes 210, 270 or 350. See question 37
