Program Name: Next Generation Troposcatter CDRL Sequence: A00F CDRL Attachment Number: 2

REQUIREMENTS

The requirements for engineering drawings, associated lists, and related data for the above referenced item are contained in this form, and referenced documents, of the issue in effect on the date of Invitation for Bid or Request for Proposal.

PRODUCT DRAWINGS/MODELS AND ASSOCIATED LISTS

Special Instructions/Limitations/Tailoring:

A. The contractor/developer shall not use the metric system, except where items interface with existent metric measurements, in which case the contractor/developer shall show the inch conversions in parentheses.

B. Contractor/developer documents shall not be used or developed when suitable recognized industry documents exist. When contractor/developer documents are referenced on drawings, they shall meet the following requirements: The name and address of issuing company, CAGEC, document nomenclature and number, and contract number shall be identified; rights in technical data shall not be limited or copyrighted, and the necessary design disclosure information shall be provided for the type of drawing for which they are furnished. Drawing practices and symbols used (including the use of legends/explanations for nonstandard symbols) are such that their intent and interpretation are clear and unambiguous to the Government approval authority.

C. Master artwork Gerber data for printed wiring boards shall be prepared in accordance with ANSI/IPC-D-350 and ANSI/IPC-D-351, and delivered as part of the reproducible final delivery.

D. Regular copies shall be delivered as either “hard copy” or “electronic” format, as indicated in Block 16 of the CDRL. The delivery methods are defined as follows:

· A hard copy delivery shall be blue/black line prints produced on a laser quality printer. "A" and "B" size drawing(s) shall be unchanged in size and larger than "B" size drawing(s) shall be printed on no smaller than an 11X17 sized sheet. Drawing sizes are as defined in ASME Y14.1. All reduced prints shall be clear and legible, if not they shall be on full sized drawing sheets. The quantities are in accordance with the CDRL, block14.

· An electronic delivery shall be in a 2D digital data Adobe Acrobat (.pdf ) file format, and the file names shall be named in a convention agreed to between the contractor/developer and the data approval authority for the acquiring PM.

E. Reproducible copies, as indicated in Block 16 of the CDRL, shall be delivered in an electronic format as follows:

· 2D Data shall be Digital Data (Vector) prepared in DOS compatible Drawing Interchange File (.DXF) format. Government approval is required before the use of all file formats other than .DXF. The file names shall be named in a convention agreed to between the contractor/developer and the data approval authority for the acquiring PM.

· 3D Data/Models shall be provided in the format(s) specified in the worksheet block 2B. 3D files shall be named in a convention agreed to between the contractor/developer and the data approval authority for the acquiring PM.

F. International Standardization Organization/International Electro Technical Commission (ISO/IEC) standardization documents adopted by the American National Standards Institute (ANSI) for use in the United States may be used to define requirements on technical data package documents. National standardization documents of foreign countries and European Standards (NORMEs) (EN) shall not be used without prior approval of cognizant MCSC PM.

G. The use of existing drawings and associated lists are permitted provided that they meet the technical data package elements and other requirements specified in this contract. When such drawings are not used exactly as existing, new drawings shall be supplied.

H. Data Rights Statements:

1. Limited Rights statements shall not appear on documentation, or copies there of, delivered to the government.

2. Proprietary statements shall not appear on documentation, or copies there of, delivered to the government.

3. Copyright statements shall not appear on documentation, or copies there of, delivered to the government.

I. Each drawing must be certified with the signature of the contractor/developer’s authorized representative, certifying that the drawing defines an item conforming with contractual requirements and has been used (as applicable) for the procurement and/or manufacture and/or assembly and/or testing of the item depicted. Where Government drawing format and numbers are used the approval block of each original drawing shall be signed by the government representative responsible for review of the drawings prior to preparation of final deliverables.

J. In accordance with ASME Y14.1, supplementary blocks ["used on" and "next higher assembly(s)"] shall be included on each drawing. They shall not appear on the Parts List in place of the drawing unless there is no drawing associated with the Parts List. The "used on" block shall indicate the drawing number of the end item. The "next higher assembly" block shall indicate the number of the assembly drawing which calls for the lower level drawing. These blocks shall not contain general or multi-use notations.

K. Prior to the final delivery, all revision levels shall revert to “INITIAL RELEASE” and a “-“(dash) shall be entered as the revision level in the revision blocks.

L. The maintenance of multi-sheet drawings shall be accomplished by the drawing level method as described in ASME Y14.35M.

M. All drawings shall be in third angle projection and shall use traditional orthographic views to show all detail. Wherever possible these views shall be arranged in their traditional arrangements. Isometric views shall only be used when detail cannot be shown using traditional third angle projection orthographic views, section views, auxiliary views or separate details.

N. The existence of a National Stock Number (NSN) for an item does not preclude the requirement for an engineering drawing for that item.

O. Multipliers shall not be used in place of centerlines and extension lines to show/dimension multiple features on the same plane.

Q. All Part Identifying Numbers (PIN) shall be comprised of the drawing number, of the part, with a dash number suffix. (For example: 06001A1011-0). Part numbers for parts included on inseparable assembly drawings, where the part numbers for the parts use the same drawing number as the base part number as the assembly, shall have a three digit suffix to distinguish them from the assembled part number, for example: 09001A1011-101.
