About this file
This document is a configuration management plan annex for the Lightweight Plate program. It provides details on the program description, configuration control authority, configuration items, configuration control board membership, program schedule, baselines, configuration status accounting database, interface controls, engineering change proposal approval process, and references. The Lightweight Plate program aims to develop a ballistic plate that is 35-42% lighter than currently fielded enhanced small armor protective inserts and enhanced side ballistic inserts, in order to improve survivability and mobility for Marines. The configuration control authority is the Program Manager for Infantry Combat Equipment. The configuration items include eight torso sizes and two side plate sizes of lightweight plates. The program schedule includes pre-solicitation activities in FY2019, contract award in Q4FY19, and initial operational capability in Q3FY20. The document establishes the functional baseline and describes the process for engineering change proposals and configuration management.
The related federal contract opportunity is a solicitation from the United States Marine Corps for the Lightweight Plate program. Solicitation number M67854-19-R-1500 was issued on September 28, 2018 for an industry day on unspecified contract details.

Program Description Marines engaged in combat or other field operations require body armor protection from shrapnel and small arms fire. Such armor must be lightweight, strong, durable, comfortable, and meet specified protective performance requirements. The Deputy Commandant for Combat Development and Integration (DC, CD&I) documented body armor program requirements in the Family of Body Armor Operational Requirements Document (FBA ORD) Change 8, dated 27 March 2012 and the Plate Carrier (PC) Statement of Need (SON) Change 3, dated 29 March 2011. Each PC holds four hard armor inserts; two front/back plates and two side plates. The hard armor inserts are designed to be worn in conjunction with soft armor and provide increased ballistic protection against rifle threats. Defense Logistics Agency (DLA) is currently sustaining the PC, the Enhanced Small Armor Protective Inserts (ESAPI) and the Enhanced Side Ballistic Inserts (ESBI). The ESAPI is heavy and is an overmatch against the most prevalent battlefield threats. A Marine wearing size Medium front, back, and side plates currently carries a burden of
14.9 lbs. of hard armor. Excess weight has been proven to increase fatigue and musculoskeletal injury. In addition, excess weight decreases lethality, mobility, cognitive abilities, and overall survivability.
The Lightweight Plate program requirements are derived from the FBA ORD Change 8 and the Policy for Implementation of Individual Marine Mobility Attribute, dated 25 March 2016.
Providing a lighter material solution that maintains current ballistic performance to the Operating Forces is unlikely in the next five years. As an interim solution, Program Manager (PM), Infantry Combat Equipment (ICE) undertook efforts to identify alternate means to lighten the load, increase warfighter mobility, and retain necessary ballistic protection for the preponderance of threats. The Hard Armor Trade Space (HATS) Study, conducted from 2017-2018, predicted achievable weight savings of 35-42% by developing a ballistic plate capable of protecting against the threats most likely to be encountered in combat. PM ICE and the Marine Expeditionary Rifle Squad (MERS) Team conducted Marine Corps Load Effects Assessment Program (MCLEAP) testing in the spring of 2018 to validate mobility and fatigue impacts of employing lighter plates as tested against currently fielded ESAPIs. MCLEAP results indicated that lighter plates based on the HATS Study would increase mobility by 8%.
CD&I’s Fires and Maneuver Integration Division (FMID) has indicated that they would establish a Procurement / Inventory Objective for Lightweight Plate of 48,829 sets for fielding to infantry and infantry-like communities (03XX, 18XX, and Combat Engineer Battalion Marines). An Approved Acquisition Objective (AAO) is anticipated to be developed at a later time. The Lightweight Plate is pending program initiation; however, funding has been identified to support procurement beginning in FY2019.
The Lightweight Plate is a small arms protective hard armor insert, approximately 35% - 42% lighter than the legacy ESAPI and ESBI, designed to protect the torso and sides from prevalent threats in the majority of combat environments. The Lightweight Plate will improve the survivability and mobility of Marines by tailoring ballistic protection while minimizing the burdens of weight, bulk, and heat stress. When placed in the PC, in conjunction with the use of soft armor, the insert will provide ballistic protection from specific 5.56 mm and 7.62 mm rifle rounds. Figure 1-1 depicts the Lightweight Plate and Side Plate.
1.1 Configuration Control Authority
PM ICE is the Configuration Control Authority for the Lightweight Plate, and will manage all configuration changes per the PM Infantry Combat Equipment (ICE) Configuration Management Plan dated 30 July 2018.
1.2 Configuration Items (CIs)
The Lightweight Plate is a single component with no sub-assemblies available in eight (8) torso sizes and two (2) side plate sizes, depicted below in Table 1-1. Supporting data, Total Asset Management Control Numbers (TAMCNs) and National Stock Numbers have been requested.
Item Description (ID) Numbers will be established once NSNs are obtained. Following contract award, the Contractor will provide a full list of Configuration Items (CI), and the Contractor and the Government will mutually determine which CIs will be managed by the Government, and which CIs will be managed by the Contractor. Upon identification of the CIs, this document will be updated to include a complete list.

Baselines
4.1 Functional Baseline
The functional baseline for the Lightweight Plate is established and consists of the Performance Specification (PRF-18001A0010) along with all the associated documents, drawings and publications listed therein. The functional baseline is approved by PM ICE and maintained by the Lightweight Plate Engineer.

4.2 Allocated Baseline
An allocated baseline has not been established for the Lightweight Plate.
4.3 Product Baseline
The product baseline for the Lightweight Plate will be established upon completion of a Physical Configuration Audit (PCA). At a minimum, the product baseline will consist of the PCA Summary Report, all product drawings, bill of materials, the process flow chart, and the control plan. The product baseline will be approved by PM ICE and maintained by the Contractor.
Upon identification of the product baseline, this document will be updated to include a complete list.
Configuration Status Accounting Database
The Marine Corps Configuration Status Accounting Database for the Lightweight Plate will be hosted on the CMPro database. This database will be the repository for all the Marine Corps relevant configuration documentation listed in section 4.3, as well as any future Engineering Change Proposal (ECP) documentation.
As the configuration owner, PM ICE maintains a repository for all Lightweight Plate technical data.
Interface Controls
The Lightweight Plate must be compatible with all Family of Body Armor Plate Carriers that Marines are likely to use for combat operations. Section 3 of the Lightweight Plate Detail Specification elaborates and delineates all required interface controls and compatibility requirements.
ECP Approval
As the configuration owner, PM ICE hosts a CCB as part of their Systems Engineering (SE) Integrated Product Team (IPT). The PM ICE is the CCB chair and will include participation from all the Services as needed. PM ICE, as the USMC Lightweight Plate configuration manager, decides whether to implement CCB approved changes to the Marine Corps purchased Lightweight Plate per the PM ICE CM Plan. Recommendations for approval/disapproval of Class I ECPs and Critical/Major Requests for Variance (RFVs) are provided by the CCB to PM ICE with PM ICE making the final decision. Class II ECPs and Minor RFVs are concurred on by the APM-E and Team Lead with any disagreements going to the CCB for recommendation and approval by PM ICE. ECPs and RFVs review and approval will be hosted on CMPro.
Deviations
No deviations from this Annex or the PM ICE CM Plan are authorized.
