M67854-18-Q-7606 with this order. To increase mission capabilities, MCSC has a requirement to procure 13 IMCs, which must be equipped with a barcode generating software.
To effectively comply with MCO 4410.28, MCSC utilizes the BarTender software to generate the UII and the Data Matrix for each item, create and store marking templates, and interface with the marking machinery (e.g., thermal transfer printer, laser marking system).
Additionally, customized marking instructions and templates, which require BarTender, have already been developed and are being used. Procuring alternative software would necessitate up to 3,000+ man-hours of re-work and to update the instructions and templates with the new software. These additional costs would be over seven times the total estimated cost of the BarTender software itself.
Microsoft Windows 10 Enterprise and Microsoft Office Professional Plus 2016
MS Windows 10 Enterprise and MS Office Professional Plus 2016 are required for USMC and Department of Navy policy compliance (MARADMIN 253/13 dated 13 May 2013 and SECNAVINST 5230.15 dated 10 Apr 2009) . USMC information technology and information assurance policies only support three versions of software, the current and two versions prior, for security and supportability purposes. Both MS Windows 10 Enterprise and MS Office Professional Plus 2016 are the current versions for their respective functions.
This will maximize the supportability and functionality currently available. Prior versions of MS Windows are scheduled to be end-of-life (that is, no longer supported or permitted by USMC) in January 2020 and January 2023. For MS Office, the prior versions are scheduled to be end-of-life in October 2020 and April 2023.

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
MCSC currently uses IUID marking instructions and templates developed specifically for and which are critically dependent upon the BarTender software. Any new barcoding software used must allow for use of the existing marking instructions and templates as well as have the capability to integrate with current data sources, printer drivers, laser systems and thermal transfer barcode printers. If the barcoding software does not interface with the existing data sources, hardware and drivers MCSC would realize a significant cost (greater than ) to reengineer templates as well as program, test and recompile object models into the current temporary data storage (TDS) environment.
A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:
The required software is the copyrighted work of MS or Seagull Scientific. Any reproduction of the software that is not authorized by MS or Seagull Scientific is expressly prohibited by law. A valid license can only be obtained from MS or Seagull Scientific.

In accordance with FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold, a Contracting Officer may solicit a brand-name item if it is determined that the circumstances of the contract action deem only one source reasonably available.
