SOW for Integrated Marking Carts (M67854-18-Q-7606)
1.0 INTRODUCTION
The Marine Corps Systems Command (MCSC) has a requirement for Integrated Marking Carts (IMC) in support of the United States Marine Corps’ (USMC) efforts to meet Department of Defense (DoD) Item Unique Identification (IUID) policies and requirements.
2.0 BACKGROUND
In 2009, MCSC Operational Forces Systems (OFS) procured IMCs to support IUID marking of USMC assets across the globe. Each IMC included a flatbed Carbon Dioxide (CO2) laser marking device, desktop thermal transfer barcode desktop printer, Data Matrix barcode verifier, and laptop. These IMCs are no longer under warranty, and both the barcode printer and verifier models previously purchased are no longer supported by the manufacturers. In addition, technological advances in dual-source laser technology now enable improved marking capability and versatility, and improved printer resolution is now standard. For these reasons, USMC is updating their IMC capabilities.
3.0 SCOPE
The USMC requires IMCs to support the IUID marking of USMC items meeting DoD Instruction
8320.04 and USMC Marine Corps Order (MCO) 4410.28. The USMC also requires product familiarization, provisioning data, 3-year warranty coverage and the shipment of the equipment to nine geographically disparate locations.

5.0 REQUIREMENTS
5.1. Post Award Conference (PAC).
The Contractor shall attend a PAC convened by the Government at the Government's facility in Stafford, VA within 10 calendar days after contract award. The purpose of the PAC is to achieve a clear and mutual understanding of all contract requirements and identify and resolve potential problems. As part of the PAC, the Contractor shall discuss their plan for meeting the delivery schedule and provisioning data requirements, and discuss key risks, to include dependencies and mitigation for each identified risk.
5.2. Provisioning Data.
5.2.1. Provisioning and Other Pre-Procurement Screening Data (POPS).
The contractor shall identify provisioning and other pre-procurement data to be submitted for Government screening (CDRL D001). POPS is used to identify existing National Stock Numbers (NSNs) for an item, validate status of an NSN, and aid in maximum use of known assets. See SOW Attachment A as example of the format for data submission.

5.2.2. Provisioning Parts List (PPL).
The contractor shall provide the PPL for Government review and validation (CDRL D002). The PPL shall contain the end item, component or assembly and all support items which can be disassembled, reassembled, or replaced, and which, when combined, constitute the end item, component or assembly and shall include items such as parts, materials, connecting cabling, piping, and fittings required for the operation and maintenance of the end item, component, or assembly. The PPL is a tool used to determine the range of support items required to maintain the end item for an initial period of service. This includes all repairable Commercial Off-the- Shelf (COTS) items unless excluded by the provisioning requirements. The PPL shall contain repair kits and repair parts sets required to maintain the end item, component, or assembly equipment.

5.2.3. Long Lead Time Item List (LLTIL).
The contractor shall provide a LLTIL that shall contain those items which, because of their complexity of design, complicated manufacturing process or limited production capacity, may cause production or procurement cycles which would preclude timely and adequate delivery, if not ordered in advance of normal provisioning (CDRL D003).

5.2.4. Tools and Test Equipment List (TTEL).
The contractor shall provide a TTEL containing those support items required to inspect, test, calibrate, service, repair, or overhaul an end item (CDRL D004).

5.2.5. Engineering Data for Provisioning (EDFP).
The contractor shall provide an EDFP (CDRL D005). EDFP is technical data used to describe parts/equipment and consists of data such as specifications, standards, drawings, photographs, sketches and descriptions, and necessary assembly and general arrangement drawings, schematic drawings, schematic diagrams, wiring and cable diagrams necessary to indicate the physical characteristics, location, and function of the item. At a minimum, EDFP must provide:
a. Technical information of items for maintenance support considerations
b. Item identification and descriptions necessary for:
1) Cataloging actions and assignment of a NSN
2) Review for item entry control
3) Standardization to include standardization/interchangeability
4) Item management coding
5) Identification/procurement of initial spares
6) Preparation of allowance/issue lists
The contractor shall furnish EDFP in the following order of precedence:
a. Government or industry recognized specifications or standards
b. Engineering drawings
c. Commercial catalogs or catalog descriptions
d. Sketches or photographs with descriptions of dimensional, material, mechanical, electrical, or other descriptive characteristics
EDFP shall be submitted in electronic copy. EDFP shall be marked in such a manner as to identify any applicable restrictions in the Government’s associated data rights. EDFP shall also be marked with the Provisioning Line Item Sequence Number (PLISN), CAGE code and part number in the upper right hand corner. EDFP shall not be provided when the item is both:
a. Identified as a Government specification or standard which completely describes the item including its dimensional, mechanical, and electrical characteristics. The specification or standard must be available for review during the PAC; and,
b. Previously cataloged/assigned an active NSN with type 1 item identification.

5.2.6. Basic Issue Items (BII).
The contractor shall provide a comprehensive list of BII that will be utilized by the IUID IMC Operator to perform operator maintenance (CDRL D006).

5.2.7. Power Sources List (PSL).
The contractor shall provide a listing of all power requirements for each component that comprises the IUID IMC (CDRL D007).

5.2.8. Spares Acquisition Integrated with Production (SAIP).
The contractor shall prepare and submit a SAIP list that contains all maintenance significant field spares and repair parts for procurement concurrently with the IUID IMC production item procurement (CDRL D008). The list shall include:
a. Description/Nomenclature
b. Vendor
c. Vendor part number
d. Manufacturer
e. Manufacturer part number
f. CAGE code of manufacturer
g. Price per unit
h. Quantity per system
i. NSN (if applicable)
j. Maintenance Replacement Rate
k. Essentiality code
l. Lead time for delivery

5.2.9. Commercial-Off-The-Shelf (COTS) Manuals.
The contractor shall provide COTS manuals for all components that comprise the IUID IMCs (CDRL D009). The contractor shall provide a copyright release for each manual that provides the USMC the ability to both edit and reproduce the manuals for Government purposes.
Additionally, the Contractor shall over pack one hard copy manual with each end item delivered.

5.3. Integrated Marking Carts.
5.3.1. The contractor shall provide IMCs consisting of all components and software meeting the specifications in SOW Attachment B – Performance Specifications.
The contractor shall, at a minimum, warrant, for 3 years,the entire IMC as listed in SOW Attachment B – Performance Specifications. The contractor, as the IMC integrator, shall be the primary Point of Contact for the Government IMC helpdesk’s warranty requests, shall uniquely identify each warranted item, shall provide warranty repair instructions for each warranted item, and shall coordinate with the IMC component vendors as necessary for repairs. The warranty shall include all parts, shipping to and from, labor, and travel to address warranty issues onsite as required. The contractor shall comply with the requirements of DFARS 252.246-7006 and DFARS PGI 246.7 (reference RFQ Attachment 1 (Warranty Tracking Information) and 2 (Source of Repair Instructions)).

5.4. Familiarization Event.
The contractor shall provide one, 2-day familiarization event demonstrating the set-up, operation, and maintenance of the IMC to be held in the Quantico, VA area. The items to be covered during the familiarization are listed in SOW Attachment C – Familiarization Checklist.

9.0 INSPECTION AND ACCEPTANCE
The Government will inspect and accept the IMCs in accordance with SOW Attachment D – Government Acceptance Test (GAT) and SOW Attachment E – Marine Corps Identification Plate
Standard for Military Equipment. The Government will inspect and accept within 30 days of each delivery.

Attachment D - Government Acceptance Test
The Government Acceptance Test (GAT) shall be performed for each Integrated Marking Cart (IMC) by the Government prior to Government acceptance of the equipment. The GAT shall ensure the technical requirements listed in SOW Attachment B are met by each IMC.
For commercially available items, compliance may be demonstrated by reference to Original Equipment Manufacturer (OEM) technical manuals, user manuals, or product labeling. For requirements not demonstrated through reference, direct verification of requirements shall be performed.
1) Each major component of the IMC (i.e., general purpose laptop computer, dual-source flatbed laser marking system, desktop thermal transfer barcode printer, data matrix verifier) shall be inspected to ensure:
a. No component, sub-component, or piece part is missing
b. No component, sub-component, or piece part is damaged
c. Components, sub-components, or piece parts comply with requirements specific to the component, sub-component, or piece parts cited within SOW Attachment B
2) Ancillary cabling, tooling, or other artifacts necessary to integrate the component pieces of the
IMC into a fully functioning system shall be inspected to ensure:
a. No ancillary cabling, tooling, or other artifacts necessary to integrate the component pieces of the IMC into a fully functioning system is missing
b. No ancillary cabling, tooling, or other artifacts necessary to integrate the component pieces of the IMC into a fully functioning system is damaged
c. Ancillary cabling, tooling, or other artifacts necessary to integrate the component pieces of the IMC into a fully functioning system comply with requirements specific to the ancillary cabling, tooling, or other artifacts necessary to integrate the component pieces of the IMC into a fully functioning system cited within SOW Attachment B
3) The IMC shall be assembled and operationally tested as follows:
a. A Government provided BarTender template representing a USMC “Gold Standard” IUID data plate (depicted in SOW Attachment E) shall be loaded onto the general purpose laptop computer
b. The thermal transfer printer shall print a test label using the USMC “Gold Standard” (depicted in SOW Attachment E) BarTender template
c. The verifier shall be calibrated using a GS1 US Calibrated Conformance Standard Test Card
d. The test label from step (3b) above shall be verified
e. The dual-source flatbed laser marking system shall engrave a metallic data plate using the USMC “Gold Standard” (depicted in SOW Attachment E) BarTender template using a fiber/YAG laser
f. The data plate from step (3e) above shall be verified
g. The dual-source flatbed laser marking system shall engrave a plastic data plate using the
USMC “Gold Standard” (depicted in SOW Attachment E) BarTender template using a CO2 laser
h. The data plate from step (3g) above shall be verified
4) Periodic maintenance identified within OEM technical manuals for each major component of the
IMC shall be performed
