Procurement Plan Overall Objectives.
· Implement a standardized, modernized, scalable, deployable, integrated software solution that provides warehouse management capabilities to the Marine Corps at the retail level, and integrates with the currently fielded GCSS-MC/LCM Incr 1 ERP system built on Oracle E-Business Suite (EBS) R12. The warehouse system should meet the requirements in the T-WMS Requirements Traceability Matrix (RTM), and provide an open/modular systems architecture.
· Facilitate standardization of Marine Corps warehouse management business processes (Receipt, Stow, Inventory, Pick, Pack and Ship of items), while meeting the unique requirements of the SMUs, RIPs, IIPs, MARFORRES, and UUs. Support the Marine Corps’ task-organized mission by providing warehouse personnel the ability to set up warehouses on the fly (e.g., split off supplies and aggregate to support Marine Expeditionary Units on ship). See Attachment 4 – T-WMS Process Specifications and Attachment 5 – T-WMS RTM to better understand the scope of requirements for T-WMS.
· Improve the Logistics Supply Chain process provided by GCSS-MC/LCM by enabling Marine Air-Ground Task Force commanders and staffs with dependable, accurate, and timely warehouse information to increase confidence of inventory throughout the logistics chain.
· Decrease the number of warehouse management systems and applications to improve inventory accuracy, streamline end-to-end warehouse business processes, eliminate capability gaps of legacy warehouse systems, reduce sustainment and integration costs, and expand GCSS-MC/LCM total asset visibility of additional classes of supply.
· Support modern warehouse technologies and automation to improve warehouse operations and reduce manual data entry.
· Minimize GCSS-MC/LCM customization that inhibits upgrades to a COTS warehouse solution.
· Offer an enabling capability for GCSS-MC/LCM to integrate and/or reduce legacy logistics information systems.
Overall Intent.
The T-WMS contract will provide products and services to the Government based on a suite of COTS products, commercial standards practices, innovation, and risk management to meet the requirements in the T-WMS RTM, which is supplemented with other documents to describe the context of the requirements to satisfy the desired objectives.
The Government is seeking the Contractor’s most innovative and cost effective approach, timeline, and overall solution. The Contractor is expected to propose a comprehensive and cost effective solution. An outline of the requirement is to provide:

· Solution Design & Development
· Test & Evaluation
· Product Support Management
· Solution Deployment
· Business Process Change Management
· Operations & Support
· Studies, Analyses, Assessments and Improvements
Period of Performance.
The total period of performance is 72 months, based on the Government’s notional schedule for design, development, test, fielding and support of the solution, as follows: Comment by ChrisE: Need to map the periods of performance to the PWS tasks.
