External short circuit. The system shall provide short circuit protection to prevent damage to the system and a safety hazard. The short circuit protection function shall activate within 50 milliseconds in the event system output current exceeds 375 percent ± 25 percent of maximum current rating for any output power connection. Within 150 milliseconds after the short circuit is applied, all output power shall be deactivated and a fault shall be displayed on the main control panel. (T=O) Internal short circuit. The system shall protect against any short circuit within and between system components. If an internal short circuit occurs, the system shall prevent that short circuit from being applied to any and all installed batteries within 150 milliseconds. This protection shall prevent component damage and safety hazard. (T=O) Warning labels. All components shall have warning labels to warn of any hazards to humans. (T=O) Supportability.
Tools – operation. No tools shall be required to operate the system or to switch between battery types. (T=O) Tools – maintenance. No special tools shall be required to maintain or repair the system. (T=O) Preventive maintenance interval. The ABC shall not require preventive maintenance (see 6.1.11) more often than every 30 days nor more often than every 1000 hours of operation. (T=O) Preventive maintenance time. Preventive maintenance tasks shall not exceed 30 minutes (T) /10 minutes (O).
Reliability. The ABC shall have a Mean Time Between Critical Operational Mission Failure (see 6.1.7) of no less than 1,000 hours (T) / 1,500 hours (O).
Mean time to repair. The Mean Time to Repair (see 6.1.8) shall not exceed 30 minutes (T) / 15 minutes (O).
Maximum repair time. The maximum repair time shall not exceed 2 hours. (T=O) Upgrade ability. The ABC shall be user upgradeable to enable charging of both new battery chemistries and new battery form factors. Batteries of the same form factor and nominal voltage as currently supported batteries but of a different chemistry shall not require new hardware to be supported. (T=O) Verification Inspection conditions. Unless otherwise specified, all inspections shall be performed in accordance with the test conditions specified in applicable test method document or applicable paragraphs in the PSpec.
Verification matrix. Verification and testing to requirements shall be as shown in TABLE III. Nonconformance to the applicable requirement paragraph shown in column 1 shall constitute failure of the test and shall be cause for rejection of the system. The Government reserves the right to reject the equipment for not meeting any requirement herein, even if a test directly related to the specific requirement is not performed. The requirements in section 3 shall apply to all tests performed as a part of another test. If a scheduled maintenance action is due after the beginning of any test, the shutdown shall be postponed until completion of the test or until completion of 100 hours of operation, whichever is lesser.

Test procedures.
System efficiency. Total input energy to the system and total energy input to the batteries will be measured while batteries are charging. Batteries will be verified to have reached 100% state of charge. Efficiency will be calculated as the ratio of input power to the batteries to input power to the system during charge. A set of (2) BB-2590 batteries and a set of (8) BB-2590 batteries will be charged from both AC and DC power for this test.
Indicator visibility. While operating under Standard Test Conditions (STC) of an irradiance of 1,000 W/m², a solar spectrum of AM 1.5 (per ASTM G173), and a module temperature of 25°C, verify that displays are readable from not less than 3 feet away from the charger.
Direct Query (DQ) protocol. Verify through analysis that the charger is compatible with the BQ2050 standard communication and timing requirement. Verify through testing, using simulated data (for safety), that the charger is capable of charging batteries using the DQ communications interface. Test verification is required for AN/PRC-148 and AN/PRC-152 batteries.
Packaging Packaging. Packaging shall be performed in accordance with ASTM D3951.
Notes Definitions.
Battery. Used herein to describe all energy storage devices shown in TABLE I, including those that contain only one cell.
Threshold. The essential requirement that must be met to satisfy the minimum capabilities of the system.
Objective. Requirements that are value added capabilities above the minimum system requirements.
Transport configuration. During transport, the ABC case will be closed. Adapters shall be able to be transported installed inside the closed ABC case. All cables and accessories required for operation of the system will also be stored inside the closed ABC case.
ABC case. The ABC case is the enclosed assembly that includes the battery charging electronics that manage power distribution to batteries and acts as the user interface during operation. All components required for operation of the ABC system (not including any adapters) are components of the ABC case (i.e., cables/connectors may not be packed separately from the ABC case). Only one power cable, with the NEMA 5-15P plug, will be included in the system weight.
Supplementary case. Any case to be included with the system that is not included as part of the ABC case, e.g., the common adapter kit case.
Mean time between critical operational mission failure. The sum of the hours of operation, divided by the number of times the system failed to turn on or fully charge batteries properly. This would not include failure to charge faulty batteries.
Mean time to repair. A basic measure of maintainability. The sum of corrective maintenance times at any specific level of repair, divided by the total number of failures within an item repaired at that level, during a particular interval under stated conditions.
Non-smart battery. Battery that does not contain provisions to communicate with a charger.
Open sourced. The part/component/interface etc. that is available from multiple unrestricted sources of supply and/or the government has been granted unrestricted data rights.
Preventive maintenance. The care and servicing by personnel for the purpose of maintaining equipment and facilities in satisfactory operating condition by providing for systematic inspection, detection, and correction of incipient failures either before they occur or before they develop into major defects.
Smart battery. Battery that has the ability to communicate with its charger.
State of charge. Ratio of the capacity currently remaining in a battery to its fully charged capacity, stated as a percentage.
State of health. The SOH is defined as the ratio of the battery’s present day full charge capacity to its initial rated capacity. The state of health is identified at charge completion.
