1 SF1149/ Cover Sheet Block 10
Would the government consider a NAICS 541519 code, with a size standard of $27.5M? This would allow increased competition among the

After reexamining the breath of services, NAICS Code 541519 is appropriate. RFP has been amended.

Would the Government considering increasing the $15M size standard for bidding?
See Item #1
19 SF 1449 Page 5
The Solicitation states that ODCs/Travel are to be bid as “FFP” in which case the Contractor will invoice for the FFP amount as opposed to reimbursement on a cost-reimbursable basis. Is this correct?
Yes.
20 SF 1449 Pages 3 – 5
The Solicitation only identifies CLINS 001, 002, 003, 004, and 005. Does the Government wish the contractor to propose additional CLINS (i.e 101, 102, 103, 104, and 105, 201, etc.) for the Option Years? Or does the
Government wish each CLIN to be the cumulative of the entire POP (i.e.
101 = BY + 4 OYs)
Offerors shall provide labor rates for the base and out years in the table provided in the 52.212-1 ADDENDUM. Offerors shall price the efforts for the Appendices for the base year only.
21 SF 1449 Pages 3 – 5
The Solicitation only identifies CLINS 001, 002, 003, 004, and 005. Does the Government wish the contractor to combine Task Orders 1 and 2 under CLINS 001, etc. Or, does the Government want the contractor to have one CLIN Table for Task Order 1, a second CLIN Table for Task
Order 2, and then a summary table combining?
Per the RFP, 52.212-1 ADDENDUM, Offerors shall provide separate tables for Task Order 1 and Task Order 2. No summary is required.
22 SF 1449 Page 36
The first paragraph states “Relevant contracts include acquisition support and program management office support efforts.” Is this an error? We did not identify any acquisition support in the solicitation. Should it read
“Program Management, Logistics, Engineering, Contracts, and Financial
Management” to be consistent with Page52 Factor 2 – Past Performant
Information evaluation criteria?
PMM-110 is responsible for the acquisition of Information Systems and Infrastructure. All of the efforts supporting the program office and the project offices are efforts supporting their respective activities, which are acquisition in nature.
23 SF 1449 Page 36 Can the Government provide a copy of the “Past Performance
Questionnaire, (Exhibit A to the RFP)”?
The attachment will be provided.
24 SF 1449 Page 39
Example Table 4 identifies a column entitled “SLIN 004AA.” Does the government expect different LCATS and Hourly Rates for different
SLINs? More precisely, do the rates in Attachment 3 apply on the IDIQ, CLIN, or SLIN level?
The offeror shall submit the labor categories and rates at the CLIN level, but per subtask (if available). The RFP has been updated.
25 SF 1449 Page 39
Can the Government provide a copy of Attachment 3 identified in the
Solicitation? Also, can the Government provide copies of Attachments 1, 2, and any subsequent Attachments?
Attachment 1 is the PWS and it was included in the initial posting.
Attachments 2 and 3 are included with the amended RFP.
26 SF 1449 Page 42
Part V: Contract Information, Section1. Model Contract, Sub-section C.
states “Statement of the period for which the proposal is valid (not less than 90 calendar days”), however page 30 states “Proposals shall be valid for a period of 120 days from date of submission.” Please confirm which is correct.
Proposals shall be valid for 120 Days. The RFP has been amended.
27 SF 1449 Page47
“52.212-2 Addendum Evaluation – Commercial Items (Jan 1999)” Does the Government consider this procurement purchasing of Commercial
Items?
Yes, these are commercial services.
28 SF 1449 Page 55
Page 55 section 6 Minimum Contract Order states “The Government’s
‘minimum quantity’ . . . is limited to $3,000.00” that conflicts with page
44 stating Section 2) Minimum Contractor Order that states “The
Government’s ‘minimum quantity’ . . . is limited to $3,500.”
The Governments "minimum quantity" is limited to $3,500. The RFP has been amended.
29 PWS TO 001 Page 8
Paragraph 4.3.1 begins with “in accordance with paragraph 4.1.7.” There is no 4.1.7 in the document. Can the government correct the numbering or add a paragraph 4.1.7 with the referenced text?
The PWS has been updated.
30 PWS TO 001 Pages 3-9
Paragraph 4.0: the numbering for the subordinate paragraphs is both non-sequential and repetitive. Were any paragraphs omitted? Can the government review and, at a minimum, renumber to clarify.
The PWS has been updated.
31 PWS TO 001 Pages 7 and 9
The term “Development” in relation to SharePoint appears on pages 7 and
9. The majority of SharePoint description entails APM and DpM site administration and maintenance. Does the SharePoint work envisioned in this PWS include the more robust, current development efforts in support of Tier 0?
SharePoint development efforts are not part of this effort. SharePoint support includes management and administration of the existing
SharePoint sites only.

Under this section, it is stated that “See Addendum 1 to Evaluation Plan”.
We were not able to find the Addendum 1 on the FBO along with the document package. Pls. clarify.
Addendum 1 to Evaluation Plan begins on page 29 of 56 of RFP.

It states that the Intent to Bid has to be submitted on the next business day following issuance of the RFC responses. Would we be qualified, if we have not sent our Intent to Bid?
You have one business day following the post of the answers to the
RFCs to submit your intent to bid.

Bullet no. (a) states that “The Technical Volume consists of the List of
Acronyms and proposal Parts I, II, and III. The Price Volume consists of
Parts IV and V”. But the “Table 2. Technical Volume” states that each section should be named with a different name. Does this mean we have to submit each section into a separate file? i.e. 8 different files for Volume
1 and 4 different files for Volume 2.
Yes
35 A.4 Page 54 of 56
The section Attachments states that “Attachment 3 Labor Categories
Spreadsheet (to be provided with proposal and incorporated upon award)”. In which section we should include this attachment in our proposal?
Pricing information, please inlcude it in the Price Volume. No pricing information shall be included in the Technical Volume.
36 52.212-1 Page 33 of 56 Table 2. Technical
Volume
Shall we provide “Acronym List” in a separate file? Or it should be included in either of the 5 Parts of the proposal?
The Acronym List shall be included in the technical volume. It can be either a separate file or inluded with the Table of Contents.
37 Page 36 of 56
Section 2. Customer Assessments indicates that we have to submit the
Past Performance Questionnaire (i.e. Exhibit A) along with our proposal.
But we did not find the Exhibit A in the entire Solicitation package. Pls.
provide the same.
The attachment will be provided.
Table 2. Technical Volume
Part II section 1 asks for Past Performance Information where we have to submit minimum 5 relevant experience.
Further, Part III Section 4 Corporate Experience also asks to submit 3 to 5 relevant experience.
We believe both these sections asks for almost same information. Can we provide our relevant experience in either of the sections? Or we have to provide our experience in both the sections?
Both sections need to be addressed. Yes, some of the same information will be provided in both. They will be evaluated differently. The corporate exerience will be evaluated to see if the offeror has the requisite experience. The past performance will be evauating the offeror's performance on the referenced efforts.
Evaluators will assign a relevancy rating for each reference and an overall confidence rating, based on the evaluated performance.
39 Page 32 of 56
Bulleted point (b) indicates that the font size should be 11 and style should be Times New Roman or Arial. Does this apply to the whole proposal including the headings? Or only for the normal text.
This applies to the whole proposal.

) Section 6.
Page # 13.
Section 6 “Security Requirements” states that “This contract will require the contractor to have a Secret Facility Clearance and will require certain contractors to obtain and maintain classified access eligibility. The prime contractor and all sub-contractors (through the prime contractor) shall adhere to all aspects of DoD Directive 5220.22-M.” Does this mean that both the Prime and Sub should have a Secret Facility Clearance?
The prime contractor and their subcontractor(s) shall follow the DoD policy. The statement (through the prime contractor) represents that all actions are funneled through the prime contractor and not the
Gov't. For example, we do not get involved in sub-DD254s, this is completed through the prime and sub. The agreement is between the prime and subcontractor.
If the subcontractor has a contract with the prime to do classified work then they would need a facility clearance but only if there is a need and this need is written in a PWS/SOW.
4. Content and
Organization of
Proposals, Table 3
RFP / Page 33 / Table 3
In reference to the requirements for Volume II, Part IV Price, Table 3, page 33 of 56 of the RFP, calls for a .pdf submittal file for the Price
Proposal, Section 1. For clarification, we recommend the pdf version of the Price Proposal include pages 3-5 of 56 of the RFP, and that there also be an excel version of the Price Proposal submitted in response to the spreadsheets required on pages 39-42 of 56 of the RFP.
The RFP has been updated.
Part III: Management
Approach, Section 1. (a) RFP / Page 37 /
Paragraph (a) Project Staffing Plan, states, “The Offeror shall provide a description of mix of skills proposed and the numbers needed” … that meets the requirements of the Base IDIQ and Task Orders 0001 & 0002.
The IDIQ PWS does not quantify the number of deliverables required or provide detailed schedule/status information on the supported programs.
Without this information offerors cannot reasonably estimate the Level of
Effort (LOE) required to provide proposed “numbers” required for the
IDIQ.
The offeror only needs to provide the labor mix for anticipated skill sets that will need to perform the types of efforts. The LOE only needs to be proposed for Task Order 0001 and 0002.
Part III: Management
Approach, Section 1. (a) RFP / Page 37 and page 39 /
Paragraph (a) Project Staffing Plan, states, “The Offeror shall show all labor hours proposed per Base IDIQ Attachment 1 –PWS; ….”
The IDIQ PWS does not quantify the number of deliverables required or provide detailed schedule/status information on the supported programs.
Additionally, page 39 of the RFQ indicates “services can/will be required at a later date on an ‘as needed’ basis”.
Please clarify the Government’s intent for offerors to propose numbers of personnel, hours and other LOE dependent information for the IDIQ without a detailed schedule, numbers of deliverables and exact periods of performance for the resultant Task Orders.
See item # 42. RFP has been updated.
Part III:
Management Approach, Section 1. (d)
RFP / Page 38 /
Section 2. Contract Work Breakdown Structure (CWBS) states “The
CWBS shall be presented in Government Fiscal Year, Government work day and include the minimum level of detail as indicated in the template.”
Please clarify what template the requirement refers to?
There is no template required for the CWBS; the contractor can provide the information in their own format. The RFP has been updated.
Part III:
Management Approach, Section 1. (d)
RFP / Page 38 /
Section 2. Contract Work Breakdown Structure (CWBS) states “Provide a
CWBS in .pdf format with the appropriate level of detail to provide how the Offeror intends to manage the proposed effort with visibility of tasks, activities, schedule, and list of deliverables.”
Please clarify the Government’s expectation for appropriate level of
CWBS detail when the solicitation does not provide detailed program information such as supported systems/applications and where they are in the acquisition lifecycle, program schedules, and quantities of deliverables. Additionally, the solicitation states work will be awarded at a later date on an “as needed basis” without further clarification.
The government expectation is that the appropriate level of detail will be provided for TO 0001 only (not the base IDIQ).
File details come from the government source that posted it. Updated .
