If the USA 120M and D6K do not have the GCS components can we supply any interface to the motorgrader and dozer to automate such as hydraulic valve, CAN buss, electronic?
As identified in the Statement of Work and Purchase Description, the Offeror is responsible for providing the equipment necessary for the operation of the LLS. The Offeror is expected to identify in their proposal all components and machine modifications necessary to enable operation of the LLS.
SOW 2
A year ago we sent a proposal to the USMC on how we could install and automate Topcon controls on the John Deere 850JR and Caterpillar 120M. Do we need to follow this proposal or are we free to modify in any way?
This is an independent RFP effort. Previously submitted correspondence is irrelevant. No need to follow any previously submitted proposal/correspondence.
SOW 2
Do the machine control components need to match the color of the equipment they are installed on?
No. PD sections 3.8.4 explains the color requirements for the LLS.
SOW 2
Are there certain requirements as to cable routing or where components can be placed on a machine?
Cable routing and alignment and component placement is the responsibility of the Offeror. Cable routing and alignment and component placement shall not degrade or impair performance of the host machine. New openings in the armored crew protection kit (CPK) are not permitted.
SOW 2
For the machines that are not GCS compatible can brackets be welded to the equipment or must everything be bolt on?
Yes. PD section 3.4.9.10 explains the interoperability of component and machine. The vendor is required to propose solution for permanently installed GCS equipment and plug-n-play GCS components.
SOW 2
Will all the equipment requiring GCS need to be automatically controlled or will machines such as the DUECE and 613C only need 3D indication?
The Grade Control System shall enable automatic blade control on each of the host machines as stipulated in section 3.4.3 of the Purchase Description
SOW 2
Will the grader, dozer, DUECE and scraper be used in specific applications or is the expectation they will all work where capable; mass excavation, rough grading, placing base material, finish grading etc?
As assets employed by the U.S. Army and USMC, the host machines that will use the Grade Control system can be expected to be employed in various applications and environments.
SOW 2
Will all components be permanently mounted or do they need to be removed on a daily or regular basis?
The Government anticipates some components and brackets will be permanently affixed to the host machine to enable the modular plug and play concept required for the Grade Control System. The contract line item (CLIN) structure in the request for proposal (RFP) was established to enable pricing for permanent components via installation CLINs. The Government further expects many GCS components will be removable. Refer to the Purchase Description for requirements, especially section 3.4.7.3.
SOW 2
Is it more important to maximize machine performance when grading or to minimize the overall cost of the control system? Do we need to match the GCS capability or do you want better technology?
All performance requirements must be met. Performance requirements come first. Please refer to the Evaluation section which starts on Page 182 of the RFP.
SOW 2
Do we need control the USMC and USA machines only in 3D mode or will you require they also work with 2D components such as sonic and laser sensors?
The Grade Control System shall enable 2D and 3D operations as identified in section 3.4.9 of the Purchase Description.
SOW 2
If the USA is only looking to procure GCS what will they be using for base stations to send corrections to the machines?
Purchase Description section. 3.4.9 indicates that the Grade Control System will include a GPS Base Station. In order to meet the requirements of the RFP, the Offeror will need to include a GPS Base Station as part of the Grade Control System.
SOW 2
What radio type and frequencies must the GCS be able to utilize?
Grade Control system Requirements are identified within the Purchase Description.
SOW 2
What type of file formats will initially be provided before the data is converted into a 3D models for controlling the GCS machines? Will the same file format be required to load into the survey rover and the machine?
Interoperability requirements are identified within the Purchase Description.
SOW 2
How big is the design file on an average project?
See SOW Section 4.5. File sizes will vary from project to project.
SOW 2
Is the preference to have an entire job in one file or to be able to create break into smaller individual project?
See SOW Section 4.5. The specific situation, mission and availability of construction assets will determine whether a job is broken down into smaller individual projects.
SOW 1., 4.16, 4.16.1, 4.16.2 and 4.16.3
SOW Paragraph 1, Scope, fourth sentence states; “the Army will only be procuring the GCS.” SOW Paragraph 4.16 defines the Army Technical Manual requirements. SOW Paragraphs 4.16.1, 4.16.2, and 4.16.3 list three separate Army Technical Manuals to document the Operation, Maintenance, and Parts List for the GCS. Paragraph 4.16 specifies that; “The manual shall include a complete Repair Parts and Special Tools List (RPSTL).” Since a RPSTL is required, paragraph 4.16.1 specifies a -13&P which covers the Operation, Maintenance, and Parts data in one publication. Paragraph 4.16.2 specifies a -10 Operator’s Commercial-Off-The-Shelf with supplemental data manual which excludes both Field Maintenance and RPSTL parts data. Paragraph 4.16.3 specifies a -23 Maintenance Manual with no Operation and RPSTL parts data. Does the Army desire all three Technical Manuals referenced in paragraphs 4.16.1, 4.16.2, and 4.16.3?
The vendor shall provide pricing for all 3 TM references identified in the Statement of Work.
SOW 1., 4.16, 4.16.1, 4.16.2 and 4.16.3
If no to question #1, which paragraphs are applicable to support the Army? If paragraphs 4.16.2 and 4.16.3 are only applicable, then paragraph 4.16.3 should be changed from a -23 to -23&P to include the RPSTL.
The vendor shall provide pricing for all 3 TM references identified in the Statement of Work.
DD Form 1423
We notice during our review of the RFP that no DD Form 1423's are contained within the solicitation or as an attachment. Will there be any provided in a future amendment?
No, we will not utilize DD form 1423, for USMC will not use CDRLs for COTS/NDI.
DD Form 1423
If no to question #3, for scheduling and future invoicing, will specific deliverables be tied to specific CLINs and related SOW paragraphs in the absence of the DD Form 1423’s for data delivery?
Each Data deliverable identified as separate CLINs have delivery schedule in the body of the referenced SOW sections.
SOW 2
SOW Paragraph 2 states that the U.S. Army Equipment has not been modified to accommodate a Grade Control System (GCS). Our review of the SOW does not specify whether the Army will require Installation Instructions for components that will be permanently mounted to the machine. As such, will the Army require the GCS Technical Manual(s) specified in the SOW include all data relating to the permanent installation of components and the Electronic Components of the GCS System?
Yes, since all host equipment will be outfitted with the installation kit proposed by the vendor, the vendor shall provide installation, operation and maintenance instructions via TM.
SOW 2
Since the specific end item(s) form, fit, and function will change for all effected machines (U.S. Army 120M Road Grader, DEUCE, D6 Dozer, and 613 Scraper), will the Army update each end item legacy Provisioning Data File and the Technical Manuals to reflect each end item configuration change?
This will be the responsibility of the Government. The vendor is required to provide a provision for all equipment in the form of an Provisioning Parts List (PPL). The Government will be responsible for updating any existing host machine TMs or provisioning files.
SOW 2
If yes to #6, who shall perform such legacy Provisioning Data File and the Technical Manuals to reflect each end item configuration change - the machine manufacturer, or the Contractor of this Solicitation?
This will be the responsibility of the Government. The vendor is required to provide a provision for all equipment in the form of an Provisioning Parts List (PPL). The Government will be responsible for updating any existing host machine TMs or provisioning files.
SOW 3.1, 4.16.5.1
SOW Paragraph 3.1 specifies MIL-STD-40051-2A for the development of MIL-Spec Technical Manual documentation whether is COTs with supplemental data or a full MIL-Spec Technical Manual. No documentation yet exists for the U.S. Army requirements, so we view that a MIL-Spec manual data will be required for the Army’s GCS Maintenance Manual. MIL-STD-40051-2A requires that all illustrations be created from the user/maintainer’s perspective. The only way to obtain this data is from a fully configured GCS on each end item. Will the GCS fully configured end items be built to support the Technical Manual development effort as well as those developed to support the PVT requirements?
The Government will provide GFE to the vendor for TM development process and training package development.
SOW 3.1, 4.16.5.1
Additionally, full access to each fully configured GCS end item will be required to support the Technical Manual contractor validation as required per SOW paragraph 4.16.5.1. Will said access be at Government facility or Contractor's location?
The Government will provide GFE to the vendor for TM development process and training package development.
SOW 4.3.1
As no CDRL's are furnished, what specific technical expertise is required from Contractor to support the Government's vulnerability assessment?
Vulnerability Assessments vary from system to system. The Offeror is required to provide technical support as identified in section 4.3 and associated subsections of the Statement of Work (SOW).
General
Will the Government issue orders to Contractor for required travel for said contractor to obtain JTR?
The Government will not issue travel orders to contractors. The exception is when a trainer is going to Japan (Okinawa and the Mainland Japan) to provide New Equipment Training. The invitational order (overseas letter of authorization) will be provided upon completion of all required training.
