1. SCOPE
1.1 Scope. This Purchase Description (PD) describes the technical description and requirements for the USMC Laser Leveling System (LLS) and the Army Engineer Rapid Airfield Construction Capability (ERACC) Type II. The LLS and ERACC will hereinafter be referred to in this PD as the LLS.
1.2 Classification. The LLS consists of a Survey Set (SS) and a Grade Control System (GCS). The LLS is used to design and construct roads, airfields and storage areas/lots. The SS consists of the equipment necessary to collect distance, direction, elevation, and position data that is imported into commercial site design software and translated into site construction plans. The GCS consists of the equipment necessary to provide a machine operator with precise in-cab positioning data relative to site design and automatic blade control, all of which is used in the construction and repair of roads, airfields, and storage areas/lots.
The Army currently intends to procure only the GCS component. The USMC intends to procure both the SS and GCS.
1.2.1 Category. There are two configurations for the LLS as follows:
Category 1: Basic configuration – SS and GCS with transport cases.
Category 2: Low Velocity Air Droppable (LVAD) configuration – GCS with LVAD transport cases.

3. REQUIREMENTS
3.1 General. The Marine Corps is the lead procurement agency for the LLS. The Army has interest in purchasing the GCS through the Marine Corps Contract. There will be differences between the Marine Corps and Army systems. The differences are identified throughout this document. All features and components listed as standard equipment in the contractor’s published specification brochures and catalogs, or normally furnished to commercial customers as standard equipment, shall be furnished. All optional components or features necessary to meet the requirements of this document shall be furnished. The LLS shall conform to all Federal Laws and regulations governing safety which are in effect on the date of contract award.
Section 3 of this PD contains the capability description and technical parameters for the LLS and associated components. It covers both the performance characteristic and the associated specification for which the LLS shall comply. Section 4 of this PD is a one to one relationship of requirements to verify Section 3 Performance Requirements. Compliance with the Performance Requirements shall be verified through one or more of the methods described in Section 4. Failure of any of the systems, subsystems, components or transport cases in form, fit or function before or during test of all of the verification requirements stated in all sections and subsections of this PD will be considered failure of test and failure to comply with the system requirements.
3.2 Item Description. The LLS supports the need to improve efficiency and speed of construction operations such as rapidly constructing helicopter landing zones, access roads and airfields which support C130 and C17 landings. Rapid airfield construction capabilities are intended to support airfield construction as rapidly as 3-7 days. In commercial industry the GCS components are commonly referred to as machine control, grade control, blade leveling or laser leveling. The GCS is used as a means to provide the machine operator with cut and fill information without the use of grade stakes and allows construction work to be conducted at night. The GCS will provide the machine operator with updated real-time, as built site design data to track machine location to intended site design. It will operate as a “plug-n-play” system, able to be installed and re-installed from machine to machine as needed. The LLS will utilize commercial solutions which are readily available and include only minor military modifications specifically needed to support the U.S. military needs.
3.3 Production Testing. When specified, the Government shall conduct testing consisting of a First Production Unit Inspection (FPUI) and Production Verification Testing (PVT), on a sample quantity of production units.
3.4 Performance Requirements.
3.4.1 Functional Requirements. The LLS shall be capable of functioning safely and effectively with the Caterpillar 120M Road Grader, (D6K) T5 Bulldozer, Deployable Universal Combat Earthmover (DUECE), Airborne Scraper Water Distribution System (ASWDS) and the John Deere Medium Crawler Tractor (MCT). The LLS shall not degrade any aspect of the host machine in terms of form, fit or function. The offeror is responsible to ensure the LLS interoperates with the host machines, without risk of hydraulic contamination, reduced hydraulic flow, or without communication faults, conversion and/or translation errors related to the host machine interface. The system shall include an integrated electronic interlock between the GCS and the host machine, which prevents unintentional actuation of the GCS. The host machine shall not malfunction or function independent of operator intension, due to the GCS and host machine interface. The LLS shall consist of components with a minimum of one year demonstrated safe operating performance.
3.4.2 Site Design Capability. The LLS shall be capable of importing and storing site design data produced by the survey and design team. The LLS shall be capable of displaying and operating the following information (but not limited to); importing digital site design data and real-time as-built construction information compared to site design, updateable real-time, as-built project status, machine location and machine blade position as compared to site design in multiple views such as plan view, cross-section and profile views; left/right blade tip, offline guidance, stationing, design name, GPS Satellites and GPS accuracy, and show the perpendicular and vertical offsets from the design surface. The LLS shall be capable of providing the machine operator with in-cab visual information of the actual position, elevation and cross-slope of the machine and machine blade relative to the site design. The operator shall have the capability to use cut and fill data provided by the LLS for visual guidance of vertical and positional grade to a defined blade alignment. It shall have the capability to display 3-dimensional information (i.e. multiple views) on the operators control interface including, but not limited to; road alignment and surface design models and background map line-work data (i.e. showing gas/pipe lines, well heads, fence lines, and site boundaries).
