| There are two Statement of Works noted in the General Scope section, however, Task Order 1 contains scope from both. | The Government intends to award a Base IDIQ Contract. Task orders may be issued for any, or all portions of, the Basic IDIQ Contract General Scope as specified in any given task order. |

The General IDIQ Contract scope, and all task orders, is intended to satisfy requirements for operational support of the MRAP JPO Program Office from date of award through expiration. The management and transition of applicable contracts is supported by the Marine Corps Systems Command contracting civilian personnel only .
11.
CLIN 0004 vs. CLIN 0007, page 5 & 7
Task Order 1, Paragraph 4, Task b. entitled “FMS Administration” scope seems to map to CLIN 0004 (FM/IP Operational Support) and the scope in Task Order 1, Paragraph 4, Task a. entitled “Case Execution” maps to CLIN 0007 (FM/IP Case Support)? Or do both task subparagraphs a. and b. mapped to CLIN 0004?

There seems to be two paragraphs numbered “1.” … 1st entitled “Professional Support Services” and the 2nd entitled “Program and Project Management” … is this numbering correct? Shouldn’t the numbering be “c” to be consistent with the General Scope flow? |
Final solicitation will be corrected.

SOW-Paragraph 6 Statement of Work 2-subparagraphs 2a. Case Execution and 2b. FMS Administration.
The solicitation specifies a level of effort for FMS case execution and FMS administration. Defining the Level of Effort (LOE) at the IDIQ level will not allow for increases or decreases over time, therefore it may be more appropriate to define the (LOE) only at the TO level.
Correct. The level of effort will be defined at the Task Order level.
30

Paragraphs 2 and 4 under Ordering Procedures appear to be contradictory. Paragraph 2 states “individual orders will be placed on a Firm Fixed Price, Time and Material, or Labor Hour basis.” Paragraph 4 states “Orders will be issued on a Firm Fixed Price, with cost reimbursable travel and ODCs…” Can the Government please clarify the types of orders anticipated? For five contracts, the contractor will need to provide 20 points of contact. Will the Government consider requiring only two points of contact for each past performance contract: one from the contracting office and one from the program or technical manager to avoid page limitation constraints?
The final solicitation will reflect the Government’s preference for all four points of contact listed in the solicitation, however, in the event the contact information is not known, please state “unknown.”
Past Performance
Will the Government be providing offerors a Past Performance Information Sheet to be completed authorizing discussions with the Point Of Contacts submitted?

Solicitation Page 77 –Oral Presentations paragraph and Page 86 –Oral Presentations paragraph.
The solicitation states, “The final evaluation of offers will be based on the evaluation of both briefing slides and oral presentations.” Can the Government please clarify if this was intended to read: “The final evaluation of offers will be based on the evaluation of both the written proposal and oral presentations?” This seems to be the intent as indicated on page 79 of the solicitation, paragraph a): Relative Order of Importance: “For Factors 1 and 2 the Offeror’s proposal will be comprised of two integral parts, the written proposal and the oral presentation. The oral presentation is equal in importance to the written submission.”

Page 78 – Oral Presentation paragraph (a)
The last sentence of the 5th paragraph on page 78 is unclear.
Question #1. If the oral is interrupted to request the repetition of inaudible words or statements or for an explanation of terms that are unknown, as stated on page 78, paragraph a), last sentence, will the time clock stop during that interruption? Question #2. There appears to be some words missing in that same sentence (page 78, paragraph a), last sentence). The words “or otherwise engage the Offeror in any dialogue” do not seem to fit in that sentence. Did the Government intend to state that the Government will not be able to “otherwise engage the Offeror in dialogue” during the oral presentation?
Question 1 – Yes
Question 2 – The solicitation will be re-written.
38

If they are to be included in the FFP of the Task Order will the Government provide an estimate number of trips, duration of trips, and number of personnel so that accurate cost estimates can be developed? |
Travel costs are other direct charges related to performance of the services ordered. Travel cost limitations, terms and conditions will be included in the final solicitation.
Note: We currently anticipate that Travel cost limitations, terms and condition will reflect the following:
1) Travel to conduct work at locations specified in the task order as the primary place of performance will not be a direct cost,
2) Travel that is required to manage/supervise personnel will not be a direct cost, and
3) Travel that is required at locations other than the primary place of performance that is related to the service being performed and necessary to satisfy requirements of a task order will be considered a direct cost.
41

No template will be provided by the Government.
45
Solicitation Page 77 –Factor 4 – Price, Sub Factor 1 – Labor Hour Rates – Paragraph 2.
Does the Government intend for subcontractors to provide a total compensation plan for their professional employees, or does this requirement only apply to the Prime Contractor? If this requirement also applies to subcontractors, will instructions be provided for subcontractors to separately submit sealed packages to the Government?
Offerors will be instructed to have their subcontractors submit their total compensation plan directly to the Government in a separately sealed envelope.
46
General
The requirement to submit a technical approach to Task Order 1 is not present in either the written proposal or oral presentation. Recommend the Government clearly identify this requirement as part of the oral presentation only. As a result of adding the requirement, recommend an increasing the number of slides in the oral presentation to 60 and increasing the time limit to 2 hours for offerors to present their technical approach to the task order, as well as their management approach.
The solicitation requires the contractor to provide operational support services. The Government is evaluating the proposed approach to satisfying the Government’s requirements under Factors 1 and 2, and sub-factors. A separate evaluation of a technical approach is not necessary, as the current evaluation scheme is appropriate and adequate to make a best value award decision.
47
General

The final solicitation will reflect a closing date.

If yes, will there be an anticipated level of effort with a requirement to complete Pricing per CLIN for each year at the IDIQ level in addition to the total price for Task Order 001? |
No the total IDIQ Contract will reflect a monetary amount not to exceed-ceiling and will not be evaluated The evaluation of labor rates proposed under the IDIQ Contract, and Task Order 1 will be basis for evaluation of price. See Task Order Procedures for more information.
As specified under ordering procedures, the Contracting Officer will evaluate the proposed level of effort and the mix of labor to perform a specific task being proposed and for determining that the total price is reasonable.
