CONTRACT ADMINISTRATION DATA
CONTRACT ADMINISTRATION DATA
Notwithstanding the Contractor's responsibility for total management during the performance of this contract, the administration of the contract will require maximum coordination between the Government and the Contractor.
Communications pertaining to the contract administration will be addressed to the Contracting Officer. No changes are authorized without a written modification to the contract executed by the Contracting Officer.
The Contractor is advised that only the Contracting Officer can change or modify the contract terms or take any other action, which obligates the Government. Then, such action must be set forth in a formal written modification to the contract, and/or applicable task orders.
Contractors who rely on direction from other than the Contracting Officer do so at their own risk and expense. Such actions do not bind the Government contractually. Any contractual questions shall be directed to the Contracting Officer, or Contract Specialist of record.
The Contractor shall not perform any of the contract closeout functions described in Federal Acquisition Regulation 4.8 during the performance of this contract. In accordance with the Javits-Wagner O’Day Act (41 U.S.C. 47) and Federal Acquisition Regulation 8.7, the placement of contract closeout services on the AbilityOne Program Procurement List requires DoD components to contact the AbilityOne Program when a determination is made to outsource contract closeout work.
The Contractor is hereby notified that any access to the Department of Defense, Electronic Document Access (EDA) website, or any other database or system containing proprietary information is expressly prohibited. Access to proprietary information constitutes a violation of the Trade Secrets Act (18 U.S.C. 1905). 1. A firm-fixed price order will be requested, unless the Contracting Officer makes a determination that it is not possible at the time of placing the order to estimate accurately the extent or duration of the work, or to anticipate cost with any reasonable degree of confidence. When such a determination is made, a labor-hour or time-and-materials order may be issued.
1. The firm-fixed price of the order should also include any travel costs related to performance of the services ordered, as a reimbursable direct costs at the rates provided in the Federal Travel or Joint Travel Regulations. GENERAL SCOPE
BASIC CONTRACT
1. Background MRAP is a joint acquisition category (ACAT) 1D program supporting the requirements of the U.S Marine Corps (USMC), U.S. Army, U.S. Air Force, Special Operations Command (SOCOM), and U.S. Navy for armored vehicles. The Department of the Navy, via the USMC, is the current lead service for the acquisition of the MRAP Family of Vehicles (FOVs). The MRAP program manager reports to the Joint Program Executive Officer (PEO) within the U.S. Marine Corps Systems Command (MARCORSYSCOM) at Quantico, Virginia. The MRAP Program Manager is physically located within Stafford, Virginia.
MRAP vehicles provide enhanced survivability to Warfighters in the theater of operations for Enduring Freedom. The Joint Program Office (JPO) is responsible for establishing a cohesive program management framework to define, plan, acquire, field and support material solutions to war fighting requirements.
The program started with the requirement of 1,185 vehicles and has since grown to more than 27,000 vehicles. Five manufacturers produced forty-three variants of MRAP vehicles. The program is valued at $44 Billion as of FY11. In addition, the program has also established partnerships with twelve allied countries for the acquisition and support of the MRAP FOVs through Foreign Military Sales (FMS).
