| Solicitation page 114, Instructions of Offerors, Proposal Submission Requirements, Factor 4, Sub-Factor 1, Item 2. |
| In the last sentence of this section, the Government states “Offerors are instructed to inform their subcontractors are to submit their total compensation plan(s) in a separately sealed envelope directly to the Government.” However, one of our subcontractors was notified that this was not the preferred method of submission. Please advise if the guidance in the Solicitation is valid, or if the Government prefers that the subcontractors submit to the Offeror and then the Offeror submits all subcontractor sealed packages with its own proposal submission. |
