Q6 Within the current RFP, the government does not specify any page limits for each proposal submission volume. Will the government please clarify if there are page limits for each volume, and if so what the exact page limit is?
A6. Technical proposal is limited to 50 pages. Additional format information added to amended solicitation Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items.
Q7 Regarding the past performance questionnaire (specifically attachment 2), the directions state that it is due back to the government "no later than 24 Feb 2020, 4:00pm (Japanese Standard Time)". As this date has come and passed, will the government please clarify when the Past Performance Questionnaires are due?
A7. Attachment 2 has been amended to require past performance questionnaires as follows: The solicitation due date in block 8 of the solicitation SF 1449.
Q8 In lieu of a Past Performance questionnaire for Volume III, would the government consider the use of a registered CPARS to represent a Past Performance Effort?
A8. CPARS and the Past Performance Information Retrieval System (PPIRS) are synonymous. The solicitation Addendum to 52.212-2 Evaluation -- Commercial Items states: “The primary method of evaluation will be PPIRS…
Q9 The Request for Proposal discusses the need to provide evidence of experience and past performance in terms of similar size, scope, magnitude, and complexity. Relevancy in size, scope, magnitude and complexity can be interpreted in many ways in terms of similar such as OCONUS training of the similar or greater size (dollar amount) that required the contractor to perform the following scope, magnitude and complexity of tasks not dependent on the subject matter being instructed:

Is this the method the Government will use to score experience and past performance? If not, please explain how the Government will determine scope, magnitude, and complexity.
A9. The Government will evaluate past performance in accordance with the Addendum to 52.212-2 Evaluation -- Commercial Items in the solicitation.
Q10 Background: Para. 11.2 and 12.1.1 direct that contractors provide flame retardant clothing for field duty. These uniforms are to be standardized but differentiated from USMC camouflage patterns.
Question: Will the Government accept contractors wearing current U.S. Army OCPs (Operational Camouflage Pattern Uniform)?
A10 Yes, U.S. Army OCPs are acceptable.
Q11 Background: Attachment 2, Past Performance Questionnaire, directs “please submit your response to us via fax or e-mail no later than 24 Feb 2020, 04:00PM (Japanese Standard Time)”.
Question: Can the Government provide an updated PPQ submission deadline to better align with the current proposal due date (May 5, 2020)?

A13 There is currently no contract in place. Previous contract, M6740019P0003 expired on 9 April 2020.
Q14 Who is the incumbent currently providing these services?
A14 Contract award information can be found via FPDS-NG EzSearch website or other public websites.
Q15 What PPE gear is required to be supplied by the contractor?
A15. See A10 and paragraph 11.2 of the PWS.
Q16 Is there an insurance requirement for this opportunity? What coverage?
A16 The Defense Base Act applies. See FAR 52.228-3 - Workers' Compensation Insurance (Defense Base Act) incorporated into the solicitation.

Would the Government please define what constitutes an “arms, ammunition, and explosive handling certification”?

Q18 The contractor will complete and return the draft DD254 (attachment 2) with prime and sub contractor information.
A DD254 is not attached to the RFP. The referenced Attachment 2 is the Past Performance Questionnaire. Would the Government please provide the draft DD254?

Q19 Att 2 Upon completion of this survey, please submit your response to us via fax or via e-mail no later than 24 Feb 2020, 04:00PM (Japanese Standard Time).
The due date provided in Attachment 2 Past Performance Questionnaire appears to be incorrect, pre-dating the solicitation date. Would the government please confirm the due date for the survey is the same as the due date for the proposal, 5 May 2020 at 10:00AM (Japanese Standard Time)?
