Q&A No.3

Question 1: I reviewed the Q&A #2 and here is one very important question.

The Solicitation states that all appliance would need to be delivered to:

Bldg MC 180 Marine Corps Air Station (MCAS) Iwakuni Kanyuchi, 2-chome Misumi-cho Iwakuni City, Yamaguchi Prefecture 740-0025 Japan

Can you please clarify if for the items ClIN 0008 - CLIN 00029 require that the appliances be delivered "inside" every apartment, without installing?

There is no indication in solicitation, however based on the Q&A it appears so.

Answer 1: All appliances will be stored in the Family Housing Warehouse (Installation is not required). Address of Family Housing Warehouse is below.

Question 2: For CLIN 0001 through CLIN 0006. How long do we have to store the appliances until we have authorization to install at the delivery location? In other words if it takes 60 to 75 days to deliver to the Bldg MC 180 in Japan. How long should we estimate that we would have to store these appliances? There's a huge storage cost involved per unit. We will know weeks in advance when the containers of appliances will arrive in Japan. Can't we coordinate the installation to be done as soon as the products arrived in Bldg MC 180?

Answer 2: The building should be ready for installation end of October there is not an exact final date for the completion. Installation should be coordinated with Bachelor Housing Office to avoid storing the appliances.

Question 3: For CLIN 0008 through 0029 we understand that all we need to do is provide door to door shipping. Please confirm that the warehouse that it's going to will be responsible for offloading all those appliances.

Answer 3: Family Housing Warehouse Staff will offload

Question 4: Please confirm the door to door shipping address listed on page 51 is the same location for both the delivery and installation?

If the installation location we need that address to see about transportation/storage and any other incidental costs.

Answer 4: This address provided is the Military Installation local address which the vendor needs to provide to the company of choice for delivery to Base. This is not a address to a storage facility.

Question 5: Please specify whether the washers are TOP LOAD or FRONT LOAD (as measurements match both classifications)

Answer 5: CLIN: 0009 Top Load Washing Machine Also, CLIN 0009, clause F- color metallic- and CLIN 0020 for 298 washers/ as related to 0021 for 298 dryers.

We understand these 55 (fifty-five) washers will be used with Dryers on Line #10- which Are requested as white.

Please confirm which color OR colors on CLIN 0009

Answer 5: Color White

Question 6: CLIN 0002 - Would a 8 ft. be acceptable

Answer 6: Yes, 8ft is acceptable.

Question 7: On CLIN 0011 - Electric Range- clause H- chrome drip bowls White would indicate the model should be quoted in the color white- however clause “j”- says metallic--- does that mean MATERIAL USED (metal vs. plastic) OR A COLOR?

Related CLIN 0022- Electric Range

Answer 7: h. Chrome Drip Bowls - white deleted, j. Metallic or silver material The standard “Drip Bowl/Pan” is a Satin-chrome finish, it should not white

Question 8: CLIN 0014 Please confirm PSI Needs—is it 700PSI or 70PSI?

Answer 8: To with-stand 40-100 PSI

Question 9: CLIN 0023 is 20.5 c.f. refrigerator and CLIN 0029 is power supply cord for the refrigerator. Refrigerator is provided with the cord.

Is line 29 for another appliance?

Answer 9: Disregard CLIN 29. Delete CLIN: 0018 and 0029

Question 10: For CLIN 0005, will the ducting size for the dryer vent be USA Compatible? In other words does the installer have to do anything to modify the walls or piping at the location to fit the dryer vent ducts ? Or is the ducting already ready for the dryer vent ducts

Answer 10: The vent ducts are American Standard size that are already in place, the contractor/vendor does not need to do any modification/alteration to the walls

Question 11: On page 26 it says installation should be completed within 30 days. Is that calendar or business days? Will the installer be able to work on weekends ? Is he expected to?

Answer 11: It is business calender days. The installer will not be able to work on weekends.

Question 12: Is there any licensing requirements for the installer? Does it have to be someone who lives in Japan or can it be an installer from the USA?

(There's no Gas ranges or gas dryers, it's all electric so most of it is plugging in electric.)

Answer 12: License is not required for installation. It does not have to be someone who lives in Japan although there local installers available. The installers can be an installer from the USA.

Question 13: Line item# 0010 (Dryer). Ref: item d - The material finish is the inside or the outside?

Answer 13: Dryer finished color is white. The inside should be standard as all dryer are.

Question 14: Line item# 0003 - We are reviewing this microfridge, we did alot of research on this and the specs match up to one specific Mfg who has this as TAA compliant. The only thing we noticed is the requirement of it being ADA compliant. The Mfg stated, the unit that matches identical to your specs is ADA compliant but it's not officially ADA complaint labeled on the unit. Can we still quote this unit even though it's not officially listed as ADA compliant? (It is a Energy star rated).

Answer 14: ADA Compliant was deleted.

Question15: Line item# 0011 & 0022 (Electric Range) - Ref: item h & j. The colors are different, which colors do you want white or stainless?

Answer 15: Metallic or Silver would acceptable

Question 16: Line item# 0008 & 0019 (Dishwasher). Item h, please check the requirement of 7.4 cuft. This is not usually an characteristics associated with dishwashers. It's normally with Dryers.

Answer 16: Disregard/Delete “7.4 Cu FT”

Question 17: Line item# 0008 & 0019 (Dishwasher). Item c, please check the requirement of the high temperature wash option. This feature is unique and will make this line item very costly. Please clarify this is a requirement and if there's any more details about what this his item wash should have?

Answer 17: The “High Temperature Option” must include a sanitize cycle with a minimum temperature of 155 F.

Question 18: Please provide model numbers so that we may quote the correct item.

Answer 18: Government will not provide model numbers. Offers should match the specification.

Question 19: I see that the delivery and installation will be in Japan. Can you explain what type of installation service you will require.

For example, does installation mean: Plug in, hook up vents, cords, stack washer/dryers etc.

Answer 19: Yes it does mean, Plug in, hook up vents, cords, stack washer/dryers etc.

Question 20: Please provide a list of the items that you need to be installed.

Answer 20: Installation is required for CLIN 0001 ~ CLIN 0006

Question 21: We noticed that in the Q&A, #2: What is the time frame for this project?

Answer 21: The building will be ready for installation no later than 01 October to 30 November 2016.

Question 22: Would you be able to accept deliveries before October 2016? I ask because we need to work without suppliers to confirm that they are able to keep the quantity required for the length of time. It may also be possible that these items would become discontinued if we have to wait.

Answer 22: The building will be ready for installation no later than 01 October to 30 November 2016. Government will notify the awardee by 1 September 2016 of actual delivery date. If storage is required by the contractor due to an later delivery date, reasonable storage costs will be reimbursed at cost. Although the buildings scheduled completion date is September 2016 and if the contractor choose to deliver the items ahead of time, the contractor must make arrangements with an outside storage facility. If this situation is foreseen, the contractors must provide a bid with storage costs, whether needed or not, for up to 60 days.
