Questions and Answers

Part 2

1. Question: CLINS 005, 006 and 008 call for a multipair plenum copper cable. Are these cables to be CAT 3 voice grade cables?

Answer: The requirement is as follows - CLIN 0005 outdoor grade 25pr Cat3 copper cable, CLIN

0006 indoor plenum 25pr Cat3 copper cable and CLIN 0008 indoor plenum 100pr Cat3 copper cable.

2. Question: Are we supposed to furnish fiber patch cords for each fiber run? If so, how many patch cords per fiber run?

Answer: Yes, there should be one for each side of the connections on each CLIN.

3. Question: In CLIN 0007, we are supposed to relocate the existing UPS that is in a cage against the wall. Does this UPS get relocated to the new rack or the existing rack?

Answer: Yes, the UPS gets relocated to the new rack.

4. Question: Aerial lifts will be required in almost every building. Will there be somewhere onsite

(preferably indoors) where we can store the lift in each building when work is not being done?

Answer: Yes, aerial lifts can be stored onsite, however, there is no guarantee that there will be space available to store them indoors.

5. Question: Are there any liquidated damages associated with this contract should it not be completed in the allotted time frame?

Answer: No, however, the contractor is responsible for iterating concerns to the COR that may result in project delay. These concerns shall be communicated to the COR as soon as they are identified.

6. Question: Do the existing conduits have enough spare capacity to accommodate the new cables needed in each CLIN?

Answer: Yes.

7. Question: The RFP lists that the Service Contract Act (SCA) Wage Determinations #2015-4539

Revision Number 14 applies. Is there a specific prevailing wages list for this project that can be provided?

Answer: No. The Service Contract Act (SCA) Wage Determinations #2015-4539 Revision Number

14 is applicable to this requirement.

8. Question: The RFP states that EM-385 will apply for this contract. Does this contract require a full time Superintendent and/or Site Safety and Health Officer to be onsite at all times? In addition, will the prime contractor be required to have a full time Quality Control Manager onsite while work is being performed? If these positions are required, can they be combined so that the personnel chosen can wear “multiple hats”? For instance, one qualified person serving as the Superintendent, SSHO, and Quality Control Manager? Please advise.

Answer: Yes, this contract requires compliance with the EM-385. For this project, the positions can be combined.

9. Question: Would it be acceptable to use Microsoft Project for the scheduling software on this project?

Answer: Yes.

10. Question: Will there be any requirements for specific buildings and working outside of normal working hours (holidays, weekends, night shifts, etc.)?

Answer: No.

11. Question: Will the contractor be required to have a temporary office trailer onsite (on Blount

Island)? If so, is there a dedicated location for temporary office trailers or will the contractor be allowed to stage it in an area remotely close to the work areas?

Answer: No.

12. Question: Can the Government provide scaled site drawings to properly measure from point to point for fiber and copper cable runs?

Answer: The Government does not have scaled site drawings from point to point available.

13. Question: Can the Government provide clarification if contractors shall submit a quote only, or if technical write-up and past performance information is required also? Will the Government provide specific proposal requirements for this RFQ?

Answer: The contractor may submit a quote as a separate document in addition to the signed solicitation, amendments and a capabilities statement. At the minimum, the contractor must submit the signed solicitation (inclusive of pricing), signed amendments and a capabilities statement. (If the amendments are not signed, an email acknowledging each amendment will suffice.)
