SCOPE OF WORK (SOW)The SECREP assembly shall be remanufactured by returning a used, worn out, or otherwise unserviceable SECREP to a condition that is as close to new as possible. The SECREP is completely disassembled, cleaned, inspected, machined, reassembled, aligned/calibrated, and tested to ensure functional operation and conformance to quality standards. All core SECREPs are reworked to meet all of the Original Equipment Manufacturer (OEM) specifications thereby ensuring that the remanufactured SECREP meets OEM specifications. Wearable component parts such as bearings, rings, pistons, and gaskets are replaced per OEM instructions. Remanufactured SECREPs are returned to a like new condition in regard to performance and reliability.
REMANUFACTUREREQUIREMENTSThe contractor shall perform the following summarized remanufacturing services: a) Removal from container/crate b) Teardown and evaluation of the SECREP c) Clean and strip protective coatings as required by the OEM specifications d) Perform dimensional check of all components and check all mating fits and clearances e) Replace wearable component parts in accordance with (IAW) OEM specifications; parts such as seals, gaskets, and filters. f) IAW OEM specifications and applicable technical manual, test, evaluate, refurbish, and or replace items such as starter, alternator, carburetor, turbochargers, wiring harness, fan clutch, pump, machined head, crankshafts, cylinder blocks, tubing, glow plugs/injectors. f) Fit check all new/serviceable components g) Reassemble to OEM specifications h) Test in accordance with OEM and or military specifications i) Re-containerize/re-crate the remanufactured SECREP for shipment to the specified location using commercial methods. Include desiccant bags for containerized items.
ADDITIONAL WORK/DAMAGED OR INCOMPLETE SECREPAll components identified on the configuration checklist as core/mandatory replacement items are required to be present and serviceable, expecting fair and reasonable wear. Core/mandatory replacement Items are those items designated as core/mandatory replacement items as indicated on the NSN configuration checklist shall be replaced by the Contractor during remanuacture and shall not be submitted as O&A. The contractor shall notify the Government of any missing or physically damaged components, as described above, these items will be handled IAW the Over and Above procedures in the PWS and will require the following actions: a) The need for Over and Above work shall be identified within 25 days (CONUS) and 33 days (OCONUS) of SECREP indcution joint inspection date. b) When O&A work is required, the Contractor will cease any ROR action and obtain authorization to proceed from the government Contracting Officer (KO). c) The contractor shall, within 5 working days, submit to the Contracting Officer’s Representative (COR) an O&A work request with supporting photos as necessary. d) O&A pricing propsed by the Contractor is subject to acceptance by the Government. e) Once the KO approves the O&A work request, the price and TAT are fixed and contractually binding. Typically these charges relate to missing components, damage not due to fair and reasonable wear, and unit requests such as special packaging. O&A cost is for materials only. e) If the contractor believes that an item is Beyond Economical Repair (BER) or Beyond Physical Repair (BPR) the O&A work request will state as much and provide justification. The Government may provide replacement items for missing or physically damaged items with no additional cost to the Government provided such replacements are shipped concurrently with the SECREP.
TURN IN/INSPECTION/ ACCEPTANCEUsing the SECREP configuration checklist, the government and the contractor personnel will conduct a joint inspection when the SECREP is inducted and return from service.
WARRANTYThe Integrator shall warrant all RORs to perform to OEM specifications for the period specified in the NSN Detail Listing (including specific storage and/or operational warranties). WRRs will include supporting photographs that should contain a specific identifier, preferably the serial number for the SECREP. Storage Warranty: Starts the date the SECREP is turned over to the government. Operational Warranty: a) If there is an active storage warranty, the operational warranty starts the day the SECREP is issued to the end user which will terminates the storage warranty. b) if there is no operational warranty the storage warranty begins the date the SECREP is turned over to the government. c) Once a SECREP is issued to the end user the warranty card must be returned to the contractors site representative to record the date indicationg the start of the operational warranty. Warranty Claims Procedures: a) If an SECREP fails to conform to OEM specifications during the warranty period or is turned in for ROR within the warranty period, the contractor will identify that the SECREP is under warranty and return the SECREP to OEM specifications within the originally specified TAT at no cost to the government. The contractor may use ATAC shipping to and from OCONUS locations. b) If the contractor determines that the warranty is fully or partially voided, he shall submit a WRR and O&A proposal (if the cost exceeds the contract FFP) for the required work to return the SECREP to OEM specifications including shipping. c) A WRR submitted with the status of "Accepted" for the warranty; work will immediately commence. d) A WRR submitted with "Denied" and has cost associated with the repair will require a written response from the Government for acceptance. No repairs will be made until such acceptance and approval is provided. Warranty Conditions: This Warranty does not apply to any SECREPs that have been installed or operated in a manner not recommended by the OEM; nor to any SECREP in which parts not manufactured or approved by the OEM have been used; nor to any accessories installed on the SECREP where the accessory manufacturer has its own warranty; nor to normal maintenance services or replacement of normal service SECREPs. This Warranty shall not cover damage as a result of improper installation, overheating, vehicle misapplication; engine caused failures (vibration, misalignment), improper cooler/filter function, fluid contamination, shift shock, improper maintenance, or standard preventive maintenance.
