The requirement addresses failing security surveillance infrastructure across multiple barracks locations by procuring a complete, turn-key surveillance solution and providing professional installation, configuration, and testing services. The scope encompasses acquisition and installation of eight Digital Video Recorders (DVRs), nine 5-megapixel cameras, five 500VA Uninterruptible Power Supplies (UPS), and seven 22-inch HD monitors, along with CAT5 wiring, professional labor, system programming, operational testing, and a one-year warranty. All equipment must comply with NDAA Section 889 and Trade Agreements Act (TAA) requirements, prohibiting use of covered manufacturers such as Huawei, ZTE, Hytera, Hikvision, and Dahua. The PWS provides specific approved equipment models including the QND-7082R camera, QRN-1630S DVR, SMART500RT1U UPS, and VG2239Smh-2 monitor, with acceptable equivalent alternatives meeting stated salient characteristics.

Service requirements include professional installation of cameras on brick walls (exterior and interior), configuration of the system for independent network operation with 24-hour continuous recording and minimum 30-day rolling footage retention, complete system integration with existing equipment, and functional testing of all components prior to government acceptance. The project spans 11 locations across the barracks with a 90-day performance period from Award and Receipt of Order (ARO). Contractor personnel must obtain Defense Biometrics Identification System (DBIDS) enrollment, valid government-issued identification, and base access credentials prior to work commencement. The contractor is responsible for all planning, travel, lodging, and equipment staging at barracks parking lots, and no flightline access is required. The government will not provide travel, lodging, or local transportation support for contractor personnel.
