About this file
This is a Performance Work Statement (PWS) for the acquisition, professional installation, configuration, and testing of a complete security surveillance system at Marine Corps Air Station (MCAS) New River barracks. The current surveillance infrastructure is failing and compromising personnel safety and property security, necessitating a comprehensive upgrade to a turn-key solution featuring uninterrupted high-resolution visual coverage and secure footage storage.
The contractor must deliver and install eight Network Video Recorders (NVRs), nine 5-megapixel IP cameras, five 500VA Uninterruptible Power Supplies (UPS), and seven 22-inch HD monitors across 11 locations at MCAS New River within a 90-day performance period. All equipment must be NDAA Section 889 and Trade Agreement Act (TAA) compliant, excluding prohibited manufacturers such as Huawei, ZTE, Hytera, Hikvision, and Dahua. The PWS specifies acceptable COTS equipment options (QND-7082R cameras, QRN-1630S NVRs, SMART500RT1U UPS units, and VG2239Smh-2 monitors) or equivalent compliant alternatives. Service requirements include professional installation with knowledgeable technicians using ladders for interior work and lifts for exterior three-story building access, system configuration for independent network operation with 24-hour continuous recording retaining 30 days of rolling footage, full hardware integration, and comprehensive functional testing of all camera feeds, recording triggers, UPS battery transitions, and monitor outputs. The contractor must obtain all necessary Defense Biometrics Identification System (DBIDS) enrollment and base access credentials for personnel prior to work commencement, with all costs for travel, lodging, and local transportation the responsibility of the contractor. A standard one-year warranty covering maintenance and upkeep is required following installation completion.
