SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

RESPONSE TO QUESTIONS

Question 1. Does the Government intend for software upgrades to only include patches and minor software service packs or does the Government intend that this sub-factor will include major software upgrades as well?

Response 1. All software upgrades regardless of size. Quote should be priced accordingly.

Question 2. If major software upgrades are to be included, is it the Government intent for labor and additional hardware to be included as well?

Response 2. Yes. The cost of all labor required for the support services for all hardware and software

(including any equipment repaired/replaced in accordance with the contract) listed in the PWS and attachments shall be included in the quoted price.

New hardware, in addition to that already in place or equipment repaired/replaced in accordance with the contract, will be purchased through a separate contract and any support services shall be procured separately. Quote should be priced accordingly.

Question 3. In the unlikely event that a battery plant as a whole is defective, does the Government require the contract holder to replace the entire battery plant?

Response 3. Yes, as long as failure is not a result of instances beyond the control of the Government or contractor such as acts of God, terrorism, water damage, negligence and power surges. Quote should be priced accordingly.

Question 4. Is the contract holder responsible for repair and replacement of failed components during instances beyond the control of the Government or contractor such as acts of God, terrorism, water damage, negligence and power surges?

Response 4. Yes. Quote should be priced accordingly. No. The cost for the repair and replacement of failed components during instances beyond the control of the Government or contractor such as acts of God, terrorism, water damage, negligence and power surges will be negotiated separate from the contract.

Question 5. The RFP states that proposals are required in hard copy, but recent conditions have necessitated electronic submission only to avoid any potential spread of COVID contamination. Request that the Government change the submittal requirement to electronic only.

Response 5. The RFQ contains no mention of required hard copy submission. Electronic submission of quotes is acceptable but shall be in accordance with the format provided in FAR provision 52.212-2. Clarification has been added to the provision.

Question 6. Regarding SOW 2.7.4, Remote Diagnostics, in our experience, other Marine Corps customers make no provisions for outside/remote connection to a USMC owned telecommunications system. Please specify how the contractor will be allowed to access the UC and DWDM systems to perform remote diagnostics and other remote functions.

Response 6. Remote diagnostics will only consist of the MCAS Beaufort Tech calling the contractor and requesting assistance or providing information via phone or other methods that do not require the contractor connection to and having control of the equipment.

Question 7 What is the anticipated start date for the first year Period of Performance?

Response 7. Please see the Period of Performance table that has been added to the PWS.

Question 8. For support contracts that have expired will the government assume responsibility for reinstatement fees?

Response 8. No. Quote should be priced accordingly.

Question 9. For the Coriant and Tellabs product a general description is used and serial numbers are provided, however this does not enable the actual unit type to be identified. For products listed by manufacturer, is it possible to get a description of what each item is?

Response 9. Looking at the IUID column on the list the part number/type is noted. Attachment 1 has been changed to add a description.

Question 10. Regarding SOW 2.6, Software Support, should the Government’s use of the word “upgrades” be interpreted as Major Release (i.e. R6 to R8) or .dot release updates available via most manufacturer security patch update program?

Response 10. Yes to both. If something changes within the USMC network and the systems need patching or upgrading we will need assistance with that; if systems command says that we need to upgrade our systems to insure that our devices adhere to policy standards we would require this “upgrades” of systems support.

Question 11. Regarding SOW 2.6, Software Support, if the government requires Major Release upgrades to be made available on the UC and DWDM suites hardware, should the effort to perform these upgrades be included in our proposal pricing?

Response 11. Yes. Quote should be priced accordingly.

Question 12. Regarding SOW 2.5(b), if emergency replacements are shipped and installed, is it expected these replacements are not removed when the R&R service on the failed part is complete?

Response 12. No, when the replacement part is received at MCAS Beaufort, the part will then be switched and the “BAD” part will be shipped to the contractor.

Question 13. Regarding SOW 2.5(b), if emergency replacement shipped and installed are to remain, and not be removed when the R&R service on the failed part is complete, does the contractor keep the repaired part?

Response 13. Yes, when the replacement part is received at MCASB the part will then be switched and the

“BAD” part will be shipped to the contractor.

Question 14. Regarding SOW 2.2, Core TAS/ETAS, is it the government requirement to contact a single support site

24/7 for all UC and DWDM support requests, rather than contacting each manufacturer separately?

Response 14. Yes. O A single support point of contact will be required with one ticket number. The support contractor will work with the separate vendors at that point and have them contact the correct POC at

MCAS Beaufort.

Question 15. Regarding SOW 2.6(a), is the intent of this requirement to have software patching and upgrades performed within 20 days of their release by the manufacturer?

Response 15. Yes. However, the Government realizes that there may be occasions when this is not possible.

The COR for the contract shall be notified when there is a delay and the reason. The MCAS Beaufort technicians will help in maintaining the required security patches but will from time to time need assistance in patching systems that need system program upgrades in order for the patch to be system compliant

Question 16. Regarding SOW 2.6(a), if the intent is to have all software patching and upgrades performed within 20 days of their release, will the government please provide an overview of their weekly maintenance window for performing these types of patches and upgrades?

Response 16. Will be provided after award. However, the Government realizes that there may be occasions when the 20 day period is not possible. The COR for the contract shall be notified when there is a delay and the reason. The MCAS Beaufort technicians will help in maintaining the required security patches but will from time to time need assistance in patching systems that need system program upgrades in order for the patch to be system compliant

Question 17. Regarding SOW 2.7.1, what level of certification or authentication is required to demonstrate items are being remanufactured to TAA, JITC, DISA, or other DoD standards?

Response 17. Returning the items requiring repair to is full operating capability while meeting all manufacture standards would be sufficient proof.

Question 18. Regarding SOW 2.7.5, Scope of Remote Diagnostic Services, please identify whether there is contracted or government on-site support personnel, on other support contracts, providing onsite maintenance and support to any elements of the UC and DWDM infrastructure.

Response 18. There is no other contracts providing support services for the equipment listed in this RFQ. The only onsite support is the MCAS Beaufort government technical staff that will be administering and providing maintenance on these systems daily.

Question 19. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

Response 19. This is a new requirement. All equipment was previously installed and the covered under warranty following installation. This was done under more various task orders issued by Marine Corps

Systems Command against GSA schedule GS00Q12NSD0016 to Nextirone Federal, LLC.

Question 20. Evaluation Factor 1 for Volume 1 states the ‘volume shall be limited to 15 double sided pages.’ Can the Government confirm the intent is for the technical volume to have a 30 page limit?

Response 20. Yes, the technical volume shall include no more than 15 doule sided pages ro 30 single sided pages. Cover sheets, table of contents, and other front matter are not included in the page limit.
