The Government requires that the vendor’s quote provide a complete response to the evaluation criteria set forth in the request for quote and to the requirements set forth in this document. The Government reserves the right to award without conversations, or to conduct conversations with vendors if later determined by the

Vendors shall furnish past performance reference data for contracts which required the same or similar type services with their offer.
Past performance information utilized will be obtained from the vendors' references, other customers known to the
Government and others who may have relevant information. Evaluation of past performance may be quite subjective based on consideration of all relevant facts and circumstances; however, the basis for conclusions of judgment will be documented. No information will be considered which is over 3 years old. The government may use any authorized method of obtaining and evaluating past performance including personal knowledge of the vendor’s performance from government employees who have worked with that vendor.
It is suggested that your references be notified that they are being named as a reference. The Government will contact the vendor’s customers to obtain information regarding the vendor’s actions under previously awarded contracts

For the base year and all option years the vendor shall provide:

Additionally, the contractor shall provide the total cost of the base and all option years.
B. Evaluation Factors for Award
FACTOR #1 TECHNICAL/MANAGEMENT CAPABILITY
This factor is met when the vendor meets the acceptability standard for each sub factor: The sub factors are listed below:
Sub factor A: The vendor’s narrative demonstrates a clear understanding of the scope of work. Vendor has corporate experience that is commensurate to performance of this contract.
Sub factor B: Demonstrates acceptable work methods to perform the work. Work methods proposed adequately addresses all requirements.
Sub factor C: Vendor provided documented skills and experience as detailed in the Performance Work Statement.
Sub factor D: Resumes/or position description (PD). Resume/PD demonstrates personnel experience and qualifications that meet requirements detailed in the Statement Of Work.
Sub factor E: Demonstrates a process to manage and accomplish phase-in hiring and orientation to include complete workforce requirements and hiring of all personnel necessary to accomplish all contract requirements with no disruption.
Sub factor F: The vendor’s narrative demonstrates the ability to provide seamless phase-in of personnel to fully support requirements of this contract by 05 August 2014..
FACTOR #2 PAST PERFORMANCE.
This factor is met when:
A determination can be made that the vendor has satisfied its customers in the past and demonstrates past performance and has provided same or similar services, similar in size, scope and complexity within the past three
(3) years.
If the vendor does not have relevant past performance, a rating of neutral will be assigned to this factor.
Sub factor A Quality of service. Compliance with contract and standards of good workmanship.
Sub factor B Timeliness of performance. Met performance times and did not receive any cure or show cause notices nor have numerous complaints.
Sub factor C Customer (end-user) satisfaction. Customer (end-user) satisfaction of overall performance for services
Sub factor D Business relations. History of reasonable and cooperative behavior and overall business-like concern for the interests of the customer.
FACTOR #3 PRICE/COST PROPOSAL. Pricing will be the deciding factor for all quotes found to be equal in respect to technical capability and past performance. All pricing will be tested for reasonableness. Unreasonably high prices will be rejected and unrealistically low prices will be considered as evidence of lack of understanding of the requirement. The evaluation of pricing will be considered both objectively and subjectively in relation to the relative merits of the quotes submitted.
B1. Evaluation Criteria for Quotes The Government intends to award one contract as a result of this solicitation;
however, the Government reserves the right to award no contract. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Technical/Management Capability
2. Past performance
3. Price
Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
B1.1 Basis for Award. This is a best value competitive source selection. Award will be made to the vendor whose quote is determined to be the most advantageous to the Government, price and other factors considered. The technical/management proposal factors and past performance factors, when combined, are significantly more important than the price factor. Therefore, the Government may accept other than the lowest priced technically acceptable quote if it is determined that the additional technical merit quoted provides the best value to the
Government. Technical/management plan and past performance will be rated equally. The Government will evaluate information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. The Government intends to award one contract as a result of this request for quote. The Government reserves the right to make an award based on initial quotes received, without conversations, based on evaluation criteria discussed in A5.1 of this document.
The Government reserves the right to hold conversations with any vendor whose quote is determined to need further information or clarification if that is determined to be in the best interest of the government.
