MCIEAST Contracting Department Questions and Answers M67001-14-T-0004 Question 1: In accordance with the solicitation instructions, all company identifying information shall be removed from the quote. However, it is not clear as to whether this instruction pertains to the past performance volume. As you know, providing the information stated in the solicitation requires us to divulge names, contract numbers, locations, etc. This information alone allows for the identification of a bidder. Question: Does the government require bidders to remove company identification from the past performance volume?

Answer: You can include your company information in Past Performance.

Question 2: Page 7 of the solicitation, Sub factor F states the phase-in of personnel shall support the requirements of the contract by 30 June 2014. Question: What is the governments expected phase-in period?

Question: Can the government please clarify whether or not CMS personnel are can provide their own hand tools?

Answer: We do NOT want CMS personnel to provide their own tools. We want to ensure that tools used are outlined in the TCM. We also want to ensure accountability of tools and that there is no room for open interpretation of the tools that are not authorized in the TCM.

Question 5: Page 12, paragraph J: This paragraph is a bit confusing. As stated, it appears the USMC has final responsibility for the completed work. However, the second sentence in this paragraph states that “in the absence of a qualified CMS CDI or CDQAR, final responsibility for completed work will remain with the USMC. Question: Can the government define if CMS CDI or CDQARs ever have final responsibility for completed work?
