M3 Pre-Solicitation Notice Summary

This is a Pre-Solicitation Notice issued by the State of Oregon's Enterprise Information Services (EIS) and Data Center Services (DCS) program regarding managed services for Mainframe, Midrange, and Middleware (M3) platforms. The State of Oregon intends to release a Request for Proposals (RFP) in late July or early August 2025 for a managed services contract anticipated to span five years plus subsequent option years. The RFP will be posted on OregonBuys, the State of Oregon's web-based eProcurement system, with proposals expected to close approximately 45 calendar days after the RFP is issued. The selected service provider will be responsible for managing all mainframe, midrange, and middleware services currently provided by EIS, recommending continuation or disposition of existing software and hardware agreements, proposing transformation and innovation initiatives, and providing support for agency-specific modernization projects. Key project objectives include maintaining current service performance levels while enhancing resilience, ensuring support resource availability through knowledge transition, optimizing cost efficiency through a primarily operational expenditure (OPEX) model, and enabling agency-specific projects with dedicated resources.

No specific pricing terms, budget figures, or set-aside designations are detailed in this Pre-Solicitation Notice, as it is informational and for planning purposes only. The notice explicitly states that no solicitation package is provided and that proposals or offers should not be submitted in response to this notice. Interested parties are advised to register with OregonBuys prior to the RFP publication and to monitor OregonBuys directly for future announcements, as the project may be delayed, cancelled, or revised at any time. EIS will not respond to questions submitted regarding this notice, and all communications and information will be made available exclusively through the OregonBuys platform.
