About this file

This is a Questions and Answers document related to a federal contract solicitation for support services at Fort Stewart, Georgia.

The file addresses inquiries regarding Solicitation Number M2710027QSD01 for the 26 MEU Rural Urban Training Exercise - Basic Life Support. The Q&A document has been updated multiple times, with the most recent revision (Update 0003) clarifying equipment requirements and service specifications. Key clarifications include confirmation that no ADA toilets with sinks are required—only standard dual spigot potable handwashing stations—and that dumpsters must be emptied every two days. Answer 9 was revised to direct vendors to section 6.1 of the Performance Work Statement for complete equipment and quantity requirements. The document indicates that the RFQ and Performance Work Statement have been updated to reflect the posted questions and answers, with the updated PWS to be reposted to sam.gov.

Q&A

1. Please confirm whether FAR 52.219-14 (Limitations on Subcontracting) applies, and whether an offeror may use a local small-business portable sanitation/rental company to deliver and service the equipment. – FAR 52.219-14 does not apply. FAR 52.219-4 erroneously included in RFQ. Please disregard. RFQ will be updated and posted to sam.gov.

2. Is any minimum insurance coverage required of the contractor, and may a subcontractor's policy naming the contractor as additional insured satisfy it? – not required

3. Will the Government escort or sponsor contractor vehicles for base access to the training areas, and how far in advance are driver names needed? – escorts will be available. Driver names will be needed no later than a day before the beginning of the period of performance (October 28)

4. Will invoicing be a single invoice in WAWF after completion, or partial invoices? – invoicing will commence once all services have been rendered complete, so when the period of performance concludes on November 24.

5. The RFQ CLIN 0001AA and PWS site schedule show the eight AHA floodlights through November 24, 2026, but PWS performance-checklist item 7 still says November 20. Should floodlights be priced for all 28 days, October 28–November 24? October 28–November 24 (28 days). PWS will be updated and posted to sam.gov.

6. What is the current quote closing date, exact time and time zone following this update? The RFQ refers to the posted listing rather than printing that deadline. Responses are due Oct 21, 2026, 11:00 am EDT

7. The RFQ describes an order against a schedule contract but labels the GSA number “if applicable.” May an otherwise eligible, SAM-registered small business submit a non-GSA quote covering all line items, or is a schedule contract required? This is an open market solicitation – submit a non-GSA quote. RFQ will be updated to remove ‘schedule contract’ verbiage and posted to sam.gov.

8. (PWS 3.1, 3.2, 6) Where at Hunter Army Airfield will the equipment go (general area or building number)? Which gate should we use, and what are the allowed delivery hours? What time must the equipment be ready on October 28, October 30 and November 8, and when must it be picked up after the last day? Gate locations and allowed delivery hours will be provided upon award by the technical point of contact. Equipment can be set up as early as October 27 and no later than 8:00 am on the first day of performance for each location. Equipment can be picked up as early as 6:00 pm on the last day and no later than 8:00 am the next day for each location.

9. (PWS 3.2–3.5, PRS 4–6) How many people will use each site? Do you need any ADA (wheelchair-accessible) toilets or toilets with sinks? What size hand-wash stations do you need? How many times per week should we empty the dumpsters? Refer to section 6.1 for required equipment & quantities. No ADA toilets with sinks. Standard dual spigot, potable. Empty dumpsters every two days. PWS will be updated and reposted to sam.gov.

10. (PWS 3.4, PRS 7) Are LED light towers on trailers acceptable for the 8 floodlights? What hours will the lights run each night, and who will turn them on and off? Should they run on diesel, and can we refuel on site at any time? Will we set up the lights based on the TPOC's layout? LED lights are acceptable. A designative representative will turn them on and off. They will run almost 24/7 diesel. Refueling on site at any time is allowed.

11. Schedule contract. The RFQ states: "This is a solicitation for commercial items to place an order against a schedule contract using the procedures of FAR 12.2." No schedule is named, and the notice is an open Total Small Business set-aside (FAR 52.219-6). Please confirm that holding a GSA or other schedule contract is not required to quote or to receive award. See question 7.

12. End of the period of performance. PWS paragraph 5 and the RFQ CLIN table (CLINs 0001, 0002 and 0004) end performance on 24 November 2026. The SAM.gov notice summary and PWS paragraph 9, Performance Requirements Summary item 7 (floodlights, 28 Oct to 20 Nov), state 20 November 2026. Please confirm which end date governs, and whether CLIN 0001AA (floodlights) is priced for 28 days as shown in the CLIN table. See question 5.

13. CLIN 0002 location and wage determination. CLIN 0002 is titled Hunter Army Airfield, but its grid, 17R MR 46623 27774, plots on Fort Stewart at Wright Army Airfield, about 26 miles west of Hunter Army Airfield. The attached Wage Determination 2015-4485, Revision 32, covers Liberty and Long Counties; Hunter Army Airfield is in Chatham County. Please confirm the delivery location for CLIN 0002 and, if it is Hunter Army Airfield, which wage determination applies to that CLIN. Grid is correct and is for Wright Army Airfield, not Hunter. Erroneous input. PWS and RFQ will be updated and posted to sam.gov.
