LIFE SUPPORT – UNITAS 21 – PERFORMANCE WORK STATEMENT

1.0 BACKGROUND

This Performance Work Statement (PWS) outlines the requirement for Life Support for the UNITAS-21 multinational exercise. The Life Support requirement includes port-a-johns, wash stations, dumpsters & trash removal services, generator, fire extinguisher, air compressor, flood lights, tent, ECU/HVAC, tables & chairs and bulk water.

2.0 SCOPE OF WORK:

This requirement for Life Support includes port-a-johns, wash stations, dumpsters & trash removal services, generator, bulk water, fire extinguisher, and water disposal.

The Contractor shall perform Life Support services in accordance with the schedule and as defined within this Performance Work Statement (PWS).

The Contractor is required to assign a person to oversee this contract and be able to address discrepancies or make authorized changes to the contract. This person shall be available for communication with the Contracting Officer during the Period of Performance.

Contractor shall set up equipment and be ready to perform service by start time.

The Contractor is responsible for, and the unit price shall be inclusive of, all logistical requirements of its personnel and equipment, to include, transportation, lodging, sustenance, and any other related items required by its personnel in order to fulfill the services in this PWS.

The Contractor is responsible for, and the unit price shall be inclusive of, all delivery, pickup, cleanup, maintenance, restocking, base access, variables, including, but not limited to, all necessary equipment, licensed operators, holiday and overtime costs, mobilization and demobilization (including all associated equipment and labor required to satisfy requesting activity), removal, disposal, transportation, set-up, pre-positioning, staging, vetting of operations, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges.

In addition, the Contractor is responsible for, and unit price shall be inclusive of, performance at night, overtime, Friday, Saturdays, Sundays, Holidays, performance under heavy rain and other inclement weather, as well as any cost associated with all necessary insurance as required by local laws, licenses and permits or incurred to comply with applicable laws, codes, and regulations, in connection with the performance of the work.

All pre-positioning or pre-staging cost and time for the purpose of vetting operations or otherwise shall be included in the Unit Price as part of the direct cost. Pre-staging or pre-positioning for vetting operations typically occurs one (1) to five (5) days prior to period of performance starting.

In performing this contract, the contractors shall comply with its terms and with laws or regulations of the country where performance occurs to include applicable safety and health regulations, and shall obtain any insurances, licenses or permits required by these laws or regulations. If there is a difference between the terms of this contract and laws or regulations of the country where performance occurs, the contractors shall promptly notify the Government if it believes that will be unable to fully perform specified tasks or provide specified requirements because of problems, disputes, or complications with the respective country where performance occurs.

All prices as a result of this contract shall be Firm-Fixed-Prices and shall be expressed in U.S. Dollars.

3.0 DESCRIPTION OF SERVICES:

WITH A 24 HOUR NOTICE FROM THE U.S GOVERNMENT, THE CONTRACTOR SHALL ALLOW +/- 1 DAY DEVIATION FROM SCHEDULE TO ALLOW FLEXIBILITY AND CHANGES TO THE SCHEDULE. THE TOTAL NUMBER OF DAYS FOR EACH LINE ITEM WILL REMAIN THE SAME.

1. Port-a-Johns Service:

· Contractors shall provide port-a-johns: each unit shall include one (1) western style toilet and one (1) urinal.

· Contractor is required to empty and clean each unit once a day and to ensure clean and sanitary conditions.

· Contractor shall ensure each unit is stocked with hand sanitizer and two rolls of toilet paper after every cleaning. Upon completion of cleaning, the Contractor personnel is required to notify the Government Technical Representative (GTR) to inspect and accept the facilities. The Contractor is required to remedy any discrepancies to the contract requirement annotated by the GTR.

· Contractor is responsible for all required maintenance and replacement of any unit, to ensure the total quantity of operational units is in accordance with the contract requirement.

· Contractor is responsible to properly dispose of all waste of base in accordance with local laws and regulations.

2. Portable Hand-Washing Stations Service:

· Contractor shall provide portable hand-washing stations: each station at a minimum shall include (1) sink, (1) facet, and continuous potable water source.

· Contractor is required to clean each unit once a day and to ensure clean and sanitary conditions.

· Contractor shall ensure each unit is stocked after every cleaning with enough sanitizing hand liquid soap, potable water, and paper towels to last till the next day. Upon completion of cleaning, the Contractor personnel is required to notify the Government Technical Representative (GTR) to inspect and accept the facilities. The Contractor is required to remedy any discrepancies to the contract requirement annotated by the GTR.

· Contractor is responsible for all required maintenance and replacement of any unit, to ensure the total quantity of operational units is in accordance with the contract requirement.

· Contractor is responsible to properly dispose of all waste off base in accordance with local laws and regulations.

3. Dumpster & Trash Removal Service

· Contractor shall provide dumpster with a minimum storage of 6 cubic yards to be dropped off on the first day of service with daily service and picked up on last day of service.

· Contractor shall provide all labor, material, transportation and equipment required for the delivery, installation, emptying, cleaning and pickup of the dumpster at the end of the period of performance. Upon completion of cleaning, the Contractor personnel is required to notify the Government Technical Representative (GTR) to inspect and accept the facilities. The Contractor is required to remedy any discrepancies to the contract requirement annotated by the GTR.

· The Contractor shall hold or obtain required dumping and disposal permits. Contractor is responsible to properly dispose of all waste off base in accordance with local laws and regulations.

· The emptying of each container includes the complete removal of all refuse from the container and the removal of all bagged refuse at the container location. In addition, the Contractor is responsible for cleaning up all refuse that is spilled during the servicing/emptying process.

4. Generator – C2 and Medical

· Contractor shall provide a skid or trailer mounted gasoline powered Generator: at a minimum generator must be capable of supplying power to portable lighting, ECU/HVAC unit described in this PWS, minimum of 15 computers, projector and miscellaneous portable electrical equipment (radios, coffee pot, computers, etc.). Contractor shall ensure that generator is able to work with standard US plugs. Contractor shall provide one (1) fire extinguisher per generator.

· At a minimum contractor shall provide the following a 60Kw generator, 120v/ 208vac, 50/60 Hz 3 phase diesel generator set, able to power a 5 ton, 60,00 BTU/hr Environmental Control Unit. For hazmat concerns provide one (1) 10’x10’ Spill berm for the generator. To distribute the power requires one (1) GFCI protected 100Kw power distribution system 120v/ 208vac, and 50/60 Hz 3 phase capable of supporting 100 amps per each phase. One (1) GFCI protected 5 Kw Power distribution panel capable of supporting 120v/ 208vac, 50/60 Hz supporting 30 amps on each phase. In addition the 5Kw panel should support 36 GFCI protected type B power outlets drops with 20 amp breakers on cables of 50 ft.

· Generators shall be in sound mechanical condition ensuring they are delivered with all necessary parts in accordance with the operator’s manual and must have a full tank of fuel. The U.S. Government shall not be responsible for returning generators with a full tank or pay to refuel the equipment at the end of the Period of Performance. Contractor shall be responsible for refueling generators ensuring they are operational at all times. The contractor shall provide 24 hour repair and /or replacement services for the equipment. Contractor is responsible for all required maintenance and replacement of any unit, to ensure the total quantity of operational units is in accordance with the contract requirement.

5. Grey Water Disposal

· Contractor shall provide Grey Water Disposal for up to 100 Gal per day: at a minimum Contractor shall provide containers for the grey water disposal. Total amount of Grey Water that shall be disposed of is 200 Gal.

· Contractor is responsible to properly dispose of all waste off base in accordance with local laws and regulations.

6. Air Compressor

· Contractor shall provide an electrical Air Compressor with accessories: at a minimum the air compressor must be 60 Gal and able to be moved easily (example would be an air compressor on wheels). The Air Compressor package shall include a minimum of 60 feet of hosing with standard connecting hose couplings.

· Contractor is responsible providing replacement of any unit in the event that they are not up to the standard above. In the event that an item is broken the contractor shall provide a replacement within 24 hours.

7. Tables and Chairs

· Contractor shall provide tables that are clean and Sturdy: each tables at a minimum shall be 6 feet long and seat a minimum of 6 individuals per table.

· Contractor is required to provide a minimum of 6 foldable chairs per table, chairs will be clean and sturdy.

· Contractor is responsible providing replacement of any unit in the event that they are not up to the standard above. In the event that an item is broken the contractor shall provide a replacement within 24 hours.

8. Light Tower

· Contractor shall provide a ready to use gasoline powered Light Tower: each tower at a minimum must have four lamps that each provide a minimum coverage of 25,000 sqft.

· The Light Tower shall be in sound mechanical condition ensuring light towers are delivered with all necessary parts in accordance with the operator’s manual and must have a full tank of fuel. The U.S. Government shall not be responsible for returning generators with a full tank or pay to refuel the equipment at the end of the Period of Performance. Contractor shall be responsible for refueling generators ensuring they are operational at all times. The contractor shall provide 24 hour repair and /or replacement services for the equipment.

9. Tent

· Contractor shall provide an Enclosed/Open Tent with accessories: each tent at a minimum will be 18 feet wide x 25 feet long. At a minimum tents will be clean and sturdy, in the event that a tent is not up to this standard the contractor will provide a replacement at no charge. The tent package shall include an open/closed tent, lighting, trash cans, electrical hookups, cable for power supply. Tents must be compatible with requested generators and ECU/HVAC unit.

· Contractor is responsible for all required maintenance and replacement of any unit, to ensure the total quantity of operational units is in accordance with the contract requirement. In the event that a tent is broken or unusable the contractor shall provide a replacement within 24 hours.

10. Environmental Control Unit / Heating, Ventilation, and Air Conditioner (ECU/HVAC)

· Contractor shall provide a ECU/HVAC Unit: each unit at a minimum will be powered by a power supply and easily able to cool an area of 450 sqft. Each unit must be compatible with the tent requirement, either as part of the tent or a standalone unit. Portable air conditioner shall have control valve adjust temperature to desired level. Portable conditioner shall have automatic emergency shut-off.

· Each ECU/HVAC unit will come with one (1) Fire Extinguisher.

· Contractor is responsible for all required maintenance and replacement of any unit, to ensure the total quantity of operational units is in accordance with the contract requirement. In the event that the ECU/HVAC unit is broken or unusable the contractor shall provide a replacement within 24 hours.

11. Generator – Armory

· Contractor shall at a minimum provide the following a skid or trailer mounted 30Kw generator, 120v/ 208vac, 50/60 Hz, 3 phase diesel generator sets. For hazmat concerns provide one (1) 10’x16’ Spill berm for the generator To distribute the power you will need one (1) 3 phase, 30Kw, 120v/ 208vac, 50/60 Hz, GFCI protected, outdoor ruggedized, power distribution system. One (1) GFCI protected 5 Kw, outdoor ruggedized, power distribution panel capable of supporting 120v/ 208vac, 50/60 Hz supporting 30 amps on each of the 3 phases the 5Kw panel should support 36 GFCI protected type B power outlets drops with 20 amp breakers on cables of 50 ft.

· Contractor shall provide one (1) fire extinguisher per generator.

12. Generator – Mobile Chow System

· Contractor shall at a minimum provide a skid or trailer mounted 30Kw generator, 120v/ 208vac, 50/60 Hz, 3 phase diesel generator sets. For hazmat concerns provide one (1) 10’x16’ Spill berm for the generator To distribute the power you will need one (1) 3 phase, 30Kw, 120v/ 208vac, 50/60 Hz, GFCI protected, outdoor ruggedized, power distribution system. Must be capable of interfacing with male Hubbell brand (HBL560P9W) 60A, 120-208V, 4-Pole Pin and Sleeve Plug. One (1) GFCI protected 5 Kw, outdoor ruggedized, power distribution panel capable of supporting 120v/ 208vac, 50/60 Hz supporting 30 amps on each of the 3 phases the 5Kw panel should support 36 GFCI protected type B power outlets drops with 20 amp breakers on cables of 50 ft.

· Contractor shall provide one (1) fire extinguisher per generator.

5.0 DELIVERY:

The Contractor shall contact the assigned U.S. Government Point of Contact (POC) at each assigned location by the date specified in the period of performance. The contractor is responsible for obtaining and coordinating base access. The U.S. Government shall not be responsible for such access documentation and/or fees associated with it.

The POC will provide the exact drop-off locations for all port-a-johns, wash stations, and dumpsters.

6.0 GOVERNMENT FURNISHED EQUIPMENT:

None.

7.0 QUALITY CONTROL: Quality and accuracy of services: IAW FAR 12.208 the Government will rely on the contractors existing quality assurance systems. The contractor is responsible for ensuring the quality and accuracy of its product and services are maintained, including making any requested correction or changes, at no additional cost to the Government. The contractor agrees at a minimum to monitor its personnel performance to assure accuracy and quality of delivery of service.

8.0 QUALITY ASSURANCE:

The contractor shall, if any of the services does not conform to the contract requirements, be required by the U.S. Government to re-perform the services in conformity with the contract requirements, at no additional expense to the U.S. Government.

9.0 HOLIDAYS

The contractor may be required to work during the Peru and/or United States holiday periods.

10.0 SAFETY & SECURITY

The contractor and his/her hired employees shall be responsible for ensuring all safety requirements are adhered to. The Contractor is required to comply with force protection measures as directed by the U.S. Government Representative.

POINTS OF CONTACTS AND AUTHORITIES

The U.S. Government (Exercise Executive Agent) retains the right to make changes to this Performance Work Statement, prior to contract award, based on factors that are unknown at this time (e.g. funding is formally decreased, direction from higher headquarters due to changing political conditions, dates shift slightly, etc). The Contracting Officer is the only person authorized to approve any changes to the requirements of the contract and not withstanding provisions contained elsewhere in this contract, the authority remains solely with the contracting officer. In the event the Contractor affects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.

CONTRACTUAL RELATIONSHIPS

The contractor shall provide work force possessing the skills, knowledge and training to satisfactorily perform the services required by this contract. Personnel performing work under this work statement shall remain employees of the contractor and will not be considered employees of the Government.

Contractor personnel shall at all times be under the supervision of the contractor and not under the supervision of the U.S. Government or any of its officers or employees. The contracting officer will bring discrepancies or noncompliance with the contract clauses, specifications, or Performance Work Statement to the attention of the contractors’ supervisor or foreman for necessary corrective action.

LIABILITY

The U.S. Government accepts no liability for the actions of the contractor or his employees and agents.

15. CANCELLATIONS/ADDITIONS: The Contracting Officer has the right to add or delete from this PWS any change requirements (including the numbers and type of personnel or equipment needed) to make this mission a success. Changes made with at least 48-hour notice shall incur NO penalty. Other modifications may be negotiated as required, but only by the Contracting Officer.
