BPA?
This is a single award IDIQ not a BPA as stated in the Addendum to FAR 52.212-1 of the solicitation.
5. Is there a chance the government will be capable of providing the fuel for refueling generators, light towers, and other equipment? We have major concerns of price changes of fuel. If not, will the government allow for price adjustments if fuel prices do change?
Fuel is contractor-furnished and shall be included in the firm-fixed-price of the applicable contract line items. .
6. Does the 30’ need to be between each tent including HVAC units?
See attachment. The 30’ applies to the distance between rows of tents within a
BSG.

The ELIN quantities are intended to represent maximum quantities per task orders.
21. Can the Government clarify the anticipated average and maximum duration of individual task orders issued under this IDIQ, and whether task orders are expected to be consecutive or overlapping or if there will be gap in coverage requiring some level of demobilization and re-mobilization for the next task order?
Anticipate performance periods ranging from 7 – 45 days, no individual task orders will exceed 90 days. The task orders are issued based on unit training schedules and will not be consecutive. Contractor should anticipate gaps in coverage between task order performance periods. The government will not require complete demobilization between task orders. The contractor may choose to leave equipment at the designated location at its sole risk and expense.
22. Can the Government clarify the anticipated frequency and duration of ELIN AA10 Influx/Transient requirements, and whether these events are expected to occur simultaneously with full base operations?
Yes, the additional pax will be added to existing task orders if there is a need to execute ELIN AA10 Influx/Transient.
23. The PWS states support for “up to 800 personnel.”
Should Offerors price for a constant 800-PAX baseline, or assume variable population levels by Task Order?
. The Government anticipates the majority of task orders to be closer to the 800 pax count, but some units may only require services supporting 50-70 pax. The Government cannot guarantee any specific minimum pax count per task order, nor can it guarantee a constant 800 pax baseline
24. Are surge or drawdown conditions expected within an active Task Order, and if so, how should pricing for increases/decreases in PAX be structured?
Only potential surge or influx is expected.
Refer to ELIN AA10 of the PWS.
25. What’s the size of each Billeting Structure Group
(BSG)? It’s assumed that there are four (4) BSG’s of 200 PAX each to accommodate a total of 800 PAX plus a 100 PAX influx/transient Billeting area.
The size of each BSG is dependent on the size of the tents. The appropriate tent size is a mi nimum size of 12-man tent and maximum size of 20-man tent to best facilitate 800 personnel while also adhering to the requirement that each Marine/Sailor is allocated 52–69 square feet of billeting space.
26.
Is the Contractor expected to absorb fuel price escalation for generators for the full duration of each task order, or will the Government consider an economic price adjustment or other mechanism for extended task orders?
See question 5.

All potable and grey water must be disposed of off-base due to environmental compliance and regulatory controls.
31. Laundry services require 48-hour turnaround. Is on-site laundry permitted, or must laundry be transported off-installation?
On-site laundry is permitted and preferred. Washing machine discharge water will need to be managed as ‘grey’ water and disposed of off-station. A potable water backflow device will be required at the water line service connection for the laundry trailers to protect the drinking water system.
32. The Contractor is responsible for missing clothing. Is there a liability cap per item or per claim, and are assumed values defined by the Government?
Missing clothing shall be reimbursed for the cost of the item.
33. Water trailers are refilled by the Customer. Should Offerors exclude potable water provisioning costs entirely from pricing?
Yes, offerors should exclude potable water costs for water trailers.
34. Influx/Transient tents must be stood up within 48 hours. Is this requirement additive to the 800-PAX baseline or a temporary replacement capacity?
The influx is in addition to the 800 pax if required during the PoP.
35. Mobilization is listed as an ELIN. Should Offerors assume mobilization is billable once per Task Order or once per contract year?
See question 15 and 21
36. Is the Encampment expected to be stood up once and maintained, or should pricing assume multiple mobilization/demobilization cycles across the POP?
see question 15 and 21.
37. Are mobilization and demobilization ELINs mutually exclusive per Task Order, or can partial demobilization occur during the POP?
They are mutually exclusive. Partial demobilization will not occur during the PoP.
38. Can the Government clarify the scope and documentation requirements for weekly environmental inspections and whether Contractors will be provided a corrective action window prior to performance penalties?
Station Environmental will conduct weekly site visits inspecting the black water and grey water bladders and tanks as well as satellite accumulation areas to ensure no leakage or spills to ensure compliance with Station Order 5090.2A. Safety Data Sheets will be required for all pesticides and chemicals that will be stored/used during the PoP. Horse power of each generator will be required to remain compliant with the State of Arizona Air Quality Program. The size of the fuel tank(s) that will be stored on site as well as the throughput will be required information. Contractors will be informed of any necessary corrective action prior to performance penalties.
39. Can the Government define what constitutes a “non-operational unit” under the PRS (e.g., temporary maintenance outages, weather-related downtime), and whether scheduled maintenance periods are excluded?
“Non-Operational Unit” means any Unit that is not capable of performing its intended function set forth in the Performance Work Statement (PWS), due to a fault, defect, damage, or other failure not attributable to the Government’s acts or omissions as defined in the PWS.
40. The Statement of Equivalent Rates is blank. Will a Wage Determination be incorporated, or should Offerors price using local market labor rates?
Refer to the Wage Determination on sam.gov.

Refer to the Wage Determination on sam.gov.
42. Orders issued near the end of the POP may extend performance past 19 Feb 2027. Is there an expected maximum completion duration for such orders?
The last ordering period is 19 Feb 2027.
Please refer to clause 52.216-22 on page 11 of the solicitation.
43. Will pricing be invoiced monthly based on actual ELIN usage, or per Task Order milestone (e.g., mobilization, steady-state, demobilization)?
Refer to PWS 9.0.
44. Please confirm that the Scope of Work is limited to the requirements explicitly stated in Section 3 of the
Performance Work Statement, and that no additional site-specific scope documents apply unless issued at the task order level.
That’s correct.
45. Does the Government anticipate issuing multiple task orders during the Indefinite Delivery Indefinite
Quantity period, or a single continuous task order covering the full period of performance?
The Government anticipates issuing multiple task orders during the IDIQ period.
46. For planning purposes, is there an expected or typical duration for individual task orders, such as 30, 60, or
90 days?
No. Each supported operation could have varying durations up to 300 total days per the ELIN worksheet.
47. Operational ELINs list maximum day quantities, such as 210 days. Please confirm that these quantities represent maximum ordering limits and that pricing is evaluated on a per day basis for days actually ordered and performed.
Confirmed. The government has revised the maximum to 300 operational days on the ELIN spreadsheet.
48. Mobilization and demobilization ELINs do not list quantities. Please confirm whether these ELINs are event based and may be exercised and paid per task order activation.
ELINs mobilization/demobilization quantity reflect “1” each because, per task order, there will be one mobilization and one demobilization expected.
49. Will each task order identify the specific performance location or locations aboard MCAS Yuma prior to issuance, or should offerors assume locations may vary between task orders?
Offerors should assume the location aboard MCAS Yuma will not change. See question 15 and 21
50. Will the Government provide site condition information such as grade, drainage, soil condition, or hardstand availability prior to mobilization? In the absence of such information, should offerors assume unimproved ground conditions?
Yes, the government will provide site condition information prior to mobilization. The surface materials are classified as loose surficial soils.
51. Please confirm whether site preparation activities including grading, leveling, clearing, or compaction are the responsibility of the Contractor or the Government, and whether such work would be directed at the task order level if required.
This will be the responsibility of the Contractor.
52. Regarding the blackout curtains, are these intended to function as interior dividers within a large tent, or are they required for the entire tent structure? Additionally, may the roof, or a portion of the roof, be translucent
(non-clear) to allow for natural light?
They are required for the entire tent. The requirement is to achieve complete blackout capability. The end state is full light suppression to ensure compliance with blackout conditions in order to support night crew sleeping during the day. As such, no portion of the roof may not be translucent.
53. Regarding the requirement for two towel hooks per bed space, does “bed space” refer to each individual bed, or to a bunk bed as a whole?
Two towel hooks per individual bed.
54. Is this a new or existing work? If existing work, who is the incumbent and what is the contract number?
The requirement was previously satisfied under WEXMAC under task order M6845025FE001 to KVG .
55. Does the Government require completion and submission of PPQ forms? If so, will the Government provide Attachment 1: Past
Performance Questionnaire? Alternatively, would the Government accept offerors’ use of a self-developed PPQ form to present past?
Please refer to sam.gov for the Performance Worksheet Questionnaire A self-developed PPQ form is not acceptable.
56. I have a question about the tents needed for this event.
Is there a specific size you require?
The appropriate tent size is a minimum size of 12-man tent and maximum size of 20-man tent to best facilitate 800 personnel while also adhering to the requirement that each Marine/Sailor is allocated 52–69 square feet of billeting space.
