SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

QUESTIONS AND ANSWERS

Question 1:

What are the Governments expectations for minimum and maximum daily tonnage requirements? There are no requirements listed in the solicitation.

Answer 1:

Based on historical requirements, expectations would be that the vendor would have the capability to service

50-75 Marines on a given day.

That would range from approximately 10,000 lbs. to 15,000 lbs. or 5 to 7.5 tons (for 50-75 Marines). Services may be required for quantities less than 50-75 Marines. These are estimates only and do not represent the full spectrum of possible movements required on a daily, weekly, or monthly basis. Services are limited to the 7,500 hundred pounds (CWT) for one year.

Question 2:

Moving and storage services are not listed on WD 2015-5635, Revision 20. Can you please update the wage determination to fit our line of business (Moving & Storage)?

Answer 2:

The wage determination, WD 2015-5635, Revision 20, listed in FAR Clause 52.212-5(c)(1), on page 68 of the solicitation, has been replaced by WD1995-0584, Revision 52.

Follow-up Questions

1(a):

PWS 4.8 (item 0006) Storage. Historically line item 6 (storage) has always been calculated by the day.

Changing this line item from per day to per month is going to cause all line items to i ncrease drastically in order to be competitive with the current method of pickup through Non Temp Storage. If storage is billed by the month, the following questions will need to be answered:

Answer:

The method of billing (daily or monthly) is acceptable for the DMO. The previous method of billing daily was a seamless process and didn’t create any challenges for the DMO. That said, the method of billing should be conducive to what works best for the contractor because it has no bearing on our method for paying/settling the invoices.

• If a deployment comes into our warehouse on September 29th, are we paid for the full month of

September?

Answer: The contractor will be paid for a full month of service.

• If a deployment delivers out on October 2nd, are we paid for the full month of October?

Answer: The contractor will be paid for a full month of service.

• How is storage charged on a deployment with a partial delivery?

Answer: Storage is generally paid by actual weight. If a partial delivery is executed during a respective month, storage should be paid at the original weight recorded at the beginning of that month. Each subsequent month should be paid at the reduced weight recorded after the partial delivery.

1(b)

The image, above, is an extract of a past contract's PWS that shows examples of daily storage charges with partial deliveries out. Most deployment lots are delivered out as partials, monthly storage calculations will cause billing problems.

The method of billing should be conducive to what works best for the contractor because it has no bearing on our method for paying/settling the invoices.

2:

Update to Storage Line Items (page 2 of Addendum 2). 7,500 NCWT is a yearly estimate of storage.

Multiplying 7,500 by 9 is giving you (67,500NCWT) a 9-year storage total for the base year vs the 9-month intended total. We are also not sure where the 9 months is coming from, normally deployments are set for a 6-month rotation.

Deployments traditionally span for a 6-9 month period. The actual deployment itself is only 6-months; however, deployment work-ups (training/pre-planning) begins in the months prior to the actual deployment. Many deployments have an “Advance Party” and these Marines depart in advance of the “Main Body” deployment of

Marines. These Marines are sometimes required to depart a month or so in advance. For many deployments, Marines may be required to vacate the BEQ a month or so in advance of the deployment. Additionally, many deployments are extended beyond the initial planned 6-months. Upon returning from a deployment, many

Marines are authorized “block leave” in excess of 30-45 days. Additionally, most deployments also have some post deployment requirements that delay Marines from re-establishing their residence at the BEQ. In summary, the additional 3-months are added for coverage on the front & back of the deployment.

3:

Maximum Daily Tonnage Requirements. Over the past 20 years, the daily maximum has been 80 NCWT. That ends up being 8,000 lbs. which is equal to 40 marines. Can the daily maximum be changed back to 80 NCWT?

Yes, the daily maximum can be changed back to 80 NCWT. The goal has always been to provide service for

40-50 Marines on a daily basis.
