Amendment #2, Solicitation M00318-15-T-0034, LPG and Tank Rentals
Questions and Answers:
1) Question: Tank rental term (no. of years) vary. Please explain.
Answer: For each of the 0002 Sub Contract Line Item Numbers (SUBCLINS), the Estimated Quantities represent the estimated number of the particular size tank that we will need to rent for the year. The Fixed Unit Price should be the price to rent one tank of that particular size per year. Then multiply the Estimated Quantity by the Fixed Unit Price to derive the Estimated Amount for the SUBCLIN. The Unit description would be better described as "Tank." Therefore, the solicitation will be amended to include a corrected quote sheet. See Revised Quote Sheet.
2) Question: Can hard copies be submitted via email?
Answer: No. You must submit hard copies as described in the solicitation.
3) Questions: Can CDRom be substituted i.e. flash drive?
Answer: We cannot accept flash drives because we are not permitted to use them. However, the CDRom copy can be substituted with electronic files in the required format submitted via email.
4) Question: Must we submit a quote for the base year and 3 option years to be considered for award?
Answer: Yes, you must submit a quote for the base year and 3 option years to be considered for award. However, please note that new language has been added regarding the pricing of the LPG for the option years. Also see the revised Quote Sheet.
5) Questions: Can you please tell me what the economic price adjustment clause terms are? Is the EPA clause a 10% max price adjustment over the life of the contract like the existing contract in place?
Answer: We are providing additional information on how we will apply the economic price adjustment clause to the LPG CLINS. Please see the changes discussed below.
6) Question: Is the FBO Notice the actual RFQ? If so, no signature line is provided. Please explain.
Answer: The notice posted in FBO is a combined solicitation/synopsis; therefore it is the actual RFQ (along with the attachments) and there is no formal RFQ document. However, with this amendment, an SF1449 is being provided that can be signed as part of the quotation.
Changes:
1) An SF 1449 is hereby provided and attached. This form should be signed as part of the quotation.
2) The Unit description for CLIN 0002 is changed from “Year” to “Tank.”
3) The Quote Sheet has been revised and is attached.
4) The following language is added to the solicitation to address the application of EPA Clause 52216-2:
The EPA clause applies to the LPG CLINs and does not apply to the tank rental CLINs.
Offerors shall quote a firm fixed unit price per gallon of LPG for the Base Year. The price of the LPG shall remain fixed during the base year of the contract 1 October 2015 through 30 September 2016. The quoted price for the base year will be used as the basis for applying the economic price adjustment for Option Year 1. Therefore, only the base year price will be quoted for the LPG CLIN. A quote with escalated option year pricing for LPG will be deemed non-responsive and will not be evaluated for the award. If the economic price adjustment results in an increase to the unit price for LPG, the increase for each option year shall not exceed 10% from the previous year’s price.
Option Years: Should the Government exercise the option to extend the term of the contract under FAR 52.217-9, the Option shall be subject to the clause under FAR 52.216-2, Economic Price Adjustment - Standard Supplies for LPG, based on overall relative price differences which are reflected on the Propane Price Index of prices recorded in Mt. Belvieu Texas as reported by the US Energy Information Administration. In addition, relative changes for inflation in in energy would apply as reflected in the Consumer Price Index for Energy Prices for Honolulu, Hawaii reported by the Bureau of Labor Statistics.
Option Year 1 EPA application: The adjustment will be based on the relative price differences reflected in the indexes identified above from contract award date through the period ending June 2016. The price for LPG quoted in the base year will be used as the basis for determining the adjusted price for Option Year 1.
Option Year 2 EPA application: The adjustment will be based on the relative price differences reflected in the indexes identified above for the 12 month period from July 2016 through the period ending June 2017. The price for LPG established for Option Year 1 will be used as the basis for determining the adjusted price for Option Year 2.
Option Year 3 EPA application: The adjustment will be based on the relative price differences reflected in the indexes identified above for the 12 month period from July 2017 through the period ending June 2018. The price for LPG established for Option Year 2 will be used as the basis for determining the adjusted price for Option Year 3.
There shall be one price quoted as the base price per gallon fixed for the base year. Price changes will be adjusted from the fixed base year price should we intend to exercise additional terms under clause 52.217-9 Option to Extend the Term of the Contract. The contractor shall submit a price adjustment proposal based on the relative changes reflected in the indexes for the stated time periods. Thus the adjusted price shall remain fixed for the option year, if exercised. This adjusted price will become the basis for price changes for the next option period, should we provide notification of our intention to exercise the next option period.
