1. Volume I: Technical Proposal: The Offerors shall submit one original and 3 printed versions. The CD-ROM shall include the original.

Instructions to Offerors:

Offerors are expected to present their proposal in a thorough yet clear and concise manner with sufficient detail for effective evaluation and for substantiating the validity of stated claims. Offerors shall assume that the Government has no prior knowledge of their abilities and products and will base its evaluation on the information presented in the offeror’s proposal. Submission of offers which are unnecessarily verbose, unclear, disorganized, or difficult to understand, may result in unfavorable consideration.

Offeror’s responses to the factors will be evaluated against the evaluation criteria defined in the Evaluation Criteria section of the RFQ. For the purposes of evaluation, the quote shall clearly address these mandatory evaluation criteria:

Technical Factors

1) Experience: Address contractor experience and how it meets the requirement for 7 years of experience in supplying LPG to multiple tank locations on a campus or base setting. Give specific examples in sufficient detail to enable the evaluators to determine whether your firm meets this experience requirement. This factor is mandatory; therefore, if sufficient detail is not provided, the offeror runs the risk of being found technically unacceptable. Provide an overall summary of contractor experience and then provide specific examples that give proof of meeting the experience requirements. For each specific example of experience, provide:

i. Customer and contact information

ii. Contract/Order number

iii. Contract type

iv. Program name

v. Total contract value

vi. Number of Years working with this customer

vii. Detailed description of work performed

viii. Any other information that will provide evidence of the required experience.

The Government reserves the right to contact any cited customers to verify the accuracy of the experience description.

2) Tank Availability: The offeror must provide evidence of an inventory of the proper amount and size of metered tanks available to fulfill the requirements of the SOW, OR provide evidence of the ability to obtain the proper amount and size of tanks needed to fulfill the requirements of the SOW by 1 October 2015. This is also a mandatory factor; therefore, it is critical to provide sufficient information to allow the evaluators to determine whether this evaluation factor is met.

The offer can meet these requirements via Prime, or Subcontractor.

5. Volume II: Price Proposal. The Offeror must complete the attached price quote sheet with the Contract Line Item (CLIN) Unit Prices and Total Estimated Amounts in its entirety. The unit prices shall include all costs to provide for delivery of the LPG and rental of tanks, including the maintenance and installation of Contractor owned tanks.

The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for the receipt of offers, unless another time period is specified in an addendum to the solicitation.

Additional Data. Data beyond what is stated in these instructions are not required and shall not be submitted unless it is essential to document or support the Offeror’s price quote. All information relating to the proposed price including required supporting documentation must be included in the section of the proposal designated as the Price Proposal. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

ADDENDUM TO FAR 52.212-2 EVALUATION FACTORS FOR AWARD

RFQ EVALUATION FACTORS AND RATING CRITERIA

1. The evaluation factors are set forth below:

a. Technical Factors

1) Experience

2) Tank Availability These are mandatory technical evaluation factors. Offers will be found to be either acceptable or unacceptable. If an offer is found to be unacceptable on either of these factors, the offer will not be evaluated any further or considered for award.

b. Price - The Government intends to award a single award with FFP CLINS for labor components. Award of the contract will be based on a thorough evaluation of the Offeror’s proposals, using the evaluation criteria established in this section and will be made to the Offeror whose proposal is determined to provide the best value to the Government.

2. Award will be based on the following evaluation criteria:

Technical and Price. Award will be made to the Lowest Priced, Technically Acceptable (LPTA) proposal. The proposal must be found to be technically acceptable in order to be considered for award.

3. Technical Evaluation Factors

· Experience - The offeror must have 7 years of experience supplying LPG to multiple tank locations on a campus or base setting.

· Tank Availability - The offeror must show evidence of an inventory of the proper amount and size of metered tanks available to fulfill the requirements of the SOW, OR provide evidence of the ability to obtain the proper amount and size of metered tanks needed to fulfill the requirements of the SOW by 1 October 2015.

4. Price Proposal. Price is an important factor; however, an offeror must be found acceptable on non-price factors in order to be considered for award. The government will award to the lowest price, technically acceptable offer. An offeror’s price proposal will be evaluated through price competition, and may be further evaluated through price analysis, comparison to an independent government estimate, or any other techniques as appropriate. Each Offeror’s price proposal may be evaluated for reasonableness and completeness as per the following:

Reasonableness. The Government will evaluate the reasonableness of proposed prices for the base period and three (3) Option periods of performance by assessing the Offeror’s methodology used in developing the price estimates. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, current Department of Labor Wage Determinations, and other factors that affect the ability of an Offeror to perform the contract requirements. Reasonableness depends upon a variety of considerations and circumstances, including:

a. Whether the proposed prices are generally recognized as appropriate for the supplies to be delivered.

b. Generally accepted sound business practices, Federal and State laws and regulations, etc.; and,

c. Any significant deviations from the Offeror’s established practices.

Completeness. Price proposals shall be evaluated for completeness by assessing the level of detail the Offeror provided to support requirements in the SOW, and may include assessing the traceability of estimates. For the price proposal to be complete, the Offeror must provide all the data necessary to support the offer, including all sub-contractor and/or teaming arrangements pricing information. The amount of data needed may vary depending on the requirement.

6. Relationship of Technical Factors to Price Factor: The Technical Factors are considered the most important factor. The technical factors will be evaluated first and only those offers considered technically acceptable will be evaluated further. For those offers found to be technically acceptable, price will become the controlling factor for the award decision.

7. Basis of award: Award will be made to the Lowest Priced, Technically Acceptable offer. Offerors must receive an overall rating of “Acceptable” for the Technical Factors to be considered for award.

Option pricing will be evaluated and included as part of the evaluations. The Contracting Officer will make an overall rating for the Price factor as Reasonable or Unreasonable.
