1. General Scope: The Contractor shall provide moving and storage services in support of
Headquarters United States Marine Corps (HQMC). Services include moving Government materials and equipment point to point, warehouse storage, disassembly and reassembly/installation of furniture, pick-up and disposal of waste, construction debris, glass, furniture, and other items, providing dumpster services, and other moving services, as specified. Services are performed in the Northern Virginia, Maryland, and District of Columbia areas.
Location of Services: Not less than 90 percent of moving service work orders are performed at the following locations:
● The Pentagon, Washington, DC
● Fort Myer (Henderson Hall), Arlington, VA
● Marine Corps Base Quantico, VA
● Washington Navy Yard, Washington, DC
● Marine Barracks Washington, 8 th
& I Streets S.E., Washington, DC
● Naval Support Facility – Arlington, VA
The remaining portion of the work, up to 10 percent, will be at other locations within the Northern
Virginia, Maryland, and the District of Columbia footprint as specified by work orders.
2. Tasks:
2.1 Moving Services, Furniture Installation and Miscellaneous Services are listed in the subparagraphs below.
See Paragraph 2.6 for trucking support and Paragraph 3 for work order procedures, response times, and administration.
a. Moving Services:
• Pack, unpack, and move office equipment, office equipment and administrative materials, carpeting, materials, furniture, and other equipment providing up to 40
Contractor mover personnel per work order/move evolution.
• Moves will include both those within a single building and those that require trucking services to relocate items between buildings.
• Provide all labor and equipment needed to execute work order tasks.
• All Mover Personnel must be able to pass a Background/Security Check, due to the fact they must be able to gain access to Government Facilities.
b. Furniture Installation: Disassemble, pack, unpack, assemble, and install new or used systems, modular, free-standing and case goods furniture providing the necessary number of furniture installers per work order. Installers will be skilled to professionally install, disassemble, and repair systems and modular furniture for all major brands manufactured in the United States. Make minor repairs to furniture within the availability of parts and materials provided by the Government. Disassemble or reassemble systems/modular furniture to facilitate the installation of IT and telephone cabling in the chases/raceways (telephone and IT cabling to be accomplished by
Government employees/contractors). Furniture electric connections to building power sources will be completed by Government electricians. Install white boards, mirrors, pictures, clocks, and other wall-mounted office items.
Provide all tools and equipment needed to complete the work.
(1) Clean-Up Service: Clean-up outdoor and indoor areas where materials are being stored or staged such as loading docks and storage rooms. Work includes moving and organizing materials, disposing of trash, debris, and unwanted material/items (using Government dumpsters or dumpsters provided by the Moving
Services Contractor) and sweeping out or vacuuming the spaces.

(2) Broken Glass Disposal: Dispose of broken and unbroken glass originating from windows, shelves, tabletops, mirrors, and other sources.
(3) Warehouse Services: Provide professional warehousemen to perform loading, off-loading, and staging functions at the Contractor’s storage facilities.
2.2 Supervision. Work crews must be supervised at all times by a supervisor that clearly represents the moving company, speaks English fluently, has authority over the work crews and is authorized to make on-site decisions with respect to changes to work scope or priorities.
2.3 Moving Equipment.
a. Provide all carts, dollies, pallet jacks, and other equipment needed to support moving service work orders including truck loading and off-loading. Provide sufficient move equipment to move gear/materials for an office of 50 people without recycling move equipment.
b. Provide equipment to efficiently operate the contractors storage facilities (see Paragraph C.2.9) including capability to retrieve Government storage items for on-site inspection/ship-out or to receive and store in-coming items. Truck loading and off-loads should be accomplished within a three-hour period for a tractor-trailer rig and within one hour for a 5-ton lift gate truck.
2.4 Boxes and Moving Containers. The Contractor shall provide boxes and containers as indicated below to support moving and storage requirements as indicated in Government issued work orders.
a. Standard Moving Box. Provide standard moving boxes to support work orders. A standard moving box is defined as a cardboard box meeting the following requirements: single wall, slotted, flap tops, busting strength minimum of 200 psi, 2.3 cu. ft. volume, dimensions 22 ½”x 15”x 12,” fold together type for “no tape” box assembly and capable of carrying a minimum of 65 pounds. The Standard Moving Box has historically been the moving container routinely specified by HQMC to support over 95% of its moving and storage operations.
Estimated annual minimum and maximum requirements for standard moving boxes (including self-help boxes per Paragraph C.2.5) are as follows:
● Maximum Quantity: 8,000
● Minimum Quantity: 1,000
b. Specialty Boxes. Specialty boxes are cardboard boxes designed to move, or store oversized or heavy materials or designed for special applications. These would include boxes for moving and storage of pictures or mirrors and boxes larger and more substantial in composition as compared to the Standard Moving Box. The
Government will order these boxes through individual work orders as requirements become clear.
2.5 Self-Help Materials: Provide shipping boxes and packing tape for unit self-help packing. Boxes and tape will be provided on a unit priced basis per box and per roll of tape. Boxes stocked will be standard moving boxes as defined in Paragraph C.2.4. Packing tape will be colorless (clear) super-strength tape, 3.0 mils thickness minimum, 3” core, 2” nominal width, 50-60 yards in length/roll, and designed for professional packing purposes.
Material will be staged in the HQMC Facilities Offices, Pentagon. Estimated annual minimum and maximum requirements for rolls of packing tape are as follows:

2.6 Truck/Vehicle Support:
a. Trucks. Provide company-owned trucks (5-ton lift-gate & tractor-trailer rigs) to match job requirements. Maximum requirement for a single work order for one day’s operations is two tractor-trailer rigs or three 5-ton lift- gate trucks. Rental trucks shall not be used for hauling HQMC materials in or out of the
Pentagon. Vehicle support shall be priced by the hour inclusive of the vehicle being loaded, hauling Government cargo, going through Government security inspections, off-loading, and standby time. Truck time shall not include time for transiting trucks to and from company locations to work sites within the Washington, DC Metro
Area. Trucks shall be provided in the following categories on an hourly basis:
● 5-ton lift-gate truck with enclosed bed
● Tractor-trailer (enclosed trailer)
2.7 Dumpster Support. Provide a 30-cu. yd. capacity roll off dumpster on a per evolution basis for a period of 2-4 weeks/evolution as specified in work orders. Dumpsters shall be emptied during intervals when they are full as defined by local, state, or federal regulations. A dumpster support evolution shall consist of delivering an empty dumpster, removing the filled dumpster and disposing of its content at the end of the job period or prior if filled earlier than completion.

2.8 Shipping Services. Ship crates, boxes, furniture, administrative materials, and other items to destinations locally (within the National Capital Region). The work may include crating, packing, and preparing items for shipment. The scope for each shipping job will be identified in a work order and the cost will be finalized.
2.9 Storage. Provide storage, on a cost per square foot basis, for Government material and equipment stored in a secure, totally enclosed, environmentally-controlled storage facility/warehouse. Storage facilities must be company- operated (sub or prime) and located within a radius of 25 miles from the Pentagon. Storage requirements shall be limited to a maximum of 10,000 square feet (SF) of storage space at any given time (no minimum quantity requirement). Each storage facility proposed for use under award shall contain a standard loading dock designed for direct loading and off-loading of tractor-trailer and 5-ton lift-gate trucks. The facility shall contain an efficient storage shelving system, forklifts and forklift operators and warehousemen to receive, inventory, store, and retrieve stored items. Minimum storage time for cost/payment purposes is 30 days - monthly.
3. Administrative Requirements.
3.1 Work Orders. Requests for services will be issued by written work orders that will be “faxed” or e-mailed to the mover company Senior Manager providing a minimum of 24 hours advance notice (except for dumpster and crating services where a seven calendar-day lead time will be provided). Work orders will specify the work to be accomplished, start and completion dates & times, and location(s). All work orders will include a minimum crew time of four hours (hours the crew will work under each order). At the Government’s request, the Contractor shall provide a project manager to accompany Government representatives on walk-throughs of proposed move projects for the purpose of identifying scope of work and resources needed. In these instances, 48 hours' notice will be provided for the walk through. For purposes of advance notification, only workdays are considered.
Workdays are defined as Monday through Friday except federal holidays.
3.2 Work Procedures, Validation, and Invoicing.
a. Crew Check-in. Execution of all work orders shall start with the mover crew supervisor or project manager checking in with a designated Government Point of Contact (POC) from the HQMC Facilities
Management Section (names & contact information to be provided following award). The Government POC and move company supervisor will review the work to be accomplished, verify crew size, and ensure access is provided to the spaces where work is to be performed.
b. Completion Report. Following completion of the work and prior to departing the building or work location, the mover crew supervisor and Government POC will jointly fill-out a Government-provided
“Completion Report” form listing the number of persons, trucks, hours of service, materials consumed, and other cost elements needed to fully define the costs of the actual services performed and materials provided.
This Completion Report will be signed by both the Government POC and the Contractor Supervisor. A copy of the signed Completion Report will be provided to the supervisor, and an electronic copy will be e-mailed to a
Company Manager. This document will serve as the basis for calculating work order costs used in invoicing.
c. Invoicing. Invoices shall be processed in the Government’s network-based Wide Area Workflow
(WAWF) system. All invoices shall clearly identify the work order numbers covered and associated cost for each work order. Warehouse storage costs should be invoiced on a monthly basis clearly indicating the location, month of service and square footage.
3.3 Pricing of Work Orders and Contractor’s Schedule of Prices. Pricing of work orders shall be based on the prices and rates established in the award and Completion Reports described in paragraph C.3.2b. above.
3.4 After Hours Work. Work scheduled for accomplishment outside normal working hours may be required to meet operational commitments. For purposes of this Performance Work Statement, “outside normal working hours” is defined as work accomplished anytime outside of the following periods: Monday through Friday, 8:00
AM to 5:00 PM (federal holidays excluded). Up to 25% of the work may be scheduled for execution outside normal hours.
3.5 Work Order Invoicing. Invoices for each executed work order shall be invoiced in Wide Area
Workflow and within the terms and conditions established of the award.
3.6 Access to Government Installations. Access permits and badges must be obtained for all Contractor employees who enter a Government installation in the performance of the award. The Contractor shall identify employees requiring access and provide personal data for those individuals as required by the Government in order to conduct background investigations and process access badge requests. Foremen/working leaders and certain other employees may be required to escort other company employees if local security procedures allow it.
Otherwise, all employees will be escorted by authorized Government personnel. Contractor vehicles and personnel driving or riding in vehicles are subject to advance scheduling, on-site inspection and entry procedures when entering a Government compound or facility.
3.7 Senior Manager and Alternate. The Contractor shall identify a single point of contact (POC) and alternate to whom work orders and administrative matters will be directed and coordinated. Provide the name, company address, telephone number, and email address for both the Senior Manager and alternate and update the information as personnel changes are made. The Senior Manager shall serve as the company’s principal point of contact with the Government relative to the award and the Alternate will serve in the absence of the Senior
Manager.

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 484210.
(2) The small business size standard is $34,000,000.
(3) The small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition--

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations
Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (MAY 2024)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision --
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
"Inverted domestic corporation" means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
"Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor.
"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain
Telecommunications and Video Surveillance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
"Sensitive technology"--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
"Service-disabled veteran-owned small business (SDVOSB) concern" means a small business concern—
(1)(i) Not less than 51 percent of which is owned and controlled by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; or
(2) A small business concern eligible under the SDVOSB Program in accordance with 13 CFR part 128 (see subpart
19.14).
(3) Service-disabled veteran, as used in this definition, means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16), and who is registered in the Beneficiary
Identification and Records Locator Subsystem, or successor system that is maintained by the Department of
Veterans Affairs' Veterans Benefits Administration, as a service-disabled veteran.
"Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program" means an SDVOSB concern that--
(1) Effective January 1, 2024, is designated in the System for Award Management (SAM) as certified by the Small
Business Administration (SBA) in accordance with 13 CFR 128.300; or
(2) Has represented that it is an SDVOSB concern in SAM and submitted a complete application for certification to
SBA on or before December 31, 2023.
"Service-disabled veteran-owned small business (SDVOSB) Program" means a program that authorizes contracting officers to limit competition, including award on a sole-source basis, to SDVOSB concerns eligible under the
SDVOSB Program.
"Small business concern"--
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
"Small disadvantaged business concern, consistent with 13 CFR 124.1001", means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding the threshold at 13 CFR
124.104(c)(2) after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
"Subsidiary" means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
"Successor" means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
"Veteran-owned small business concern" means a small business concern--
(1) Not less than 51 percent of which is owned and controlled by one or more veterans (as defined at 38 U.S.C.
101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least
51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
"Women-owned small business (WOSB) concern eligible under the WOSB Program" (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the
United States, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR
127.300.
