QUESTION:

It appears from your documents for this training we must be able to offer the "hands-on" BTW training aspect of FACT Course (MOCT-T), but have no reference guide to what this entails. On page 15 - 1.0

Background last sentence states. "The instructions/guidance for the FACT Course (MOCT-T) is the

"Bluebook". I have found nothing "online" regarding this Bluebook. Would you be able to provide this to me for review, or, direct to an online source?

ANSWER:

The government Blue Book is not a published document, however the actual training requirements are located in the

Performance Work Statement sections 2.0 through 10.0.

FACT Driving Program for MOCT-T Courses

1.0. Background: The Marine Corps Embassy Security Group (MCESG), Marine Security Guard

Training Center (MSGTC) is the only unit training USMC personnel for assignment to U. S. Embassies and Consulates worldwide. Among the requirements for assignment to Foreign Service Posts the

MSGTC also provides training to prepare MCESG Region Staffs and Eligible Family Members stationed

OCONUS for hostile situations in threat rich environments at assigned posts to comply with requirements established in 12 FAM Diplomatic Security. The training is conducted via the MCESG Orientation

Counter Threat-Training Course (MOCT-T) that has been certified by Department of State Foreign

Affairs Security Training Center (FASTC). The MOCT-T course accommodates the Department of State requirements for Foreign Affairs Counter Threat (FACT) training of individuals working overseas (90+ cumulative in 12months), Personnel TAD or PCS at High Threat High Risk (HTHR) Posts, Entry Level

Foreign Service personnel (generalists and specialists). The training for MOCT-T is conducted by

MCESG Subject Matter Experts and available DS and DOD instructors located at Quantico, Virginia on behalf of the Marine Corps Embassy Security Group (MCESG). However, those instructors do not have the subject matter expertise to teach driver training, do not have access to a driving track, and do not have access to vehicles that are mandated in order to be designated as a FACT certification course. This contract for driver training shall bridge the gap in government capabilities and resources. FACT training was designed to prepare members of the foreign affairs community serving under Chief of Mission authority to mitigate the risk of operating in non-permissive environments. MCESG Region Staffs and

Eligible Family Members stationed OCONUS and those who shall be TAD/TDY overseas for 90 days, must complete a high-risk environment driver training course to meet FACT requirements. Moreover, FASTC via DoS FACT courses are unable to absorb into its training schedule, the additional MCESG students during the established timeframes that coincide with the unique assignment periods established by Headquarters, Marine Corps. Traveling outside of the local area for the driver portion of FACT shall incur additional excess cost to the United States Government.

Scope of Work: This effort shall include all labor, tools, and materials needed to complete training and the required hours to meet the requirement with the availability and within appropriate distance to conduct training within the allotted schedule. PowerPoint presentation and accompanying lesson plans shall be provided on CD by the MOCT-T Coordinator after award of the contract, to be used solely for

MOCT-T training. The requirement is to provide one-day/estimated eight hours Driver Training Courses for class sizes ranging from eighteen up to thirty students per course. The driver training must be held within forty (40) miles of MCESG, Quantico, Virginia. The driver training must be in compliance with

U.S. Department of State – Diplomatic Security Service Office of Training, Performance Standards, and

Driver Training Unit Standards. MOCT-T training shall be annually audited, and as necessary, by FACT evaluators for adherence to FACT course objectives to ensure certification standards are being sustained.

2.0. Objective / Requirements: Vendor must be capable of providing the following to meet training objectives:

2.1 In accordance with Diplomatic Security Service Office of Training and Performance Standards, a ratio of 1 instructor to 3 students is maintained throughout the training.

2.2 They must have a minimum 1.6 to 2-mile two-lane asphalt track with a variety of turns and elevation changes.

They must also provide for a 175m by 85m paved skid pad area capable of being lubricated with water for skid control and braking exercises to conduct the training.

2.3 They must have an off-road (unpaved) roadway at the same location as the hard surface track to conduct training, or an alternate location in between Quantico and the hard surface track, that allows for minimal impact for movement of students to/from the training site to the student lodging area (Quantico /

Stafford, VA) used to apply skills learned.

2.4 They must provide an obstacle (approximately curb height) to meet course requirements.

2.5 Provide vehicles that meet Department of State FACT Course Driver Training Unit standards to teach Vehicle

Dynamics and applicable driving exercises.

2.6 They must be able to audit Department of State FACT Course Driver Training Unit (DTU) courses of instruction, at no-cost to the government, by sending their instructors, via liaison through MCESG

MOCT-T Coordinator, to Ft. Pickett in Blackstone, VA upon initial award of the contract as well as additional visits, when necessary, should modifications to the course occur or as needed for instructor development of training requirements. The course audit is intended to ensure an adequate review of the

FACT driver training and Final Training Exercise (FTX) scenarios in order to become familiar with the course curriculum material and the instructional expectations inherent within those classroom and in-vehicle instructional periods.

2.7 High-Density Polyethylene helmets are required when the student participates in the ‘ramming’ exercise and maybe worn during other performance evolutions.

2.8 The training must be located within a 40 miles driving distance from Quantico, VA to support this training requirements without incurring additional travel costs to MCESG students.

2.9 Must provide appropriate climate-controlled classroom or auditorium adjacent to the track area, dining space

/ break room and bathroom facilities.

2.10 The track shall be located within a 5 mile travel? Distance to local restaurants that allow for a maximum of 1 hour lunch break to include travel time to and from those establishments.

2.11 Appropriate audio-visual equipment (computers, projectors, screens, and peripherals).

2.12 Temporary workspace, telephones, copy machines, and facsimile (only during course execution) as needed for conducting classes, demonstrations and administrative needs. The contractor must provide classroom space to accommodate students as determined by each individual Task Order.

2.13 They must be able to provide instruction on the following course objectives (as outlined in the Bluebook):

2.13.1 Course overview: Students begin with classroom instruction alternating with in-vehicle dynamic exercises that are designed to enhance car control skills and awareness of interactions between the vehicle, driver, and operating environment. Use of vision and sensitivity to vehicle language

(communication from the car to the driver) is stressed throughout the day.

During vehicle dynamics training students build experience behind the wheel that shall help them maintain control over their vehicle, predict outcomes, and act when necessary to improve those outcomes. These skills are applied to exercises such as “swerve to avoid” that increase students’ ability to avoid collisions. As training progresses the focus shifts from basic vehicle dynamics to solving security problems. The students learn to escape an ambush by both driving in reverse and ramming a vehicle (ramming may be simulated for scenarios, but students shall conduct a controlled ramming exercise). This exercise also includes a familiarization on negotiating curbs.

Students are instructed how to safely climb and descend a curb as a possible escape maneuver. The students learn to take over driving a vehicle from the passenger seat in the event the driver is incapacitated. The final exercises of the driver training block are scenario based. These scenarios (drive through, ramming, and reverse out) are designed to get the students to think about some common situations they may face if they were under attack. During barricade confrontations students are coached to maintain a high level of awareness, especially when entering a choke point. Students are trained to recognize the elements of an ambush to recognize an attack before it starts and to take immediate action. Security awareness shall always be the key to successful performance in these final exercises. The DS FACT course utilizes three practical exercise attack scenarios. Although these exercises do not have to duplicate the DS scenarios exactly, the scenarios must demonstrate the student’s ability to integrate skills learned during the course.

Additionally, students are given the opportunity to apply their newly acquired driving skills on a dirt road course.

2.13.2 NOTE: Total duration for all Driving (DR) modules: approximately 8:00 hours (Vehicle Dynamics I and II, Evasive Maneuvers, Attack Recognition, and the Final Training Exercise)

2.13.3 Course: Driving (DR) – Vehicle Dynamics I

Description: This module is intended to instruct students on a variety of driving techniques and skills.

Objectives:

• Identify the relationship between vehicle dynamics and vehicle language.

• Demonstrate the correct driving form.

• Demonstrate using your eyes to steer.

• Identify the importance of weight and balance.

• Demonstrate the correct braking techniques.

• Demonstrate the correct off-road recovery techniques.

• Demonstrate the corrective actions for skids.

2.13.4 Course: Driving – Vehicle Dynamics II

Description: This module is intended to instruct students on a variety of driving techniques and skills.

Objectives:

• Demonstrate the correct technique of braking and turning.

• Demonstrate the correct technique of turning and braking.

• Demonstrate the proper technique for driving with the antilock braking system (ABS).

2.13.5 Course: Evasive Maneuvers

of driving techniques and skills.

Objectives:

• Demonstrate various methods of driving in reverse.

• Demonstrate the ability to perform a “Y” turn.

• Demonstrate the correct technique for driving from the passenger front seat.

• Perform a barricade breaching maneuver (ram).

• Negotiate obstacles while driving.

2.13.6 Course: Attack Recognition

of driving techniques and skills.

Objectives:

• Describe proactive security measures.

• Describe reactive security measures.

• Respond to vulnerabilities (choke points) in travel routes.

• Respond to attack indicators in a high threat environment.

2.13.7 Course: Final Training Exercise

Description: This practical exercise shall provide students with an opportunity to apply teaching points discussed during the Attack

Recognition lecture.

Objectives:

• Drive on unimproved surfaces.

• Recognize the importance of tire pressure.

• Describe how to change a tire.

• Describe how to evacuate a vehicle after a rollover. (Video and accompanying PowerPoint Shall be provided via MOCT-T coordinator)

3.0 Personnel Requirements: Instructors capable of adhering to Department of State FACT Course Bluebook training objectives in order to instruct the courseware needed by MCESG.

4.0. Training Schedule: The Driver training shall be conducted during these MOCT-T courses, and the

Government typically schedule them for Tuesdays or Wednesdays, but occasionally may need to shift that date based on other circumstances. Courses shall be conducted for an estimated 24 classes. The training scheduled is as follows:

5.0. Government Furnished Property (GFP): The delivery of courses does not require GFP for classroom, Audio-visual or other training space or equipment for execution of the requirements.

6.0. Security Requirement: When necessary, contractor personnel visiting the MCESG facility or other

Government facility must be U.S. citizens. Escorts are required for personnel during any site visits to the MCESG compound. All Contractor personnel are responsible for staying within the immediate boundaries of the worksite and within sight of the assigned escort. The Contractor shall coordinate access to the MCESG space in advance with the

Government’s POC and shall comply with all security regulations.

7.0. Place of Performance: Within forty (40) miles of MCESG, Quantico, Virginia.

8.0. Non-Personal Services Statement: Contractor employees performing services under this contract Shall be controlled, directed, and supervised at all times by Contractor management personnel. Contractor management shall ensure all employees comply with the performance work standards outlined in this PWS. Contractor employees shall perform their duties independent of, and without the supervision of, any Government official or other Defense

Contractor. The tasks, duties, and responsibilities set forth in this PWS shall not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying federal policy, obligating the appropriated funds of the United States Government, overseeing the work of federal employees, providing direct personal services to any federal employee, or otherwise violating the prohibitions set forth in Subparts 7.5 and 37.1 of the

Federal Acquisition Regulation (FAR). The Government shall require access to the facilities and shall perform inspection and acceptance of the completed work.

9.0. Contract Type: This acquisition shall be an indefinite-quantity indefinite-quantity indefinite-delivery

(IDIQ)/Firm-Fixed-Price (FFP) contract. An IDIQ contract provides for an indefinite quantity, within stated limits, of services during a fixed period. The Government shall price order for individual requirements. Quantity limits may be stated as number of units or as dollars values.
