SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
QUESTIONS AND ANSWERS
Solicitation Section/Question Response
Q1 - Can you confirm this is a new requirement for The National Museum of the Marine Corps (NMMC)?
A1 – This is not a new requirement for NMMC.
Q2 - If an incumbent contract exists, can you please confirm if there are any new requirements in the solicitation not included in the previous effort/contract? What are the new requirements?
A2 – There are 2 new requirements: 1) a team of 2 persons are required to work in the Museum Support
Facility. 2) the total number of artifacts that are required to be cataloged each year.
Q3 – PWS 3.1 - What are the NMMC standards for renaming and resizing photograph files? Does it involve knowledge of editing software (ex:
Photoshop)?
A3 – Standards for renaming and resizing photos are set up in the NMMC Cataloging Instruction document and will be discussed after award of contract. Knowledge of
Photoshop is not required to edit photos but basic photo editing skills are necessary with software such as Google
Paint.
Q4 – PWS 7.1 - The Government will provide cameras to photograph objects – does this include all the equipment as well (lights, background, etc.)? Does the contractor need a separate badge/card (other than the
Common Access Card) to access government computers?
A4 – The government will provide lights and backgrounds for photography.
No additional badges required other than the Common
Access Card.
Q5 - Section 1.0 Background Question: Have Object
ID numbers already been assigned to all of the artifacts? If not, will this be done by contracting staff or by NMMC staff?
A5 – The majority of objects have received accession number IDs. During the cataloging process the contractor will come across Found in Collection (FIC) items that do not have accession numbers assigned. These FICs will not be required to be cataloged other than a running inventory.
Q6 - Section 1.0 Background Question: If Object ID numbers have been assigned, have any or all artifacts already been entered into DONHAMS?
A6 – While nearly 100% of object IDs have been entered into DONHAMS the contractor may come across object
IDs that are missing from DONHAMS. Contractor will work with COR to communicate missing Object IDs.
Q7 - Section 2.0 Scope Question: Per the “fine art and poster collection”, will the estimated 25% of the framed materials need to be removed from their frames prior to digitization?
A7 – No, framed art will not be unframed for photography.
Q8 - Section 2.0 Scope Question: Will any minor conservation be necessary for the materials? Have the materials been reviewed sufficiently to ascertain their stabilization for processing, photography, and
A8 – The only minor conservation for objects will be to properly rehouse with archival boxes and materials. No other conservation to the object or materials is required.
curation purposes or will this be done throughout the cataloging process by the contractors?
If an object is too fragile for cataloging efforts this will need to be communicated to COR.
Q9 - Section 2.0 Scope Question: Will the collections need to be moved at all between Building
2014 and the off-site Museum Support Facility in
Dumfries, VA? If so, will this be done by contractors?
A9 – No, this contract will not require objects to be moved from Building 2014 to Museum Support Facility.
Building 2014 is utilized for photo uploading and printing of catalog records.
Q10 - Section 2.0 Scope Question: The Performance
Work Statement (PWS) notes that the contractor will work out of Building 2014 and the Museum Support
Facility. Will work shift from one location to another based on where the materials being cataloged are located or will the contractor be required to relocate based on other requirements?
How often do you expect work locations to shift?
A10 – Nearly 100% of the physical cataloging of objects will occur at the Museum Support Facility. Building
2014 is utilized for photo uploading into DONHAMS, printing of catalog records, and filing catalog records in accession files. Shift of work locations is based on the contractor’s work plan and will not be determined by
COR.
Q11 - Section 3.1 General Requirements: 3.1 Per
“providing a description of the artifact”, does associated artifact information exist for each artifact
(e.g. artifact type, artifact date, material, etc.) or will research and/or applying knowledge on the artifacts be necessary?
A11 – Research and applied knowledge will be necessary for some cataloging of objects. Subject Matter Experts will provide standard nomenclature sheets for some military collections such as uniforms and equipment.
Communication between contractors and COR and subject matter experts is required for any questions on description and cataloging.
Q12 - Section 3.1 General Requirements: 3.1 Per the photography requirements, would the contractor be provided guidance on ascertaining “unique aspects of the object” in regards to the additional shots that would be necessary? Per the note on resizing the photograph files, would this include creating thumbnails that can be entered into DONHAMS?
A12 – Yes, the contractor will be provided guidance with determining “unique aspects of the object” for photography.
Further clarification is needed for the creating thumbnails question. Currently, the Museum does not utilize thumbnails in DONHAMS.
Q13 - Section 3.2 General Requirements: 3.2 Per the statement “In some cases, they will need to be rehoused in a new, archival storage box with specialized archival storage materials”, will any boxes need to be constructed or created? Will any mounts need to be created.
A13 – Archival boxes will be prefabricated and no construction of boxes or mounts will need to be created.
Q14 - Section 3.2 General Requirements: 3.2 If any information exists, will the original artifact information be included in re-packed materials (i.e.
if original paperwork is found with the artifact, will this go into an associated accession file or will it be re-housed with the artifact directly)?
A14 – The original paperwork will need to go in the accession file and not remain with the artifact.
Q15 - Section 3.2 General Requirements: 3.2
Regarding the use of the label maker, are the labels created from an existing report created in the
DONHAMS or is this something separate that the contractors would create?
A15 – Labels will be created with the accession number or accession numbers of the object(s) housed inside of the box.
Q16 - Section 3.2 General Requirements: 3.2 We will assume no forklift operation is necessary for moving the artifacts, but if that is not correct, will training be provided or will this be a requirement of contractors at the time of hire?
A16 –No forklift operation is required.
Q17- Section 4.0 Requirements Question: Could we obtain a digital copy of the “NMMC Photography and Cataloging Guidelines and Collections
Management Procedures”?
A17 –This is Attachment 1 to the RFQ.
