3 RFP 7.0 22 Notional Study Complexity Definitions
Table, Study Completion/Reporting Timeline row: Low complexity <6 months, moderate complexity 6-12 months, high complexity >12 months.
The periods for performance for the FFP Unit Prices indicate ranges rather than specific POPs. How does the offeror price to a range and not to a specific POP?
Each task order will have its own delivery date based on the level of complexity of each study. Each study is considered a non-severable services deliverable and as such a delivery date will be used.
4 RFP 2.0, 2.7 66, 70 "Volume 5- Factor 5 Past Performance.
This section shall not exceed nine (9) pages. The copies of the Performance
Work Statement for past performance referenced contacts are considered attachments under the Past Performance
Volume and would not impact the nine
(9) page count applicable to the volume.

Please clarify the page limit for Volume 5 (excluding the attachments for past performance PWS). Is the

5 RFP 2.3.3 68 "Contractor shall provide a completed
DD Form 254, Contract Security
Classification Specification filled out in blocks 6.a., 6b., and 6c. for the prime contractor and blocks 7.a., 7.b., and 7.c.
for any subcontractors."
(1) Will the Government provide a Draft DD254 as an
Attachment to the RFP so that the Offer may complete the blocks indicated, or (2) should the Offeror complete a blank DD254 completing only blocks 6.a., 6b., and 6c.
for the prime contractor and blocks 7.a., 7.b., and 7.c., leaving the rest of the DD254 blank to be completed by the Government, and submit with our proposal?
Yes, a draft DD 254 will be provided with Amendment 01. The Contractor will complete an initial DD 254 upon award.
6 RFP 2.5.4 69 "Initial and Sample Task Orders
Technical Capabilities Instructions – The Offeror shall provide a detailed description of the proposed technical approach for each task/deliverables set forth under the PWS."
This sentence appears to be a copy of the sentence from paragraph 2.5.2 above and does not seem relevant to the section. Should this sentence be deleted?
The Government anticipates the
Offerors to propose Technical Capabilties for the base PWS as well as for the Initial and Sample Task
Orders. The sentence was intended as stated.
7 RFP 2.6.3 70 "Staffing - The Offeror shall provide a detailed description of the staffing plan approach used to provide a fully qualified work force to include identification of key personnel positions at contract award as well as the Offeror’s ability to recruit, train, and retain sufficient numbers of personnel with required skill sets and security clearances to perform all PWS requirements and how they correlate to the capability requirements of the PWS."
Paragraph 2.6.3 is the only reference made to "key personnel positions," Please clarify the Government requirement:
1. Is the intent for the Offeror to designate a labor category
(position) as key per deliverable/task?
2. Is Offeror to provide named individuals as key personnel for the contract if applicable to their solution?
This is an oversight. The paragraph will be revised to remove the requirement for Key Personnel.
Amendment 01 will include this revision.
8 RFP 2.6.1 71 "2.6.1" under "2.7". It appears the paragraph numbered "2.6.1" on page 71, which is under 2.7, Volume 5-Factor 5 Past Performance, should be numbered 2.7.1.
Please clarify.
This is an oversight. The number should be 2.7.1. and will be revised in
Amendment 01.
9 RFP 2.6.1 71 "The Offeror must provide a matrix with a minimum of three references but no more than six that will be able to provide information regarding the Offeror's relevant past performance during the last three years (from date of issuance of this RFP) in regard to the following areas: (1)
Customer Satisfaction, (2) Timeliness,
(3) Technical Success, (4) Quality, and
(5) Cost Control".
What information are we required to enter into the matrix in regard to the following areas: (1) Customer
Satisfaction, (2) Timeliness,
(3) Technical Success, (4) Quality, and (5) Cost Control, given that the Offeror does not see the ratings given by the POC in the Past
Performance Questionnaire?
The intent behind this instruction is to obtain at least three references will be able to provide past performance information in the identified areas…not to provide the rating given.
The PPQs received from those references will provide the ratings the
Government needs to complete its evaluation. The Offerors shall include the contract number, period of performance and relationship to the
RITA 2.0 PWS (to which task(s) the contract reference refers to).
10 RFP 2.6.1 71 "Note: Individual task orders under an
ID/IQ contract are each considered to be one past / present performance effort."
Please confirm this note dictates that an Offeror may choose to cite past performance at the IDIQ level, if CPARs are provided at the IDIQ level, OR the
Task Order level, but not both. For example, may an Offeror cite the RITA MAC
IDIQ as one past performance as long as the Offeror does not also cite a Task Order under RITA as an additional past performance?
The Government intends for past performance references to be at either the IDIQ level or task order level, but not both, in order to provide relevancy information. Task order past performance references count as ONE reference for the IDIQ contract.
11 RFP 2.7 72 "2.7. Volume 6 - Factor 6 – Price" and all subparagraphs under this section.
Volume 5- Factor 5 Past Performance is numbered 2.7.
Should Volume 6 - Factor 6
– Price" and all subparagraphs under this section be designated as "2.8"?
This is an oversight. Past Performance is 2.7 and Price should be 2.8. This will be revised in Amendment 01.
12 RFP 2.7.1 72 "General Information: The Offeror shall provide sufficient price information to allow the Contracting Officer to determine the reasonableness of the proposed price. A summary sheet with the Offeror’s total price shall also be included in the price proposal."
Please confirm that the
"summary sheet with the
Offeror's total price" in 2.7.1 should be a summary total of the Offeror's price for the
Initial and Sample Task Orders (the "evaluated price") provided on Tab 2 of the
Pricing Template, entitled "Task Orders.
Correct. The summary price shall be the sum of the initial and sample task order prices.
13 RFP 2.7.1 72 "The Government may require submission of information other than cost or pricing data to support price analysis. The Offeror should be prepared to submit other than cost or pricing data within five business days after requested by the Government." "The Offeror, subcontractor, interdivisional transfer, or any other business entity associated with the proposal may submit their sealed proposal to the Government Offeror."
Since the Government is not requesting submission of certified cost or pricing data under this solicitation in accordance with FAR 15.4, with the understanding that
Offeror [and Subcontractors] should be prepared to submit other than cost or pricing data within five business days after requested by the Government, please confirm that the Subcontractors are not required to submit a sealed package at time of initial proposal submission.
Correct, it is not required for
Subcontractors to submit sealed packages at the time of initial proposal submission. But they may do so if desired.
14 RFP 1.3.1 76 "The evaluation will consist of an assessment of the Offeror’s quality of performance measures, approach to implementation and labor skills considered in the technical solution".
Please confirm that quality performance measures are those listed under
"Performance Objective" listed in the table on page 25 of the RFP, since the quality control measures and plan are to be addressed in the Factor
4 Management?
Correct, quality performance measures will be evaluated as part of the Management Approach.
15 RFP 1.6.2 79 The numbering from page 78-79 jumps from 1.6.2 to 1.6.4.
Please provide the missing paragraph 1.6.3 or clarify that

This is an oversight. All of the
Functional Areas under "Current Ops and Intel" should be listed under
Deliverable 3. This will be revised and included with Amendment 01.

The initial task order consists of one
(1) Kickoff briefing and three (3) Study Review Board outbriefs that comprises an entire year. There are no option periods on this contract.
Each year, the Government will execute a task order for the requirements applicable to the ordering period. The Initial Task
Order shall be priced for Ordering
Period 1. Evaluation of prices for all five (5) ordering periods takes place under the Deliverables Unit Price
Matrix.
The Government will issue a task order every year to cover the services under the applicable ordering period of the contract.

TAB 2 Sample Task Order Given the objectives and scope of the Sample TO EAP Study, travel to various
MAGTF-TC training sites may be required and therefore contained in an Offeror's
BOE, yet there is no line item provided for Travel in Tab 2 of the Pricing Template. Will the Government please adjust the template to allow for the inclusion of travel associated with the Sample TO EAP
Study as may be required to fulfill the scope of the TO?
The Pricing Template will be updated to reflect how to address pricing the Travel and will be provided as part of
Amendment 01.
21 RFP 2.2/2.4 66/69 "Pricing information may not appear anywhere in the proposal other than Volumes 1 and 6" Volume 2 Breakdown of Small Business Participation Table

Sections 2.2 - 2.4 (pp. 66-69) state "Pricing information may not appear anywhere in the proposal other than
Volumes 1 and 6." Yet
Volume 2 Breakdown of
Small Business Participation
Table includes "Cost of contract performance incurred for personnel." We cannot complete "Cost of personnel" without discussing pricing.
Please confirm that Pricing information may appear in Volume 2.
This is an oversight, and Pricing can only appear in Volumes 1, 2, and 6.

22 RFP 5.1/2.7.2 13/72 "The contractor shall submit a quote outlining the detailed description of work to be performed, the price, and assumptions that reflect the requirement set forth in the PWS."
/"The awardee’s proposed unit prices will be agreed as firm fixed price, be included in the contract and will serve as the basis for task order pricing."
Establishing our price for each task area and complexity level needs to be based on a sound understanding of the risk associated with that price.
Part of that risk hinges on whether the RFQ price be allowed to vary within a complexity level, such as plus or minus an amount given the nuances of a particular project, during Task Order award. (Most studies will have elements in at least two, possibly all three, of the complexity levels. For example a study might involve secret data but be less than six months in duration.)
Or will the unit price be one and only one of the three complexity levels unit prices, which increases our risk significantly.
The Government will define the scope and complexity of each study per criterion included in the Base IDIQ
PWS. The Government will provide an opportunity to the contractor to provide feedback/questions once the task order PWS is provided for quote.
At that point, the contractor will be able to address any concerns applicable to the study services being procured and the selected complexity level. Each study will be procured at a specific complexity level. There will be no mix of complexity levels within a study. The task orders prices will be agreed at Firm Fixed Price (FFP) based on the agreed unit prices per complexity level. This is a single award IDIQ and no variation in unit pricing will be entertained once IDIQ contract is awarded.
23 RFP 1.7 Factor 6 80 "The evaluated price of the proposal shall be the total price proposed for the initial and sample task orders."
There is no mention of evaluation of the Unit Prices in Sub-Volume A of Volume
6. The evaluation criteria for
Price states that only the Offeror's Initial and Sample
Task Order prices will be evaluated. Please confirm the Unit Prices will not be evaluated other than for reasonableness and consistency.
The Unit Prices for each Complexity will be evaluated during source selection. These prices will be agreed to as FFP. The Government will include the following revised pricing language under Section 1.7 of RFP
52.212-2 Addendum: "The cost and price analysis techniques set forth in FAR 15.4 are used to determine whether the offered price is fair and reasonable. A proposed price is reasonable when it is fair to the buyer, fair to the seller, and reasonable considering the market conditions, available alternatives, and price-related factors as determined through one or more of the price analysis techniques. The proposal will also be reviewed for consistency to ensure that all performance, scope, and assumptions proposed in other sections of the proposal are captured in the price proposal section.
"Evaluation of Unit Prices- The
Government will evaluate and determine the reasonableness of the unit prices proposed for each task and complexity level (as applicable) as part of the Base IDIQ evaluation. The unit prices will be evaluated and agreed on for each ordering period.
Unit prices for each ordering period will be incorporated into the contract for use during task orders.
The evaluated price shall be used in the trade-off analysis between the price and non-price factors to determine the best value. The evaluated price of the proposal shall be the total price proposed for the initial and sample task orders. Pricing for the task orders derives from the unit prices included in the Deliverable
Unit Price Matrix.
Evaluation of Task Orders - The
Government’s evaluation of the Offeror’s Initial and Sample Task
Order proposals is included in the
Technical Capability and Price Factors.
The Government will evaluate future task order proposals using the
Technical Capability Factor. For price purposes, the Government will verify that the price quoted at the task order complies with the applicable unit price(es) set forth in the master ID/IQ contract."
24 RFP 2 / 2.7 66/70 p. 66 and p. 70 for number of pages in
Past Performance Volume.
P. 66 section 2 of the RFP states that Past Performance Volume will not exceed 25 pages. P. 70, section 2.7 of the RFP states the page limit is 9 pages. Please clarify which is correct.
This is an oversight. The page count for Volume 5 Past Performance should be no more than 9 pages.
Amendment 01 will include this revision.
25 RFP 2.7.1 72 Will the government confirm if fully burdened labor rates, associated hours, and fully burdened Travel/ODC are sufficient price data for this Firm Fixed Price proposal?
Can the government specify any additional required cost data is required to comply with the “all or none” requirement?
For each unit price, the Contractor shall include all costs (including local travel) related elements needed for successful execution of the services based on the PWS criteria and the applicable complexity level.
Place of performance for this contract is at contractor's facilities. For travel costs related to performance at a government location dictated by the
Government OUTSIDE the Marine Corps Base Quantico and Washington
DC Metro Area, the Government will define the travel requirements at the task order level and allow the contractor to price as a separate CLIN.
Travel costs will be evaluated at the task order level and agreed as FFP.
Section 4.6 of the Performance Work
Statement has been updated to specify that travel costs for contract relates to work outside the Marine Corps Base
Quantico and Washington DC Metro Area.
The "all or none" basis statement in the RFP refers to the completeness of the pricing proposal. The Contractor shall provide the complete Deliverable Unit Price Matrix with unit prices for EACH task and for
EACH ordering period. The contractor shall provide the prices for the Initial and Sample task orders and the Summary price that includes the total evaluated price (the sum of the
Sample and Initial task order pricing).

Request to use Labor Rates The Level of Complexity table “7.0 Levels of Complexities” in the RFP provides a notional method to identify complexity of potential Task Orders under this ID/IQ. However, each anticipated Task Order will be unique under this ID/IQ.
The Study Complexity Matrix only enables the Contractor to identify the level of complexity of a potential future study and does not establish to the maximum extent practicable the performance required for the deliverable in order to establish realistic FFP pricing. As the RFP is currently written, Contractors are required to bid 300 FFP tasks in the absence of specific task order details resulting in the Contractor taking on significant cost and execution risk. Therefore, we recommend having the Contractors propose labor category rates instead of firm fixed prices for 300 FFP tasks. The use of Labor Rates will result in the Government receiving more realistic

73 Future RFPs Does the Contractor have the right to no bid Task Orders?
This is a single award IDIQ contract and the contractor MUST provide and support the Government on all task orders related to this effort during the entire 5-year ordering period. Failure to do so is considered a breach of contract and unacceptable mission failure.
29 RFP SF 1449 5 All travel efforts will be defined at the task order level
The SF 1449 implies (with a line next to NET AMT) that we are to supply travel amounts here but it also says that travel will be identified at the TO level. Please verify that we are not to include travel as part of the SF 1449.

Yes, the Government will provide the nomination form to the Contractor for consideration of task order requirements. This clarification will be reflected in the language in the
PWS.

What does "Briefing required" mean in the context of analytical techniques? Is this briefing different from the IPRs listed in 8.3.2 of the

The Government will define the scope and complexity of each study per criterion included in the Base IDIQ
PWS. The Government will provide an opportunity to the contractor to provide feedback/questions once the task order PWS is provided for quote.
At that point, the contractor will be able to address any concerns applicable to the study services being procured and the selected complexity level. Each study will be procured at a specific complexity level. There will be no mix of complexity levels within a study. The task orders prices will be agreed at Firm Fixed Price (FFP) based on the agreed unit prices per complexity level. This is a single award IDIQ and no variation in unit pricing will be entertained once IDIQ contract is awarded.
46 RFP 6.1.2.1 15 6.1.2.1. Provide/develop wargames, analytical frameworks, and simulations to assist in the testing of concepts and decisions, exploration of issues, and development and maintenance of databases to support models, games, and simulations. Included in the development process is problem analysis, to determine the applicability of games or simulations to problem solving, and the evaluation of existing models, games, or simulations.
Potential tasking in this area includes developing a simulation to model the conduct of an amphibious operation, the use of combat equipment, and related requirements. The Contractor may be tasked with changing or modifying models developed by the Government or for which the Government owns data rights. Moreover, the intellectual property rights to such changes and modifications shall be allocated to and/or retained by the Government.
Is the government applying
252.227-7020 (Special Works or 7020 clause) to the modifications and models such that they want to own the copyright for these changes?

FAR 52.219-9 Small Business Subcontracting Plan, and small businesses are exempt from this requirement although the RFP states that both large and small business concerns are required to submit one. Additionally, in accordance with FAR 52.219-
9 goals shall be expressed as a percentage of total subcontracted value. Conversely, a Small
Business Participation Plan is typically required by both small and large businesses and goals are expressed as a percentage of total contract value. Please clarify if the offeror (large business only) is required to submit a Subcontracting Plan with goals expressed as a percentage of the total subcontracted value or if a

Only large businesses are required to provide a Subcontracting Plan in accordance with FAR 19.704. In accordance with FAR 52.219- 14(c)(1), Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.As such, since this FAR requires cost of contract performance for employees of the concern, for small business participation plan, the proposal shall identify the level of participation based on total cost of labor.

Would the Government please verify that market research supports that there are qualified small businesses in all socio-economic categories that meet the requirements in the scope of work for this effort and that the anticipated task order requirements and funding aligns with the socio-economic goals in the
Market research results yielded no small businesses that possess the capability to fully execute this contract as a prime contractor based on complexity, scope and magnitude of the PWS requirements. Market research results were discussed with the Small Business Administration and a 30% small business participation was agreed.
RFP. The concern is that the
SDB goal of 15% in the RFP is three times higher than the
Small Business
Administration’s statutory goal (5%) and DoD’s negotiated GFY 2018 SDB goal (5%). Additionally, the SDVOSB goal of 12% in the
RFP is four times higher than the Small Business Administration’s statutory goal (3%) and DoD’s negotiated GFY 2018 SDVOSB goal (3%). It is our experience that the unknown timing and nature/scope of task orders resulting from an
IDIQ contract of similar size, scope and complexity make it difficult to determine what suppliers, particularly
HUBZone, will be used and how much will be awarded to them.

252.227-7013 RIGHTS IN TECHNICAL DATA--NONCOMMERCIAL ITEMS (FEB 2014)
(a) Definitions. As used in this clause--
(1) Computer data base means a collection of data recorded in a form capable of being processed by a computer. The term does not include computer software.
(2) Computer program means a set of instructions, rules, or routines recorded in a form that is capable of causing a computer to perform a specific operation or series of operations.
(3) Computer software means computer programs, source code, source code listings, object code listings, design details, algorithms, processes, flow charts, formulae and related material that would enable the software to be reproduced, recreated, or recompiled. Computer software does not include computer data bases or computer software documentation.
(4) Computer software documentation means owner's manuals, user's manuals, installation instructions, operating instructions, and other similar items, regardless of storage medium, that explain the capabilities of the computer software or provide instructions for using the software.
(5) Covered Government support contractor means a contractor (other than a litigation support contractor covered by
252.204-7014) under a contract, the primary purpose of which is to furnish independent and impartial advice or technical assistance directly to the Government in support of the Government's management and oversight of a program or effort (rather than to directly furnish an end item or service to accomplish a program or effort), provided that the contractor--
(i) Is not affiliated with the prime contractor or a first-tier subcontractor on the program or effort, or with any direct competitor of such prime contractor or any such first-tier subcontractor in furnishing end items or services of the type developed or produced on the program or effort; and

(6) Detailed manufacturing or process data means technical data that describe the steps, sequences, and conditions of manufacturing, processing or assembly used by the manufacturer to produce an item or component or to perform a process.
(7) Developed means that an item, component, or process exists and is workable. Thus, the item or component must have been constructed or the process practiced. Workability is generally established when the item, component, or process has been analyzed or tested sufficiently to demonstrate to reasonable people skilled in the applicable art that there is a high probability that it will operate as intended. Whether, how much, and what type of analysis or testing is required to establish workability depends on the nature of the item, component, or process, and the state of the art.
To be considered "developed," the item, component, or process need not be at the stage where it could be offered for sale or sold on the commercial market, nor must the item, component, or process be actually reduced to practice within the meaning of Title 35 of the United States Code.
(8) Developed exclusively at private expense means development was accomplished entirely with costs charged to indirect cost pools, costs not allocated to a government contract, or any combination thereof.
(i) Private expense determinations should be made at the lowest practicable level.
(ii) Under fixed-price contracts, when total costs are greater than the firm-fixed-price or ceiling price of the contract, the additional development costs necessary to complete development shall not be considered when determining whether development was at government, private, or mixed expense.
(9) Developed exclusively with government funds means development was not accomplished exclusively or partially at private expense.
(10) Developed with mixed funding means development was accomplished partially with costs charged to indirect cost pools and/or costs not allocated to a government contract, and partially with costs charged directly to a government contract.
