Performance Work Statement FOR THE insert study title

PERFORMANCE WORK STATEMENT FOR

PLANNING COORDINATion SUPPORT SERVICES

1. Background:

This Performance Work Statement (PWS) provides information and requirements for providing Planning Coordination Support Services to Deputy Commandant, Combat Development and Integration (DC, CD&I), Operations Analysis Directorate (OAD).

A Single Indefinite Delivery-Indefinite Quantity (ID/IQ) contract for Research and Innovative Technical Analysis (RITA) is the primary vehicle which supports the Marine Corps Study System (MCSS). The MCSS provides key analytic insights for maintaining our nation’s “force in readiness.”. The MCSS is governed by Marine Corps Order (MCO) 3902.1D under the auspices of the OAD, Headquarters Marine Corps (HQMC), Deputy Commandant, Combat Development and Integration (DC CD&I). It has been a program of record since June 1979. The MCSS provides independent, objective, and unbiased analysis focused on current, mid- and long-range issues that support the overall objectives of the Marine Corps including the Marine Operating Forces, the Joint Capabilities Integration Development System (JCIDS), and the Marine Corps Force Development System (MCFDS). The MCSS dedicates required resources (organic and contract supported) to respond to technical complex challenges faced by today’s Corps. It helps shape the future direction of the Marine Corps and helps determine future requirements based on supported facts and science. The MCSS provides the means and measures through which requirements are turned into capabilities. These efforts are primarily in the form of studies and analyses. The resultant products provide the basis for senior leaders to make informed decisions.

The Government executes Study Review Boards three (3) times a year (February, June and October) to identify potential studies across the USMC for execution via the MCSS for the following quarter.

3. Objective and Scope.

a) Objective:

The objective of this effort is to provide an Annual Kickoff Briefing and Quarterly Study Review Board Outbriefs to stakeholders both internal and external to OAD. The briefs must provide further discussion of the capabilities available to the Government in performance of studies and analysis in support of the MCSS.

b) Scope:

The Government will provide the Contractor the list of all studies approved by the Board that will require contractor execution.

4. Performance.

a) Performance Criteria:

· Criteria 1: The Contractor shall annually prepare an introductory brief to address stakeholders both internal and external to OAD. The brief must provide further discussion of capabilities available to the Government in performance of studies and analysis in support of the MCSS. The Contractor shall coordinate with the Government POC the time and location of the briefing and provide read-aheads of the brief to the Government POC.

· Criteria 2: The Contractor shall provide a preliminary briefing to leadership (OAD Director, Deputy Director and Division Heads) regarding the capabilities, constraints, timelines, risk and performance matters applicable to each potential study. The Contractor shall also provide a recommended Milestone Plan for each potential study.

5. Delivery Dates.

The Study Contractor shall deliver the Annual Kickoff Briefing within a 10-day period after award of the base Indefinite Delivery-Indefinite Quantity (ID/IQ) contract. The read-ahead brief shall be completed and delivered to the Contracting Officer’s Representative (COR) no less than 2 business days prior to the scheduled brief.

The Contractor shall deliver the Quarterly Study Review Board Outbriefs within a 30-day period upon final approval and distribution of the list of potential studies. 6. Deliverables.

a) General:

1) All briefs, materials and information, and the associated intellectual property, in whatever form, created, generated, or produced under this PWS shall become the property of the Marine Corps; therefore, the Marine Corps shall have the unrestricted right to use, modify, reproduce, display, release, or disclose such reports, tools, manuals, works, tech data, materials, related items and information, in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so.

b) Delivery Method:

Pre-Brief Material: The Contractor shall provide all deliverables electronically to the COR. The read ahead for the Annual Kickoff Brief and the Quarterly Study Review Board Outbriefs shall be generated using Microsoft Power Point and provided electronically via email to the COR and may be required to be provided on Compact Disc (CD) to support the presentation of the briefs within Government facilities.

For the purposes of this PWS, electronic files are files that are e-mailed; also, the term CD is used generically and includes CD-R, CD-RW, DVD-R and DVD-RW. E-mailed files may not be greater than 5 megabytes; however, please note that the CD submitted with DD 250 is the official final deliverable.

Only the Final Product, and products larger than 5 megabytes, are required to be delivered on CD. The Final Product shall be delivered via both MS Office applications and Adobe Acrobat as a Portable Document Format (pdf). The purpose of the pdf is to ensure that a copy of the Final Product is maintained in the Government’s contract records. All deliverables made using an MS Office application must be made such that the COR can pull excerpts as required from the documents delivered. Documents cannot be in a read-only mode. There is no prohibition against making pre-Final Product deliveries in Adobe as long as they are also made in a MS Office application.

Briefing: The Contractor shall provide a briefing to stakeholders once approval of the pre-brief material is granted.
