SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 14-Aug-2017 12:00 PM to 22-Aug-2017 03:00 PM.

The following have been added by full text:

Q&AS

Contractor Question #1: Factor 1: Performance Execution and Management was quite vague for me, so I have not sent anything for it. If selected, I would try to draft something. Is my quote acceptable without it?

Government Response #1: A performance execution and management plan is required in order for the quote to be deemed responsive and eligible for award consideration. In your proposed management plan, please describe how you would acquire, retain, and utilize the necessary resources to execute the PWS reqiuirements.

Contractor Question #2: A quick question about filling #23 and 24; do I have to make the total all item numbers from 0001 to 0004? Or filling in ITEM NO 0001 is fine and coming to other items the same figures puck up again?

Government Response #2: A responsive, acceptable price volume will include a firm fixed monthly price for each deliverable/task. Within the requirement’s PWS there are four (4) tasks, all of which require a proposed per month unit price to be multiplied by 12 months for a proposed annual cost. This practice may be utilized for the base line items (0001-0004) as well as all option line items.

Contractor Question #3: PWS 5.1.3.3.1, Given that there is a finite number of tasks under deliverables 2 and 3, such as the above which is for the preparation sessions for Sacraments, what will happen when those specific numbers are met before the end of the contract period? For example, last year there were 40 Baptisms in one year?

Government Response #3: N/a—task quantities have been removed; this requirement is for full coverage services to meet the full need of the Catholic congregation aboard MCB, Quantico IAW the PWS and AMS standards.

Contractor Question #4: Overall, there are several provisions in this PWS that contradict or are otherwise inconsistent with the statements made by the Commanding Officer to both the 0900 and 1200 congregations on 9

July 2017. Does this new contract supersede his recent instructions?

Government Response #4: This requirement is of a different scope and magnitude relative to any current or historic contracts.

Contractor Question #5: PWS 2.2, seems to contradict what was presented by the Commanding Officer to both the

0900 and 1200 congregations on 9 July 2017 when he stated very clearly that retirees are welcome to come to Mass but that the services provided by the contractor are for Active Duty. He also stated that the retirees can receive other services from the parishes out in town. Does this contract allow the priest to take care of retirees’ spiritual needs, other than Mass? If so, what does it mean by “on an available basis only?

Government Response #5: DoD Retirees are eligible to receive the full spectrum of Catholic Pastoral care described within this requirement’s PWS. “On an available basis only” has been removed; however, in the event of scheduling conflictions, priority shall be granted IAW PWS 2.2.

Contractor Question #6: Is there a time limit beyond which Mass services may not exceed?

Government Response #6: Mass services shall be conducted in accordance with AMS standards.

Contractor Question #7: The contract says to schedule the Mass per OCS training schedule. Will this conflict with the schedule already in place such as 0900 Mass and 1200 Mass on Sundays with time for Confessions before each

Mass and time to meet congregation members after each Mass? If it does, can the OCS schedule be tailored so as to not interfere with the set Sunday schedules?

Government Response #7: Mass services shall be executed in accordance with section 5.1.2 of the PWS. The

Contractor shall develop a performance execution and management plan that describes how the Contractor will acquire, retain, and utilize the necessary resources to execute the PWS requirements.

Contractor Question #8: While at OCS for either weekday or Sunday Masses, are times for Confessions before and after Mass expected? In the past, Confessions took place before each Mass and some after each Mass. With the numbers as high as 250 for a Mass, will the priest be expected to be available for any Confession requests at each

OCS Mass?

Government Response #8: The Contractor shall schedule confessions as deemed necesarry. The Government does not have a preference on when these are scheduled. Contractor shall publish the confession schedule to the congregation in the weekly bulletin.

Contractor Question #9: Comprehensive Sacramental Ministry means all Sacraments such as Baptisms, Holy

Communion, Reconciliation (Confessions), Marriages, etc. It states that such services are primarily for active duty personnel. This contradicts what the Archdiocese of the Military Services (AMS) allows namely 2.4 from the Priest

Manual: ‘Retired Military Personnel. Retired military persons are not included by our new Apostolic Constitution as being under our jurisdiction, and hence are not our subjects. Retirees and their families belong to the civilian or territorial parish and diocese in which they actually reside. Their participation in sacramental, educational and/or pastoral programs must be with the knowledge and permission of their proper civilian pastor.

Under the contract, can retirees avail themselves to all Sacraments? If so, does this not contradict what the

Commanding Officer publically stated on 9 July and what the AMS allows? Is this provision predicated on someone securing the requisite permissions from the proper civilian pastor? If so, is the contract priest responsible for securing such permissions or will the Command Chaplain’s office do it?

Government Response #9: DoD Retirees are eligible to receive the full spectrum of Catholic Pastoral care described within this requirement’s PWS

Contractor Question #10: Does 'entire congregation' include retirees? Is this an exception to the priorities established under 2.2? For the Confirmation Retreat, this is normally done over a weekend far from MCQB. Will the contract priest be required to subcontract another priest to take care of all Sunday Masses and Confessions for that weekend?

Government Response #10: DoD Retirees are eligible to receive the full spectrum of Catholic Pastoral care described within this requirement’s PWS. With respect to the Confirmation Retreat, the Contractor shall development a performance execution and management plan that describes how the Contractor will acquire, retain, and utilize the necessary resources to execute the PWS reqiuirements.

Contractor Question #11: WRT PWS 5.1.6.3, How would this work? If an active duty Marine asks the contract priest for spiritual guidance, does the priest say "Wait, I need to call Father [Smith] and provide him the first option of performing the spiritual guidance services"? What happens if it is an emergency counseling request such as the loss of a child? Is there a process by which all such requests go through the Chaplain's Office so the staff can check with the active duty Chaplain before referring the individual to the contract priest?

Government Response #11: This section of the PWS has been modified to correct subparragraph numbering and the language of this PWS subsection. Language has been changed to the following: Contractor shall provide active duty priests the first option to perform Pastoral Counseling Services if an active duty Catholic priest is present at the

Chapel.

Contractor Question #12: What is the average expectation of the amount of office hours each day Monday –

Thursday? What happens if the priest is performing a burial out at the cemetery on a certain day that takes place during the normal office hours, does he have to make it up that same day and spend additional time in the office?

Government Response #12: The language in the PWS has been modified to remove office hours language.

Contractor Question #13: In light of the AMS policy, according to the contract, what authority, if any, does the contract priest as the Director of Religious Education (DRE) have over the contracted or subcontracted Coordinator of Religious Education (CRE)? Is the DRE responsible for enforcing AMS mandates on the CRE? If not, how are inconsistencies with AMS mandates to be handled?

Government Response #13: The contract priest will be responsible for ensuring compliance with AMS criteria regarding DRE. The contracted CRE will be independent from the contracted priest. The CRE shall adhere and comply with AMS criteria for all matters related to religious education for the Catholic congregation. Any inconsistencies identified in the proces by the contracted priest or the contracted CRE will be resolved by the

MCBQ Chaplain and respective Contracting Officer Representatives.

Contractor Question #14: WRT PWS 5.1.5.5, This can be interpreted as a very broad requirement coordinating with the active duty priest for Catholic matters and Command Chaplain on all ministry matters which will be

Catholic in nature. Can you clarify the purpose of this task? What is the problem to be solved here?

What is the situation to be avoided here? Are there any examples of Catholic matters/ministry that do not have to be coordinated? This task has the potential of being a nuisance to both parties in this contract. These questions are posed to avoid that situation.

Government Response #14: PWS 5.1.5.5 was intended to direct the Contractor to the appropriate Government party to engage based on topic; Catholic matters to the attention of the Command Chaplain and contracting matters to the attention of the COR; however, for clarity, this language has been removed.

Contractor Question #15: WRT PWS 5.1.5.6, Can this requirement be satisfied by including a schedule of activities for the coming month in the monthly status report for the previous month?

Government Response #15: The following languange has been incorporated into the PWS to clarify this:

“Schedule of events shall be provided to the Command Chaplain at least 30 days in advance for review and approval”.

Contractor Question #16: WRT PWS 9.1, What level of privacy and/or security can the contract priest expect regarding the office space, especially during days off that are working days for the rest of the staff?

Government Response #16: The Government will not asign permanent office space to the contractor. Office space for pastoral counseling and Associated Catholic services will be provided on an as needed basis, subject to availability. The Government will provide suitable facilities for the specific tasks of this contract, to include but not be limited to, the Marine Memorial Chapel, the Blessed Sacrament Chapel, the sacristy, and suitable office space.

The Contractor shall coordinate office space availability for execution of services conducted outside the Mass schedule. All scheduling and usage of any or all Command Religious Program spaces, facilities and equipment shall be coordinated with the COR.

Contractor Question #17: WRT PWS 10.1, Not all the referenced documents are available to the public. It is clear the available documents establish the requirement for the Navy and the Marine Corps to have a religious program, but there is no obvious nexus to the contract priest carrying out the tasks in this PWS. Please explain if/how those documents affect the performance of the tasks in the PWS from the contract priest's perspective. If there is a tangible impact to task performance beyond what is stated elsewhere in the PWS, how will the contract priest gain access to all the documents?

Government Response #17: Publications listed under section 10.1 of the PWS will be released to the public via

RFQ amendment. Contractor is required to comply to contract terms, references publications and AMS criteria.

Contractor Question #18: WRT PWS 15.1, Given the Acceptable Quality Levels and Surveillance Methods refer to surveys, and given there have been three different contract priests at MCBQ within the last 6 years [as evidenced by multiple solicitations], what sort of satisfaction rates have been measured in that time frame? It is not clear why

MCBQ seems unable to keep a contract priest.

Government Response #18: Historical satisfaction rates do not bear relevance to the current requirement as each contract stands alone in terms of performance metrics, AQLs, terms, and conditions.

Contractor Question #19: Since Monday – Thursday and Sunday are the normal work days with Friday and

Saturday normally off, what will happen if there is a wake service on a Thursday evening (outside office hours) followed by a Funeral Mass on Friday followed by Burial service same day? Will the priest be given another day off during that same week or is the priest expected to work that week 6 days? The same question would apply if there is a Holy Day that falls on a Friday and Mass needs to be celebrated that day.

Government Response #19: This is a performance based contract for full coverage of Catholic priest services for the MCBQ Catholic congregation. The Contractor is responsible for establishing a plan and ensure services are provided in accordance to the terms of the contract and that all objectives are met. The Government does not dictate the days off, and work hours the contractor must work.

Contractor Question #20: Is there a limit to the number of hours the priest can work during the week? In a week where there are normal weekday Masses at 1130 (present time for Mass) four days, an OCS Mass in the evening w/Confessions, two Sunday Masses and an OCS Mass Sunday including Confessions, not including the hours needed for all homily preparations, and any appointments for pre Marriage classes or Baptismal classes, etc., a priest could work a 60 hour work week easily. Is there a limit?

Government Response #20: This is a performance based contract for full coverage of Catholic priest services for the MCBQ Catholic congregation. The Contractor is responsible for establishing a plan and ensure services are provided in accordance to the terms of the contract and that all objectives are met. The Government does not dictate the number of work hours the contractor must work to execute the contract.

Contractor Question #21: If the priest is requested outside normal working hours, to perform the Sacrament of the

Sick (sometimes referred to as Last Rites) and this request is either at the hospital or at home, will the hours spent be adjusted accordingly to the required office hours?

Government Response #21: This is a performance based contract for full coverage of Catholic priest services for the MCBQ Catholic congregation. The Contractor is responsible for establishing a plan and ensure services are provided in accordance to the terms of the contract and that all objectives are met. The Government does not dictate the number of work hours the contractor must work to execute the contract. Language for Office hours has been removed from the PWS, as stated in response to question no. 12.

FAR 52.212-2 ADDENDUM

EVALUATION CRITERIA:

It is the intention of the Government to award a contract as a result of the quote in accordance with FAR 13.5.

Award will be made to the Quoter whose quote is deemed most advantageous to the Government under the selection criteria set forth in this section. The Government intends to evaluate quotes and award a contract upon initial quotes, therefore, the Quoter's initial quote shall contain the Quoter's best terms from a price and technical standpoint. The contract resulting from this quote will be awarded to that Quoter whose proposal, conforming to the quote requirements, is determined to provide the “best value” to the Government.

Evaluation Factors are (1) Performance Execution & Management, (2) Past Performance, (3) Technical Capability, and (4) Price, in the following order of importance:

1) Factor 1, Performance Execution & Management

2) Factor 2, Past Performance

3) Factor 3, Technical Capability

4) Factor 4, Price

In the event that all non-price factors are rated equally, Price will become most important factor.

Factor 1 - Performance Execution and Management

The quote will be evaluated on its ability to adequately define an effective management approach complementary to the proposed technical solution set forth in response to the criteria in the PWS. At a minimum, this includes identifying responsibilities and roles of team members; describing the processes and quality measures associated with executing the PWS; and illustrating the roles of staff and team resources relevant to the approach so as to ensure suitable oversight and control of performance execution. Collectively, the integrated approach must demonstrate to the evaluator that the Quoter possesses the capabilities and resources to establish and operate an efficient organization that is both responsive and flexible to meet the requirements of the PWS. Roles of management and other key staff are annotated and provisions for quality assurance are incorporated. Measures for immediate action and remediation are noted in the discussion so as to ensure the quality and timeliness of service.

Key considerations include process maturity, roles of responsible staff, and controls at both the corporate and contract level under performance-based operating parameters.

Factor 2- Past Performance

The Government will evaluate the Quoter on performance under existing and prior Government contracts and or task orders for similar products or services. Quoters will be instructed to submit a minimum of two (2) but no more than four (4) total recent and relevant performance efforts for evaluation and each cited past performance effort shall not exceed nine (9) pages. (Note: Individual task orders under an ID/IQ contract are each considered to be one (1) past / present performance effort.) References other than those identified by Quoter may be contacted by the

Government, and the information received from those other references may be used in the past performance evaluation. Offers for whom information on past performance is not available, or so sparse that no confidence assessment rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance and as a result will receive an “Unknown Confidence” rating for the Past Performance Factor.

The past performance evaluation factor assesses the degree of confidence the Government has in an Quoter’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.

Performance confidence is assessed at the overall past performance factor level after evaluating aspects of the

Quoter’s recent past performance.

Past performance information shall be obtained from any other s ources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases;

interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract

Management Agency.

Factor 3 - Technical Capability

The Quoter will be evaluated on their demonstrated knowledge and understanding of the technical and programmatic requirements outlined in the Performance Work Statement (PWS); ensuring their discussion articulates their capability so as to provide continuous quality support. The discussion must be able to demonstrate that the Quoter has the capacity to support the requirements, understands the priorities, and can execute a comprehensive approach that ensures quality performance and use of staff resources to meet objectives. The Quoter will be evaluated on their ability to adequately identify a suitable level of technical understanding. This includes, at a minimum, describing performance objectives that can be accomplished by their technical approach; describe the benefits and advantages of that approach; and effectively illustrate the roles of staff and team resources to execute the intended strategy.

The Quoter must meet all prerequisites for Roman Catholic priestly ministry as defined by the AMS. The

Contractor must be an ordained Roman Catholic Priest who is in good standing with the AMS as well as with the

Bishop of his own diocese or the superior of his religious community. The Quoter must be able to communicate fluently in English.

Factor 4 – Price

The price factor will be evaluated for completeness and reasonableness.

Comparison of the quoted pricing is considered in the overall evaluation of "best value” to the Government based upon the anticipated level of competition. The Government may accept other than the lowest priced quote if the perceived benefit of the higher priced quote is deemed to merit the higher price. The price of the base year and all option years will be evaluated in accordance with FAR 52.217-5 Evaluation of Options (July 1990). Prospective

Quoters are forewarned that a quote meeting quote requirements with the lowest evaluated price may not be selected if award to a higher evaluated Quoter is determine to be most advantageous to the government.

EVALUATION RATINGS

Factor 1, Performance Execution and Management and Factor 3, Technical Capability

Based on the strengths, weaknesses, significant weaknesses, and deficiencies identified by evaluators, the SSEB will assign each technical and management factor an adjectival rating using the following adjectival rating scale:

RATING TECHNICAL RISK AND MANAGEMENT RISK RATING

OUTSTANDING

Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

GOOD

MARGINAL

Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

UNACCEPTABLE

Quote does not meet requirements of the quote, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.

Factor 2- Past Performance

Quotes will be rated for recency and relevancy to determine an overall Confidence Rating.

Past Performance Recency – defined as contracts performed within three (3) years of this solicitation release.

Past Performance Relevancy Assessment - If the Government evaluators consider the Quoter’s past performance reference to be recent, then the Government will assess the relevancy of the referenced past performance task order / contract in accordance with the Past Performance relevancy definitions in the table below. The Government shall evaluate relevancy by assessing whether the past performance effort proposed is relevant to the tasks performed in the PWS, Technical Capability Factor, Management Approach Factor, and the Price Factor contained in the RFP.

Evaluations will not assess an overall relevancy rating at the Factor level. Further, the Government is not bound by the Quoter’s opinion of relevancy. The past performance questionnaires and information obtained from other sources will be used to establish the degree of relevancy. The following table reflects the Past Performance

Relevancy Ratings:

Past Performance Relevancy Ratings

Rating Description

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this quote requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this quote requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this quote requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this quote requires.

Past Performance Quality Assessment - Aspects of quality include how well a Quoter meets or exceeds contractual requirements, how problems encountered in the course of contract performance were addressed, and the effectiveness of corrective actions taken. The Government evaluators will consider the performance quality of recent, relevant efforts. Past performance efforts that are not deemed both relevant and recent will not be further evaluated for quality. The quality assessment may result in positive or adverse findings. Adverse is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. For adverse information identified, the evaluation will consider the number and severity of the problems, mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. Process changes will only be considered when objectively measurable improvements in performance have been demonstrated.

Performance Confidence Assessment:

As a result of the recency, relevancy, and quality assessments, the Government evaluation team will then assign an integrated performance confidence assessment rating in accordance with the table below. The resulting performance confidence assessment rating is made at the past performance factor level and represents an overall evaluation of the

Quoter’s past performance. A strong record of relevant past performance may be considered more advantageous to the Government. Likewise, a more relevant past performance record of favorable performance may receive a higher confidence rating and be considered more favorably than a less relevant record of favorable performance. An excellent recent and relevant past performance that occurred three (3) years ago may not affect the Performance

Confidence Assessment as much as a recent and relevant effort that occurred within the last year and has an unsatisfactory performance. Also, an example of favorable recent and relevant performance of a prime Quoter will have greater weight than examples provided for the prime’s teaming partners / subcontractors, joint venture and / or significant subcontractor(s).

The following table reflects the Past Performance Confidence Assessment:

Past Performance Confidence Assessments:

Rating Description

Substantial Confidence Based on the Quoter’s recent/relevant performance record, the Government has a high expectation that the Quoter will successfully perform the required effort.

Satisfactory Confidence Based on the Quoter’s recent/relevant performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the Quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the Quoter’s recent/relevant performance record, the Government has a low expectation that the Quoter will successfully perform the required effort.

No Confidence Based on the Quoter’s recent/relevant performance record, the Government has no expectation that the Quoter will be able to successfully perform the required effort required effort.

If no record of past performance is submitted and the Government has no information available regarding the

Quoter’s past performance, that Quoter will receive an neutral/Unknown Confident rating (i.e. the Quoter is evaluated neither positive nor negative) for past performance. The evaluation will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the performance of tasks detailed in the PWS.

Factor 3 – Price

The cost and price analysis techniques set forth in FAR 13.106-3(a) are used to determine whether the offered price is fair and reasonable. The proposed price is reasonable when it is fair to the buyer, fair to the seller, and reasonable considering the market conditions, available alternatives, and price-related factors as determined through one or more of the price analysis techniques. The quote will also be reviewed for consistency to ensure that all performance, scope, and assumptions proposed in other sections of the quote are captured in the price quote section.

The evaluated price shall be used in the trade-off analysis between the price and non-price factors to determine the best value. The evaluated price of the quote shall be the total price for the base period and all option periods.
