1. BASIS FOR CONTRACT AWARD
1.1 Award will be made on the basis of Best Value to the Government. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors.
In accordance with FAR 52.212-2, the evaluation criteria that will be used for/applied to all quotes received in response to this solicitation are: (1) Technical, (2) Past Performance, and (3) Price.
Within the best value continuum, the Government will employ a Lowest Price Technically Acceptable Offer analysis of non-price factors in evaluating each quote submitted. Trade-offs between cost/price and non-cost/price factors are not permitted. Quoter must possess acceptable past performance history. The Government reserves the right to award to other than the lowest priced, technically acceptable quoter when the quoter’s past performance record demonstrates anything other than satisfactory performance.
2. INSTRUCTIONS
The technical evaluation ratings for the criteria are listed under Paragraph 2 of Addendum 52.212-2 of the Request for Quotations. | Unacceptable |
