About this file
This document is a Questions and Answers (Q&A) file related to a Marine Corps solicitation for high-volume printing equipment and services. The vendor is requesting specific total meter reads for four printing machines (three black and white printers with 150K page count each and one color printer with 20K page count) as part of a fixed flat-rate maintenance contract.
The respondent argues that providing current meter readings is critical for potential vendors to accurately assess the equipment's usage and potential maintenance costs. They emphasize that this information is essential for evaluating the contract's risk, comparing it to selling or leasing a vehicle without disclosing mileage. The document highlights that this Marine Corps solicitation is unique in not providing the requested meter information upfront, which could potentially jeopardize the contract, equipment, and vendor's future participation.

QUESTION RESPONSE
1. Regarding the meters. We do not need the monthly, quarterly or even yearly we only require the total meter read on each of the 4 machines as they are today. Since all parts, labor, toners, and staples normally outweigh the total cost of the machines by three or four times during a contract It is imperative that if the government is seeking a business to risk a fixed flat rate maintenance contract, that the government must provide the total current meters on the machines today failure to do that Could jeopardize the contract, the equipment, and the vendor in the future. It would be the same as the government trying to sell a car without providing the mileage on it or trying to lease a car and not accepting mileage limits. This has been the only Marine Corps solicitation for high volume printing in the Marine Corps that has not provided the requested information in the course of a solicitation for equipment and services. It’s part of an ongoing contract and it should be provided when requested.
The meter counts for the machines for the last five years:
- 150K per machine (B&W printer- 3 machines)
- 20K per machine (Color printer- 1 machine)
