About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a printing equipment lease and maintenance contract issued by the Regional Contracting Office at Parris Island, SC. The amendment extends the proposal response deadline from 15 September 2025 at 2:00 PM to 16 September 2025 at 4:00 PM and provides clarification on machine usage requirements. The contract involves leasing and maintaining 4 printers: 3 black and white printers with a monthly usage requirement of 150,000 pages per machine (450,000 total) and 1 color printer with a monthly usage requirement of 20,000 pages. A vendor questioned the lack of current meter readings, and the government responded by specifying the expected monthly print volumes for the new machines, noting that historical meter counts could not be verified.

QUESTIONS & RESPONSES

QUESTION RESPONSE

1. Regarding the meters. We do not need the monthly, quarterly or even yearly we only require the total meter read on each of the 4 machines as they are today. Since all parts, labor, toners, and staples normally outweigh the total cost of the machines by three or four times during a contract It is imperative that if the government is seeking a business to risk a fixed flat rate maintenance contract, that the government must provide the total current meters on the machines today failure to do that Could jeopardize the contract, the equipment, and the vendor in the future. It would be the same as the government trying to sell a car without providing the mileage on it or trying to lease a car and not accepting mileage limits. This has been the only Marine Corps solicitation for high volume printing in the Marine Corps that has not provided the requested information in the course of a solicitation for equipment and services. It’s part of an ongoing contract and it should be provided when requested.

The meter counts for the machines for the last five years could not be verified – but the requirement for the new machines are:

- 150K per month (B&W printer- 3 machines)

- 20K per month (Color printer- 1 machine)
