AMENDMENT ONE QUESTIONS AND AN
Questions for Branded Furniture Solicitation 06 June 2018
1. For the lockers that are spec'd, should we plan for the lockers to be singles to allow for flexibility of installation at each location?
a. Lockers can be singles.
2. Regarding the lockers, how many lockers will be ordered per location? Would Dark Grey be acceptable? This color is an “In Stock” color.
a. Section 7.0 (page 96) of the solicitation provides the Government’s good faith best estimate for the maximum quantities to be ordered throughout the life of the contract. See the specific CLIN for Lockers and location to determine the Government’s estimate for a particular location.
b. Dark grey is not acceptable and would not be in accordance with specifications that have been outlined in the solicitation or the Marine Corps Branding.
3. Regarding the lockers, Lyon Model # 5062, I have attached the catalog page and spec sheet. These lockers are 72"H without legs. The solicitation says 60"H. Please provide clarification. I have also attached the 5062 spec sheet. Please confirm that these are the specs to be met: 16-gauge door and frames; 24-gauge body parts; and one piece 16-gauge door (The solicitation says 18 gauge).
a. The height of 72” is acceptable. The SOW states 60” but this amendment adds the words “at least” before “60 inches” in the specification.
4. Can you please clarify the spec on this Visitor Chair? Is there a typo with-in the highlighted areas?
Should the description read mesh seat "pan" or should it say "pad"? Is the chair to have a mesh backing and the same mesh across the seat or can the seat be covered in black mesh fabric, since fabric is mentioned within the description? Also is the stack-ability a MINIMUM of 4 chairs high or a Maximum of 4 chair high?
a. Backing should be mesh along with seating portion. This allows for poolees or Marines that are sweating from physical fitness to sit in them, but dry quickly with no risk of smell.
b. Chairs should be stackable at a minimum of 4 chairs, however, if they can be stacked 8 high, it doesn’t matter. It meets the 4 chair minimum requirement.
5. Can we be informed as to what furniture (sku numbers) is demonstrated by others for this bid and deemed acceptable? The reason I ask is that we could provide several brands that would meet all the salient characteristics I have read and if other vendors show these items and they are deemed acceptable we should be made aware of those skus or brands that are acceptable so we can bid them without demonstrating them. The lines we may bid include HON, Global, Alera and Lorell to name a few. We would bid one brand of product for the whole project.
a. No. As discussed at Factor 1, Sub factor 1, Evaluation Criteria: The Government will determine how well proposed furniture meet the requirements of the solicitation, to include the On-Site Display. An on-site display is required and will be approx. 3 weeks after solicitation closes, so written offers would already be submitted before the display is required. Also, both a written offer and a display are required for an offer to be awardable.
Any offeror who does not demonstrate as per Instructions to Offerors at the date and place specified by the Contracting Officer will be deemed not to have complied with the requirements of the solicitation and will be unawardable. No potential offeror who does not submit a written offer will be allowed to demonstrate its products. For each offeror, demonstrated furniture must match the offer submitted in response to the solicitation. The Government will not release names of offerors, except for the awardee at time of award, or brand names and model numbers offerors demonstrates. Offerors may offer and demonstrate any brand that meets the requirements of the solicitation, including the description in the Statement of Work, DFARS 252.225-7001, DFARS 252.225-701`2, and FAR 52.219-6(d)
6. Is there a requirement for the manufacturer to be a small business for this bid?
a. Yes. See Federal Acquisition Regulations (FAR) Part 19.102 (f)(1).
7. What is the annual spend expected to be? And the total allocated for the four year project?
a. The Government cannot reasonably determine an annual spend or total financial allocation against the resultant contract. However, section 7.0 (Page 96) of the solicitation provides:
(1) The Minimum guarantee of $300,000, which will be ordered via the first task order issued against the resultant contract; and (2) The Governments good faith best estimate for the Maximum Quantities to be ordered throughout the life of the contract.
8. Once an order is placed what is the deadline to have the furniture installed and the project completed?
a. See section 6.0 - Delivery Requirements - on page 95 of the solicitation.
9. Would you please clarify the requirement’s NAICS code? The main solicitation page SF1449 notes code 337215. The FBO summary page notes 337214. Page 152 in the main solicitation under Section III, Volume I point (3) “completed and signed RFP” notes SAM registration NAICS code 611430.
a. The NAICS code for this solicitation is 337214, with a size standard of 1,000 employees. The Solicitation has been changed via this amendment.
10. Would you please confirm that we are to complete the Past Performance Questionnaires as per the
Volume III requirement and your agency will be mailing/e-mailing them out to the contact directly to obtain the rating.
a. Prospective offerors shall provide questionnaires that have been completed by the Offeror’s references. In addition, offerors shall provide a cover letter with each completed questionnaire that includes the information required at Volume III requirement, paragraph (2), Page 154 of the solicitation.
11. Would you please consider extending the submittal due date to July 31st 2018?
a. No, this contract is time sensitive with upcoming fiscal year ending
12. Visitor Chair - The specifications for this chair call for a mesh seat and back and sled base. Is there a basis of design for this chair that could be shared? In meetings with Marine Base Camp Pendleton, the mesh seat option is not being used due to poor performance in the field. (photo below is posted on the contracting office door regarding mesh chair purchases) Is a mesh back fabric seat chair alternative allowable for this quotation?
a. The specifications in the SOW states the requirement is for mesh seat and backing. The specifications will not be changed. The standard is the requirement described in the SOW.
13. Work Desks - The specification is not clear. Is there a drawing that could be shared? It seems you are asking for a peninsula (U or P shaped) desk but the depth of the unit and length of the unit is hard to interpret. Is a 30" deep acceptable (spec calls for 24"depth)
a. 30” is not acceptable.
b. The specifications for the work desk will remain as written in the SOW. Variance in size will only be +/- 2”s.
14. Mobile Pedestal - The quote asks for a B/B/F configuration for the mobile ped and that it be able to fit under the desk. Is a B/F configuration acceptable for this?
a. Box Box File is the only configuration allowed for this solicitation. No Box File will be allowed.
15. Sofa and LoveSeat and Lounge Chair - This calls for a reversible cushion. Although that is a possibility, commercial lounge furniture with loose cushions come with a Velcro strip or device to hold the cushion in place. If the cushion is reversible it could not be tethered and could be both a safety and aesthetic issue. Is it acceptable to propose a non-reversible option?
a. No
16. Media Stand - Is there a basis of design for this piece? Not sure if what you are wanting is a TV screen holder or a wall unit that could serve as media stand.
a. Media stand should allow for a TV up to 42” to sit freely on top of the stand and DVD system should have its own slot for it to sit in. The width of the stand must be at a minimum of 42” inches, which is the same width of the TV. A wall mounted unit is not acceptable.
17. Coffee table - is it permissible to propose a table that may be smaller than the min-max requirements? Is there a basis of design that you could share?
a. No
18. The language regarding price holds for the length of the contract is not clear. GSA allows an Economic Price Adjustment for furniture contracts. This allows LIST prices to be modified to reflect variable expenses like fuel charges and steel price increases to the manufacturer. Please indicate if the GSA EPA increases are allowable throughout the life of this proposed contract.
a. Economic price adjustment provisions are not included in this solicitation and are not expected to be included in the resultant contract. The Government solicited and awarded two previous furniture contracts of the same scope and magnitude as this requirement, and there were no significant fluctuation in material costs that warranted economic price adjustments. As such, the Government does not foresee any significant volatility in material costs that would warrant incorporating economic price adjustment provisions in this solicitation. The solicitation, page 153 of 159, states that offerors must honor awarded prices for orders placed at any point during the term of the contract.
19. Regarding the Recruiter Chair, I have checked with 7 seating manufacturers and none of them have a back width of 23”. Would it be possible to make sure that this requirement isn’t a typo? Would it be possible to provide a manufacturer and model # as the basis of design?
a. If the next backing width is 24” then this is acceptable. See 1st sentence, section 5.1, page 85 of the solicitation, “All dimensions, unless specifically stated otherwise, may have a variance of plus or minus two (2) inches.”
20. Regarding the Visitor Chair, I have checked with 7 seating manufacturers and none of them have a mesh seat and mesh back stack chair. We can’t find any stack chairs with a mesh seat. Would it be possible to make sure that this requirement isn’t a typo? Would it be possible to provide a manufacturer and model # as the basis of design?
a. Requirement is not a typo, the described chair is readily available within the marketplace, a quick google search has confirmed several manufacturers with a chair meeting this requirement. The Government will not provide a Manufacturer and Model as a basis of design, as this is not a Brand Name or Equal requirement.
21. Regarding the Work Desk / NCO Station, the requirement says that the L-shaped desk should be 66”W x 42”D. If the 66” desk is 24”D then the return would be only 18”W. (24” + 18” = 42”). An 18” width will not provide much leg room. Would it be possible to make sure that this requirement isn’t a typo?
a. The desk should be a total of 66” wide, 30” height, 24” depth the return would be 24”depth which would be a part of the total 66”.
22. Regarding the VI. ON SITE DISPLAY, The display will take place aboard Parris Island, South Carolina 29905 within 3 weeks of the solicitation closing date of 23 June 2018. The solicitation says that the closing date is 25 of June 2018 in Block 8 of the SF 1449. Please clarify if the closing date is 23 or 25 of June.
a. The closing date (block 8) is July 6, 2018 @ 10:00 am EDT. The closing date of 23 June 2018 was a typo under VI. ON SITE DISPLAY. The date has been updated via amendment.
23. Are open market items acceptable?
a. Yes
24. Regarding the Media Stand, would a cabinet that has a metal case and a laminate top be acceptable? The manufacturer could also add laminate door fronts at an additional cost.
a. No, the specifications outlined in the solicitation for the media stand must be met.
25. Regarding the vertical file, letter width vertical files are typically 15”W and legal width vertical files are 18”W. The solicitation says that the files should be 16.75”W. Please provide clarification. If the width is correct, please provide the basis of design for this item.
a. Vertical files should be capable of holding standard legal and letter sized paper. 18”W will be acceptable. See 1st sentence, section 5.1, page 85 of the solicitation, “All dimensions, unless specifically stated otherwise, may have a variance of plus or minus two (2) inches.”
26. Regarding the brochure racks, we have spent hours looking for brochure racks that meets these specs. Are these racks custom? If not, please provide the basis of design for this item.
a. Racks are not custom. They are mostly made of wood or aluminum for storage of recruiting brochures. The requirement is for aluminum or equal material construction.
27. Regarding the Berry Amendment compliance for: (5.2 1.1 Recruiter Chair; 5.2 1.2 Visit Chair; 5.2 2.1 Sofa; 5.2 2.2 Loveseat; and 5.2 2.3 Lounge chair), do we need to send documentation that proves that the fabric is manufactured in the US? Do we need to send documentation that proves that the metal for the chairs was purchased in the US?
a. The Instructions to Offerors requires offerors to include a statement in the cover letter acknowledging that specific items will comply with the Berry Amendment, and with 52.219- 6(d). Offerors are also required to include a Buy American Act certificate. Offerors should be prepared to provide documentation to substantiate the statements in the cover letter and the BAA Certificate.
28. Because there are several clarifications, we would like to ask for an extension for questions to be submitted. Once we send the clarifications to the manufacturers, they may have more questions.
a. The Closing date for this solicitation is 6 July 2018. The Contracting Officer does not intend at this point to respond to further questions.
29. The specs say this needs to be CAL 133 compliant which will increase the cost by about 60%. This is a very strict fire code rating that is used in very specific situations and areas on the country. I looked it up on line and it looks like this is not something that would be required since it seats less than 10 (occupants).
a. CAL 133 compliance is required as per the statement of work.
30. Approximately how many locations will ship per month?
a. See FAR Clause 52.216-22, page 137 and 6.0 Delivery Requirements, page 95-96.
31. Will you have us shipping to a specific region until they are complete then move to another, or will they be random across the country?
a. See 6.0 Delivery Requirements, pages 95-96
32. What is the tolerance in dimensions for the furniture? i.e. Typically, this would be +/- 2”?
a. See 1st sentence of Section 5.1 (Page 85), of the solicitation. “All dimensions, unless specifically stated otherwise, may have a variance of plus or minus two (2) inches.”
33. What are the provisions for cost escalation in option years of this contract?
a. This contract contains a 48-month ordering period. There are no options on this contract.
The following have been modified:
