Factor 1: Technical Capability
Sub-factor 1 – Quality, Appearance, and Design of Product Sub-factor 2 – Quality Control Sub-factor 3 – Warranty Sub-factor 4 – Delivery and Installation
Factor 2: Past Performance
Factor 3: Price
Relative Order of Importance
Factor 1 Sub-factors are of equal importance.
Factor 1 is more important than Factor 2.
Factor 1 and Factor 2 when combined are significantly more important than price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
EVALUATION CRITERIA
1. Evaluation of Non-Price Factors In evaluating the technical portion of the quotation, the Government will evaluate the following technical factors and sub factors, as described below:
FACTOR 1: Technical Sub factor 1 – Quality, Appearance, and Design of Product
The Government is interested in an offeror that demonstrates a sound understanding of, and a credible approach to, delivering furniture that meets all requirements of the Performance Work Statement, in product quality, in the product durability, and in appearance of uniformity. As part of this evaluation, the Government will consider conformance with the PWS, quality, durability, and the final appearance/branding of each item.
Evaluation Criteria: The Government shall evaluate how well proposed furniture meet the requirements of section C, and also the quality, durability, and appearance of Branded items.
Sub factor 2 – Quality Control (QC) The Government is interested in an offeror that demonstrates a sound Quality Control (QC) Plan that is well established and outlines steps required in identifying and correcting deficiencies, the process for meeting schedule requirements, and maintaining records, necessary to meet the governments’ needs. As part of this evaluation, the Government will consider the QC process offered by the offeror.
Evaluation Criteria: The Government shall evaluate the contractors Quality Control (QC) system using a combined technical/risk rating methodology and adjectival rating system.
Sub factor 3 – Warranty The Government is interested in the length of warranty coverage and the ease of processing warranty claims offered by the offeror.
Evaluation Criteria: The Government shall evaluate the warranty of all Branded items using a combined technical/risk rating methodology and adjectival rating system.
Sub factor 4 – Delivery & Installation The Government is interested in an offeror proposed coordination plan as it relates to removal and disposal of existing equipment as well as installation and delivery. The Government is interested in coordination and communication plans that allows for minimal Government wait-time.
Evaluation Criteria: The Government shall evaluate the offeror’s delivery approach using a combined technical/risk rating methodology and adjectival rating system. The Government will favorably consider a credible plan stating shorter wait times than required by the specification, so long as the plan is otherwise rated acceptable or higher.
FACTOR 2: Past Performance
The Government will evaluate recent and relevant past performance information that relates closely to the requirements set forth in the PWS.
Offeror(s) shall provide sufficient background information that will clearly demonstrate Offeror’s performance history for contracts of similar size, scope and complexity within the past three (3) years.
2. Evaluation of Price Comparison of the proposed price is considered in the overall evaluation of “best value” to the Government based on the anticipated level of competition. The Government may accept other than the lowest price proposal, if the perceived benefits of the higher priced proposal are deemed to merit the higher price.
3. Adjective Ratings and Definitions for Technical Proposal
The Government will evaluate and document strengths, weaknesses, deficiencies, and potential discussion questions for each Offeror’s Technical proposal.
Strength - is an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness - means a flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001
Deficiency - is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
Based on identified strengths, weaknesses, and deficiencies the Government will assign each technical factor/sub factor an adjectival rating using the adjectival rating scale at Table M-1.
(Table M-1) Combined Technical/Risk Ratings
Rating
Description
OUTSTANDING
Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
GOOD
Proposal indicates a thorough approach and understanding of
the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
ACCEPTABLE
Proposal indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
MARGINAL
Proposal has not demonstrated an adequate approach and
understanding of the requirements, and/or risk of unsuccessful performance is high.
UNACCEPTABLE
Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
4. Past Performance Evaluation
The Government will conduct a structured past performance evaluation that examines an offeror’s relevant past performance record to determine the performance risk associated with each quotation and the degree of confidence for successful performance of this requirement based on the offeror’s demonstrated record of performance on similar contracts. The past performance evaluation will assess the confidence in the offeror’s ability, which includes, if applicable, the extent of its teaming partners’ involvement to successfully accomplish the proposed effort based on the offeror’s demonstrated past work record of performance on similar contracts.
The recency and relevancy of the information, the source of the information, context of the data and general trends in the contractor’s performance will be considered. More recent and relevant performance usually has a greater impact in the confidence assessment than less recent and less relevant performance. For purposes of this evaluation, recency is defined as active or completed efforts performed within the past three (3) years. The Government will perform an independent determination of relevancy of the data provided or obtained. A relevancy determination of the offeror’s past performance (which includes, if applicable, the extent of its teaming partner’s involvement) will be made using the relevancy criteria provided in Table M-2. The Government is not bound by the offeror’s opinion of relevancy.
(TABLE M-2)
Past Performance Relevancy Rating
Relevancy Rating
Definition
Very Relevant
Present/Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts, experience in managing high volume orders and how well they work with customers to meet specific needs. The past performance evaluation will consider strengths, weaknesses, deficiencies and the overall performance record of each offeror. As a result of the recency, relevancy, and quality assessments of the contracts evaluated, a confidence assessment rating will be made using the performance confidence assessment ratings provided in Table M-3. The Government will consider all relevant past performance information, and will use information obtained from CPAR, PPIRS, in addition to that submitted by Offeror. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
(TABLE M-3).
Past Performance Confidence Assessments
Rating
Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
