Western Boundary Study Area Operable Unit 1 Groundwater – 2023 Annual Report

This is a 2023 Annual Report documenting Remedial Action Operations (RAO) activities conducted by Renova-Sovereign Joint Venture (RSJV) under contract with the U.S. Army Garrison Aberdeen Proving Ground (APG) in Maryland. The report details environmental monitoring and maintenance activities for the Western Boundary Study Area (WBSA) Operable Unit 1 (OU1) Groundwater remediation project, which addresses groundwater contamination from volatile organic compounds (VOCs) and per- and polyfluoroalkyl substances (PFAS) resulting from previous military operations at the site. The contract is executed under Contract Number W56ZTN-17-D-0009, Delivery Order Number W56ZTN-21-F-0068, with RSJV assuming control of RAO services in July 2021. Environmental Chemical Corporation (ECC) oversees the maintenance and monitoring activities associated with the Perryman Groundwater Pretreatment Facility and related well systems.

During the 2023 reporting period, RAO activities included semi-annual sampling of the Perryman facility influent, effluent, and finished water for TCL VOCs; five-year sampling of facility influent for 1,4-dioxane and explosives; annual sampling of five Harford County Production (HCP) wells for VOCs and PFAS analysis; and comprehensive carbon vessel changeouts and refurbishments totaling 220,000 pounds of virgin activated carbon across all 11 treatment vessels. Laboratory analysis found that detected VOCs remained below Maximum Contaminant Levels (MCLs) for drinking water, though PFOA was detected in all five HCP wells sampled, with concentrations ranging from 2.2 ng/L to 420 ng/L, and PFOS detected in four wells at concentrations ranging from 3.1 ng/L to 120 ng/L. The report notes that the remedy is performing as designed, with long-term monitoring activities scheduled to continue, including the next Five-Year Review sampling event tentatively scheduled for 2026.

1.0 INTRODUCTION

The United States (U.S.) Army Garrison Aberdeen Proving Ground (APG), Directorate of Public Works Environmental Division (DPW-ED) has tasked Renova-Sovereign Joint Venture (RSJV) to conduct Remedial Action Operations (RAO) services at APG, Maryland under Contract Number W56ZTN-17-D-0009, Delivery Order Number W56ZTN-21-F-0068. The RSJV assumed control of the RAO in July 2021 and Environmental Chemical Corporation (ECC) oversees the maintenance and monitoring activities associated with Western Boundary Study Area (WBSA) Operable Unit 1 (OU1) Groundwater within the Aberdeen Area of APG. The Headquarters Army Environmental System/Army Environmental Database-Restoration identification for the WBSA OU1 Groundwater is 24015.1188/AAWB01. This annual report summarizes the RAO activities for WBSA OU1 Groundwater and presents the results for the performance monitoring period from January to December 2023.

The WBSA OU1 Groundwater performance monitoring activities and reporting have been part of the Environmental Remediation Services Long-Term Management Sites at APG. With the WBSA OU1 Groundwater incorporated under the APG RAO services, performance monitoring activities will now be included as a separate Annual Report. Maintenance and monitoring of the WBSA OU1 Groundwater are conducted in support of the APG Installation Restoration Program (IRP) and in accordance with the 1990 Federal Facilities Agreement at APG (U.S. Environmental Protection Agency [USEPA] Region III et. al, 1990) under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) protocols.

1.1 Purpose and Scope

This report is intended to summarize and document the activities conducted by the RAO contractor during 2023 for performance monitoring activities in accordance with project requirements.

Monitoring requirements associated with the WBSA OU1 Groundwater 2000 Record of Decision (ROD) are defined in The Edgewood and Aberdeen Areas. Environmental Remediation Services:

Long-Term Management Sites at Aberdeen Proving Ground, Operations & Management and Long-Term Monitoring Plan, Revision 2 (HGS Engineering, Inc., 2016). Additional periodic monitoring for per- and polyfluoroalkyl substances (PFAS) has been completed by the Army based on recommendations from The Emerging Contaminants Study: Perfluorooctanoic Acid (PFOA) and Perfluorooctane Sulfonate (PFOS) at WBSA OU1 (HGS Engineering, Inc., 2016). PFAS groundwater contaminants were identified in the groundwater post ROD and the Army has continued monitoring activities until the contamination is investigated under the CERCLA process. Section 2.0 presents a summary of the RAO activities performed. Section 3.0 discusses the Perryman Groundwater Pretreatment Facility sampling results. Section 4.0 describes the Harford County Production (HCP) Wells sampling results. Section 5.0 presents the Long-Term Monitoring/Management (LTM) summary. Section 6.0 provides an overall RAO activity summary. Finally, Section 7.0 includes references used in this report.

1.2 Site Description and Background

The Western Boundary (Perryman) Study Area is located within the Aberdeen Area of APG (Figure 1). WBSA OU1 refers to groundwater under the southwestern two-thirds of the WBSA near the Perryman Well Field, along the Installation boundary of the Aberdeen Area of APG.

Previous military and industrial activities in the WBSA have contributed to groundwater contamination. Volatile organic compounds (VOCs) and PFAS contamination from the former Aberdeen Fire Training Area (FTA) was identified in the upper aquifer. A trichloroethene (TCE) plume in groundwater was reported to extend from the former FTA to HCP wells HCP-5 and HCP-

6. A ROD was issued in July 2000 and specified a fixed-bed granular activated carbon system at the Perryman Groundwater Pretreatment Facility (APG, 2000).

The groundwater monitoring plan was developed in December 2000 and revised in 2004 and 2008.

The 2008 revision required quarterly sampling of the treatment system and annual sampling of HCP wells and monitoring wells for Target Compound List (TCL) VOCs. In 2012 the monitoring well sampling frequency was changed to every five (5) years. Annual monitoring of explosives and 1,4-dioxane concentrations in the Facility’s influent was required for five (5) years until 2013.

Provided that no explosives and 1,4-dioxane were detected, the monitoring frequency was reduced to every five (5) years after 2013 (HGS Engineering, Inc., 2016). The Perryman Groundwater Pretreatment Facility is operated under an agreement between Harford County and the U.S. Army.

Harford County monitors water treatment plant operations on a regular basis and performs routine preventative maintenance. Environmental monitoring activities are shared between Harford County and the U.S. Army (APG, 2019).

An emerging contaminants study was conducted in 2012 and 2013 that focused on determining the presence of PFAS, such as PFOA and PFOS, in WBSA OU1 groundwater. The study determined that groundwater contained PFOA, PFOS, and other PFAS. The highest concentrations were observed in the vicinity of the former Aberdeen FTA (APG, 2019).

According to the Aberdeen Proving Ground, Aberdeen Area Fourth Five-Year Review Report (APG, 2019), the remedy is performing as designed and meets all remedial objectives. However, the protectiveness determination was deferred because PFAS has been detected in groundwater and the potential for future risk to human health has not been evaluated. The Five-Year Review noted that treated water had not been found to contain PFOA or PFOS above the then relevant USEPA lifetime health advisories. The Five-Year Review recommended that an evaluation be conducted to determine the effectiveness of existing production well systems for PFOS/PFOA groundwater plume containment and hydraulic control. This evaluation is ongoing under a separate contract (APG, 2019; EA Engineering, Science, and Technology, Inc. PBC, 2021

2.0 REMEDIAL ACTION OPERATIONS AND MAINTENANCE

2.1 Sampling and Monitoring

During 2023 the RAO sampling activities included:

• Semi-annual sampling of the Perryman Groundwater Pretreatment Facility influent, effluent, and finished water for analysis of TCL VOCs.

• Five-year sampling of the Perryman Groundwater Pretreatment Facility influent for analysis of 1,4-dioxane and explosives.

• Annual sampling of the HCP wells for analysis of TCL VOCs and PFAS.

Harford County samples the plant and the two major production wells (i.e. HCP-5 and HCP 6) quarterly for PFAS as part of the Unregulated Contaminant Monitoring Regulation (UCMR) under CFR 141.40. The finish water is also sampled and analyzed by the county for 21 regulated VOCs.

Results of these sampling efforts are summarized in the 2023 Water Quality Report Public Water System Identification Number (PWSID) #012-0016 (Harford County Public Works, 2023).

Figure 2 shows the WBSA OU1 HCP wells and groundwater monitoring well sampling locations.

All chemical analyses and field quality control (QC) sampling were performed according to USEPA Analytical Level II data quality objectives. Quality Assurance (QA)/QC requirements for analyses were performed on all collected samples. Eurofins Lancaster Laboratories Environmental, LLC analyzed the Facility’s water, HCP wells, and QA/QC samples for VOCs by USEPA Method 524.2. Advanced Environmental Laboratories, Inc analyzed the HCP wells and QA/QC samples for PFAS by USEPA Method 533 and PFAS Compliant with Table B-15, Department of Defense (DoD), Quality Systems Manual (QSM), Version 5.3 Requirements, and analyzed the Facility’s water for 1,4-dioxane by USEPA Method SW-846 8270D SIM and explosives by USEPA Method 8330B.

Table 1 presents the VOCs detected in the Facility’s influent, effluent, and finished water samples for 2023. Table 2 presents the VOCs and PFAS detected in the HCP well samples for 2022 and 2023. Quality control blank results are also included in Table 2.

Appendix A includes all the laboratory reports for the sample results documented in this report, as well as the AEL PFAS SOP (USEPA Method 533 and PFAS Compliant with Table B-15, DoD, QSM, Version 5.3 Requirements).

Sampling of the 41 monitoring wells occurs every five (5) years during the site’s CERCLA Five- Year Review (FYR) for analysis of TCL VOCs and PFAS. Sampling was completed in 2012, 2017, and 2021. The next FYR sampling event is tentatively scheduled for 2026.

3.0 PERRYMAN GROUNDWATER PRETREATMENT FACILITY SAMPLING

RESULTS

The Harford County Perryman Groundwater Pretreatment Facility consists of groundwater production wells and a pipeline system to transport extracted groundwater to the facility. The treatment plant employs metals removal and organic compound destruction and removal processes. Two semi-annual sampling events were conducted during calendar year 2023 to monitor contaminant concentrations in the Facility’s influent, effluent, and finished water. The finished water sample refers to the combined effluent after it passes through the granular activated carbon pretreatment system. Influent and effluent ports 1 are associated with carbon vessels 1-5 and influent and effluent ports 2 are associated with carbon vessels 6-11.

Samples of influent, effluent, and finished water were collected at the Facility on 31 January 2023 and 29 November 2023. The samples were analyzed for TCL VOCs. The influent was also analyzed for 1,4-dioxane and explosives in November 2023. Table 1 presents the VOCs detected in Facility’s influent, effluent, and finished water in 2023. Samples were not collected from the influent and effluent ports 2 during the January 2023 sampling event due to the carbon vessels being offline for refurbishments and changeouts.

Chloroform was detected in the finish water samples during both 2023 events. These detected chloroform concentrations are less than the USEPA tap water regional screening level (RSL) of

0.22 micrograms/Liter (µg/L). Chloroform was detected with a J qualifier in the effluent sample during November 2023 at 0.22 J µg/L. This detection was reported at the RSL of 0.22 µg/L.

Styrene was detected below the RSL (120 µg/L) in the effluent samples during both 2023 events (0.2 J µg/L and 0.25 J µg/L, respectively).

Consistent with previous years of plant sampling, the detected TCE concentration in the influent ranged from 0.91 µg/L to 1 µg/L during both 2023 events. The January and November 2023 influent samples contained estimated detections of chloroform.

None of the VOCs detected in the 2023 Facility’s influent, effluent, and finished water samples exceeded their respective Maximum Contaminant Levels (MCLs) for drinking water.

In accordance with the five (5) year sampling, influent was sampled during November 2023 for 1,4-dixoane and explosives. There were no detections reported.

4.0 HARFORD COUNTY PRODUCTION WELL SAMPLING RESULTS

Five (5) HCP wells (HCP-02, -04, -05, -06, and -09) were sampled in November 2023. Figure 2 displays the locations of the HCP wells. Table 2 presents the compounds and substances detected in HCP well samples for 2023 and the previous annual sampling event in 2022. Groundwater samples were not collected from HCP-01 and -08 in 2023 as the wells were offline. HCP-01 was out of service due to a disabled pump and HCP-08 was offline due to the need for level sensor and pump motor repairs. HCP-03 well was decommissioned and there is not an HCP-07 well designation.

The five (5) production wells were sampled on 29 November 2023 for TCL VOCs and PFAS analysis. All the laboratory reports are included in Appendix A.

During 2023, VOCs were not detected above the MCLs in the five (5) HCP wells sampled and VOCs were not detected in HCP-09. Below is a summary of the 2023 VOC results:

• Primary contaminant TCE was detected in HCP-05 (1.4 µg/L) and HCP-06 (1.2 µg/L) above the RSL of 0.28 µg/L, but below the MCL of 5 µg/L. None of the other three (3) production wells contained detectable TCE concentrations.

• HCP-06 contained detected concentrations of 1,1-dichloroethene at 0.15 J µg/L, cis-1,2-dichloroethene at 0.19 J µg/L, and tetrachloroethene at 0.13 J µg/L. All three VOCs were below their respective RSLs.

• Chloroform was detected in HCP-02 at 0.29 J µg/L and in HCP-04 at 0.76 µg/L. These concentrations are above the RSL of 0.22 µg/L, but below the MCL of 80 µg/L.

PFOA was detected in all five (5) HCP wells sampled in 2023. PFOS was detected in four (4) HCP wells sampled in 2023. For PFOA, the MCL is 4 nanograms/Liter (ng/L) and the RSL is 0.0027 ng/L. For PFOS, the MCL is 4 ng/L and the RSL is 0.2 ng/L (USEPA, 2024). Below is a summary of the PFOA and PFOS 2023 results:

• PFOA ranged from 2.2 J ng/L at HCP-09 to 420 ng/L at HCP-06.

• Detected concentrations of PFOA exceeded the MCL and RSL at four (4) HCP wells

(HCP-02, HCP-04, HCP-05, and HCP-06).

• PFOA concentrations increased from 2022 to 2023 in HCP-05. The four (4) other well concentrations decreased from 2022 to 2023.

• PFOS ranged from 3.1 J ng/L at HCP-04 to 120 ng/L at HCP-06.

• Detected concentration of PFOS exceeded the MCL and RSL at three (3) of the HCP wells

(HCP-02, HCP-05, and HCP-06) and exceeded the RSL at HCP-04.

• PFOS concentrations increased from 2022 to 2023 in HCP-02 and -05. The remaining three

(3) wells concentrations decreased from 2022 to 2023.

Aberdeen Proving Ground, Maryland

4-2

Ten (10) additional PFAS contaminants were detected in one or more of the five (5) HCP wells in 2023. Results show detections of perfluorobutanoic acid (PFBA), perfluorobutanesulfonic acid (PFBS), perfluoroheptanoic acid (PFHpA), perfluorohexanoic acid (PFHxA), perfluorohexanesulfonic acid (PFHxS), perfluorononanoic Acid (PFNA), perfluoropentanoic acid (PFPeA), perfluoropentanesulfonic acid (PFPeS), perfluoroheptanesulfonic acid (PFHpS), and 6:2 fluorotelomer sulfonic acid (6:2 FTS). Below is a summary of the 2023 additional PFAS detections for substances with a MCL and/or RSL value.

• PFBA was detected in all five (5) HCP wells with concentrations ranging from 2 J ng/L at HCP-04 to 15 ng/L at HCP-06. None of the detections exceed the RSL of 1,800 ng/L.

• PFBS was detected in four (4) HCP wells with concentrations ranging from 1.7 J ng/L at HCP-04 to 22 ng/L at HCP-06. None of the detections exceed the RSL of 600 ng/L.

• PFHxA was detected in five (5) HCP wells with concentrations ranging from 1.7 J ng/L at HCP-09 to 79 ng/L at HCP-06. None of the detections exceeded the RSL of 990 ng/L.

• PFHxS was detected in four (4) HCP wells with concentrations ranging from 2.5 J ng/L at HCP-04 to 260 ng/L at HCP-06. PFHxS concentrations at HCP-05 (74 ng/L) and HCP-06 (260 ng/L) exceeded exceeded both the MCL (10 ng/L) and RSL (39 ng/L). HCP-02 (21 ng/L) PFHxS detection exceeded the MCL but was below the RSL.

• PFNA was detected in two (2) HCP wells: HCP-05 (2.9 J ng/L) and HCP-06 (8.9 ng/L).

PFNA exceeded the RSL of 5.9 ng/L at HCP-06 but was reported below the MCL (10 ng/L).

5.0 LONG-TERM MONITORING/MANAGEMENT

Forty-one (41) monitoring wells are sampled as part of the site’s CERCLA FYR events. All well samples are analyzed for TCL VOCs and PFAS. Previous FYR sampling events for the WBSA OU1 monitoring wells occurred in 2012, 2017, and 2021.

Overall, concentrations of PFOA have shown some reductions in concentrations between 2012 and 2021 as the contaminant is drawn towards the active production system. Concentrations of PFOS have increased from 2012 to 2021 expanding out laterally and vertically as it is drawn toward the production system. The differences in distribution of PFOA and PFOS indicates that PFOS appears to move slower toward the production system than PFOA. Lateral expansion of the PFAS plume toward the active production system is evident as wells that were non detect in 2012 have detections of PFAS contaminants in 2021. The results from the 2021 sampling event are further discussed in the 2022 Annual Report (RSJV, 2024).

The next CERCLA FYR sampling event is tentatively scheduled for 2026.

Compliance Statement Analytical test results meet all requirements of the associated regulatory program (e.g., NELAC (TNI), DoD, and ISO 17025) unless otherwise noted under the individual analysis. Data qualifiers are applied to note exceptions. Noncompliant quality control (QC) is further explained in narrative comments.

· QC results that exceed the upper limits and are associated with non-detect samples are qualified but further narration is not required since the bias is high and does not change a non-detect result. Further narration is also not required with QC blank detection when the associated sample concentration is non-detect or more than ten times the level in the blank.

· Matrix QC may not be reported if insufficient sample or site-specific QC samples were not submitted. In these situations, to demonstrate precision and accuracy at a batch level, a LCS/LCSD is performed, unless otherwise specified in the method.

· Surrogate and/or isotope dilution analyte recoveries (if applicable) which are outside of the QC window are confirmed unless attributed to a dilution or otherwise noted in the narrative.

Regulated compliance samples (e.g. SDWA, NPDES) must comply with the associated agency requirements/permits.

Measurement uncertainty values, as applicable, are available upon request.

Test results relate only to the sample tested. Clients should be aware that a critical step in a chemical or microbiological analysis is the collection of the sample. Unless the sample analyzed is truly representative of the bulk of material involved, the test results will be meaningless. If you have questions regarding the proper techniques of collecting samples, please contact us. We cannot be held responsible for sample integrity, however, unless sampling has been performed by a member of our staff. Times are local to the area of activity. Parameters listed in the 40 CFR Part 136 Table II as "analyze immediately" and tested in the laboratory are not performed within 15 minutes of collection.

This report shall not be reproduced except in full, without the written approval of the laboratory.

WARRANTY AND LIMITS OF LIABILITY - In accepting analytical work, we warrant the accuracy of test results for the sample as submitted. The foregoing express warranty is exclusive and is given in lieu of all other warranties, expressed or implied, except as otherwise agreed. We disclaim any other warranties, expressed or implied, including a warranty of fitness for particular purpose and warranty of merchantability. In no event shall Eurofins Lancaster Laboratories Environmental, LLC be liable for indirect, special, consequential, or incidental damages including, but not limited to, damages for loss of profit or goodwill regardless of (A) the negligence (either sole or concurrent) of Eurofins Lancaster Laboratories Environmental and

(B) whether Eurofins Lancaster Laboratories Environmental has been informed of the possibility of such damages. We accept no legal responsibility for the purposes for which the client uses the test results. Except as otherwise agreed, no purchase order or other order for work shall be accepted by Eurofins Lancaster Laboratories Environmental which includes any conditions that vary from the Standard Terms and Conditions, and Eurofins Lancaster Laboratories Environmental hereby objects to any conflicting terms contained in any acceptance or order submitted by client.
