About this file
This is a 2024 Annual Letter Report documenting the operations of the Canal Creek Groundwater Treatment Facility (GWTF) at U.S. Army Garrison Aberdeen Proving Ground in Maryland, prepared by ECC (Environmental Compliance & Consulting) under Contract No. W56ZTN-17-D-0009, Delivery Order No. W56ZTN-21-F-0110. The report summarizes operational activities from January through December 2024, detailing the treatment of approximately 57,453,000 gallons of groundwater containing volatile organic compounds (VOCs). The facility maintained an average yearly runtime of 98.3% for both the GWTF and well field, with seven active extraction wells (EW-1, EW-4, EW-5, EW-6, EW-7, and EW-8 on a cycling schedule, with EW-2 and EW-3 offline). Total VOC concentrations in plant influent ranged from 155.61 to 232.25 micrograms per liter throughout 2024, continuing a downward trend since 2009 when averaging 284.44 micrograms per liter. The facility remained compliant with National Pollutant Discharge Elimination System (NPDES) equivalency performance goals, with effluent concentrations consistently below 100 micrograms per liter.
Operations and maintenance activities included changeout of vapor carbon units in February 2024, acid washing of the facility in March 2024 (resulting in a 117.88-hour shutdown), installation of a new pump and motor for extraction well EW-1 in October 2024, and replacement of the mechanical seal for the sludge pump in November 2024. Extraction well EW-8 continued operating on a 30-days-on, 30-days-off cycling schedule throughout 2024 in response to localized groundwater VOC concentration increases, with sampling data showing a 43 percent reduction in target VOC concentrations since initiating this schedule in 2017. The annual land use control inspection was completed in 2024 with no violations noted. Based on 2024 sampling results, ECC recommended maintaining current extraction rates and well operations for calendar year 2025. Twelve detailed monthly status reports covering January through December 2024 are included as attachments, documenting sampling activities, maintenance work, chemical deliveries, waste disposals, and health and safety topics discussed with operational personnel each month.

Subject: Canal Creek Groundwater Treatment Facility 2024 Annual Letter
Report (January – December 2024)
Dear Mr. Loder:
This annual letter report summarizes the operations of the Canal Creek
Groundwater Treatment Facility (GWTF) during the 2024 calendar year. The twelve Monthly Status Reports are included as Attachment 1.
The following operations activities and observations were noted during the reporting period:
• The GWTF and well field had average yearly runtimes of 98.3%.
• Approximately 57,453,000 gallons of water were treated at average monthly total extraction well flow rates ranging from 106 to 119 gallons per minute.
• Total volatile organic compound (VOC) concentrations in the plant influent fluctuated between 155.61 µg/L and 232.25 µg/L during 2024.
Total influent VOCs have shown an overall downward trend since 2009, averaging 284.44 µg/L. Total VOC concentrations averaged 615.41 µg/L during the first year of plant operation (May 2003 to May 2004).
• No effluent concentrations of VOCs were detected above the National
Pollutant Discharge Elimination System (NPDES) equivalency performance goal of 100 g/L. Effluent concentrations of copper, zinc, and heptachlor epoxide were also below the NPDES equivalency requirements.
• Groundwater elevation data collected quarterly during the year indicated that the active extraction system continued to capture the VOC target zone
(100 g/L in groundwater).
http://www.ecc.net/
11 March 2025
• Due to a localized increase of groundwater VOC concentrations from 2013 to 2017, extraction well
EW-8 continued on a 30 days on and 30 days off schedule during 2024. Since initiating the cycling operation of EW-8 in 2017, sampling data shows an approximately 43% reduction in target total
VOC concentrations, averaging 119 µg/L. Compared to the 2023 results (108.9 ug/L), sampling data from 2024 decreased in target total VOC concentrations (92 ug/L). Although sampling data from 2024 continues to show a reduction in total target VOC concentrations, EW-8 will continue to operate with the 30 days on and 30 days off schedule during calendar year 2025.
• The 2.5 year long-term monitoring (LTM) groundwater sampling event was conducted during
October 2024. These results will be included in the Canal Creek LTM Report #7 (provided separately).
• During the reporting period the longest shutdown logged for the well field and GWTF occurred in
March 2024. The well field and GWTF were disabled for approximately 117.88 hours for the scheduled acid washing of the GWTF.
• Operations and Maintenance highlights during 2024 included the following: changeout of the vapor carbon (completed during February), acid washing of the GWTF to clear calcified lime from the interior of the T-2 (lime reaction) tank gravity feed line (completed in March), installation of a new pump and motor for extraction well EW-1 (completed in October), and replacement of the mechanical seal for the Moyno sludge pump (completed during November).
• The annual land use control (LUC) inspection was completed during 2024. The LUC requirements listed in the Final Remedial Action East Canal Creek Area Plume Canal Creek Aquifer Record of
Decision (July 2000) were met. There was no evidence of unauthorized groundwater use, soil excavation, or drinking water/groundwater well installation. Signs were present on the Canal Creek
GWTF and the extraction well boxes.
• Based on sampling results for 2024, extraction rates well rates and extraction well operations should stay the same for the 2025 calendar year.
For additional details, please refer to Attachment 1.

Health and Safety: The following topics were discussed during the month: Are You Read for a Disaster?, Cold and Flu
Season, Ring Testing Abrasive Grinder Wheels, and Preventing Car Accidents.
Results for the GWTF samples that were collected in September are provided below:
• Samples collected during the month indicated that the plant was compliant with all required discharge criteria. The treatment goal for effluent total VOCs is < 100 µg/L.
• The resin vessels are only sampled when in the primary position.
• Performance samples were not collected the second week of the month due to the need for a regeneration of resin vessel C-1 (completed on 9/10/24).
• The BFE from 9/26/24 were lower than normal due to extraction wells EW-1 and EW-4 being offline at the time of sample collection.

Both the Canal Creek Groundwater Treatment Facility (GWTF) and the well field had runtimes of 100% for the month of October 2024.
The year to date runtimes for the GWTF and the well field are 97.9% and 98%, respectively. The NPDES equivalency discharge criteria were met for the month. Due to a localized increase of groundwater VOC concentrations, extraction well EW-8 continued on a 30 days on and 30 days off schedule. EW-8 was disabled on 10/21/24 and is scheduled to be restarted in November 2024.
